Since 2007, the City of Anaheim (City) has utilized the services of Carpi & Clay Inc. (Carpi & Clay) for federal advocacy services. Throughout the City’s extensive relationship with Carpi & Clay, the firm has demonstrated its effectiveness by achieving consistent and successful results on federal legislative issues of interest to the City.

The original Agreement with Carpi & Clay was approved by City Council on March 9, 2021 and allowed for a one-year term with two (2) optional one-year renewals. The First Amendment was approved by City Council on February 26, 2024, and included an additional two (2) optional one-year renewals and increased the total not-to-exceed amount to $315,000. The Agreement is set to expire on February 28, 2026. The Agreement allows for either the City or Carpi & Clay to terminate without cause with 30 days written notice. The extension will also allow time for city staff to explore Request for Proposal options for federal advocacy services.

Sufficient funds are available in the City Administration’s budget for legislative advocacy services.

Respectfully submitted,
Greg Garcia
