DISCUSSION:

Approval of this item will award an agreement with Convergint for the purchase of Milestone video management system and associated services. The term of the concurrent contract is through February 18, 2029, with three (3) additional one (1) year extensions.

The Information Services Division is undertaking a multi-phase initiative to modernize and strengthen the City’s security camera infrastructure. Upon completion of this project, City-managed surveillance cameras, including those utilized at the Anaheim Convention Center (ACC), will be standardized on the Milestone VMS platform. The transition to the unified platform will streamline overall management of devices, system maintenance and security. In addition, this will enable real-time integration with the Real Time Crime Center (RTCC), which will allow for faster incident response and improved situational awareness through consolidated video feeds. This project supports the 2024– 2034 Strategic Plan, Goal E – Support Public Safety, Strategy 6 – Upgrade and expand the Citywide camera network, including traffic signals and facility security cameras.

Page 2 of 2 ends

The agreement includes the purchase of all necessary software licenses and associated professional services to migrate the City’s existing cameras into the new Milestone VMS, and to provide staff training on the new software platform. The first-year cost is $440,038, with yearly recurring costs for licensing and maintenance support at $54,821.30. Staff is also requesting the addition of 20% contingency to allow for anticipated additional licensing costs that will occur as departments add new cameras for their operations. To ensure operational, reliability, compatibility and performance, staff recommends establishing an ongoing maintenance program for the management of the security cameras along with the related Video Management System (VMS).

The proposed contract is fully compliant with City Council Policy 4.0 and purchasing regulations. Utilizing cooperative contracts allows municipalities to maximize resources, improve service delivery, and leverage the collective purchasing power of multiple public sector entities, resulting in significant cost savings to ensure the best value for the City.

This agreement represents a component of an overall initiative to establish an ongoing maintenance program for the management of the security cameras along with the related VMS software.

IMPACT ON BUDGET:

Sufficient funds are available in the Finance Department Information Technology Capital Improvement budget and Anaheim Convention Center budget for Fiscal Year 2025/26. Funding for subsequent renewal years is subject to budget appropriations.
