DISCUSSION
Approval of this item will approve a contract with Veterans Communication Services for the purchase of security camera equipment on an ongoing basis and authorize the Purchasing Agent to execute all necessary documents for both actions.

The City of Anaheim utilizes security cameras at most City facilities to support public safety, protect city assets, and assist with incident investigation and accountability while also supporting the operations of the City’s Real Time Crime Center (RTCC). The system is currently comprised of over 600 cameras at approximately 30 facilities within all City departments. To ensure operational, reliability, compatibility and performance, staff recommends establishing an ongoing maintenance program for the management of the security cameras along with the related Video Management System (VMS).

Purchasing solicited bids through the City’s bid portal, requesting vendors to submit bids separately for the one-time security camera replacement project, and for the ongoing removal, replacement and furnishing of security camera equipment. Electronic bids were received by 10:00 a.m. on Thursday, January 29, 2026, from the following vendors:

The agreement with Veterans Communication Services allows for the ongoing removal, replacement and furnishing of security camera to meet defined standards and meet operational needs. The agreement includes all associated services required for proper installation, support and maintenance, with on-call support to address unplanned camera failures and required camera adjustments. The anticipated annual expenditure is approximately $80,000 over the next three years, as cameras are brought to proper standards. It is expected that the annual cost will gradually decrease as a result of standardization and proper maintenance. Additionally, a 20% contingency is recommended to cover any unforeseen requirements or expansion of camera use that may arise during the course of the agreement.

This agreement will help ensure continued system reliability, minimize downtime, and support timely repairs or installations to maintain effective surveillance coverage. The as-needed structure also provides flexibility and cost control by allowing the City to respond to operational needs without requiring a separate procurement for each individual service request.

IMPACT ON BUDGET:

Sufficient funds are available in the Finance Department Information Technology Capital Projects budget for Fiscal Year 2025/26.

Respectfully submitted, Concurred by,

Ed Segura Deborah A. Moreno,
Purchasing Agent Finance Director / City Treasurer
