This is about public safety and legal responsibility.

The Festival Development Project:
increases fire danger
lacks adequate mitigation
exposes the City to significant legal liability
The EIR does not support approval.

The law does not support approval.

Public safety does not support approval.

The wildfire danger is only the beginning.

This rezoning does far more than allow housing on the old cinema footprint. It opens the door to residential development across the entire 16 acres. This is not a single project — it is a permanent land use change.

Once approved, additional units could be built by right. If 24 Hour Fitness relocates or closes, the property owner could pursue another 300 or more units without returning to the public, without a hearing, and without any community input. Tonight is the last time residents will have a voice.

And it gets worse.

The rezoning includes a reduction in parking requirements, permanently lowering the number of spaces required for all future development on those 16 acres. The justification for this reduction is based on a Bureau of Transportati on survey from 2001, a study that is 25 years old.

A quarter century ago:
rideshare didn’t exist
remote work didn’t exist
e commerce didn’t exist
Anaheim’ s population and traffic volumes were dramatically lower Yet the City is using outdated, pre smartphone data to justify providing 70 fewer parking spaces than the current code requires.

This is not responsible planning.

This is not evidence based decision making.

And it does not protect the community from over densification, inadequate parking, or the loss of public oversight.

This issue is not about development.

It is about safety, liability, and whether we choose to protect lives or expose them to preventable danger.

The Festival Development Project:
increases fire danger
worsens evacuation constraints
opens the door to massive by right development
reduces parking based on 25 year old data
exposes the City to significant legal liability
The EIR does not support approval.

The law does not support approval.

Public safety does not support approval.

For these reasons, the Festival Development Project must be denied.

Thank you.

Please extend your prayers to the heroic Americans who were ambushed and killed in Syria last weekend:

Sgt. Edgar Brian Torres-Tovar,
Sgt. William Nathaniel Howard, and
US Civillian Interpreter Ayad Mansoor Sakat
President Trump attended the Army- Navy Game where he did the coin toss to kick off the game, over the weekend. He also delivered remarks at the White House, paying respects to the victims of the shooting at Brown University, the antisemitic attack in Australia, & the attack on U.S. forces in Syria.

He signed many executive orders including the reclassification of marijuana, declaring fentanyl a weapon of mass destruction, and on American space superiority. Additionally, the National Defense Authorization Act (NDAA) and the full recognition of the Lumbee Tribe of North Carolina were signed into law.

In an impactful week before Christmas, the President announced Freedom 250, parti cipated in the somber, dignified transfer of three Americans, awarded 13 Mexican Border Defense Medals, and delivered an Address to the Nation on the economy and announced the Warrior Dividend.

Vice President Vance, on his way to Pennsylvania, gaggled with the press. In Alburtis, he delivered remarks on the economic comeback being staged by the Administration and served meals with the Allentown Rescue Mission.

First Lady Melania Trump spoke at a White House Christmas reception sharing these caring words, My thoughts and prayers go to the families of people who lost their loved ones around the world. In this difficult time, we are celebrating here Christmas, and I'm thinking about them — what they're going through. My heart is with them."
ECONOMY | The economy is being restored at record pace with Just the News saying, “Trump defies odds, achieves economic triple play with rate cuts, tariffs and cooling inflation”. President Trump's policies and bold deregulation are continuing to drive inflation down and put more in Americans' pockets.

SEX- REJECTING TREATMENTS | Secretary Kennedy announced major steps to protect America' s children, including: new rules to ban sex-rejecting procedures on minors, FDA warning letters to companies marketing breast binders to children, a Section 504 update clarifying gender dysphoria isn’t considered a disability, and more.

SENATE NOMINATIONS | Before leaving for the holidays, the Senate was able to confirm another 97 of President Trump' s nominees. The Senate has now confirmed 417 of his nominees since January — far outpacing Biden's first year.

GAS PRICES | In 40 states, the average gas price is below $ 3/gal. In 24 states, it's below $2.75/gal.

Americans can even find gas below $2/gal at some stations in at least 7 states: CO, KS, MO, OK, SD , TN, TX.

And prices are even trending lower!
FENTANYL | President Trump signed an Executive Order designating fentanyl as a weapon of mass destruction; citing that two milligrams, an almost undetectable trace amount equivalent to 10 to 15 grains of table salt, constitutes a lethal dose. Hundreds of thousands of Americans have died from fentanyl overdoses.

Dear CRAIG,
As we close out 2025, I wanted to pause and share what this year has made possible for children and families bec ause of partners like you.

This year, MAMA helped shift the national conversation about technology and childhood while delivering real, measurable wins. Together, we supported the passage of 18 bills into law, engaged on nearly 400 pieces of legislation nationwide, and fueled the rapid expansion of the phone- free schools movement, with 18 states and Washington, D.C. now having full bell-to-bell bans. We also grew to more than 40+ grassr oots chapters across 22 states, with hundreds of parents stepping into leadership roles in their communities.

Our newly released 2025 Impac t Report, linked below, captures this momentum. It highlights landmark artific ial intelligence ( AI) and social media safeguards, bell- to-bell phone free school victories, and a growing cultural shift that puts children’ s well- being and education ahead of tec h industry profits.

See MAMA's 2025 Impact
These wins reflec t something bigger than policy change. They signal a movement that is shifting culture, shaping public understanding, organizing parents, and building the pressure needed for lasting reform. With a growing waitlist of communities ready to launc h MAMA Chapters, the demand for this work has never been clearer.

And, we need your help to get us there. Please consider a year- end gift today .

As we look toward 2026, we are excited to deepen existing partnerships and welcome new collaborators who share our commitment to protecting childhood. If you or others in your network are interested in staying engaged, supporting this work, or exploring way s to collaborate, we would love to connect.

Thank you for being part of this urgent and growing movement. Your support helps ensure that real-life experienc es, authentic human connection, basic safety, and joy remain at the heart of a healthy childhood. To see more of our movement’ s remarkable achievements and to meet the incredible MAMA Chapter Leaders who power this work — check out this inspiring video.

Warning: This email originated from outside the City of Anaheim. Do not click links or open attachments unless you recognize the sender and are expecting the message.

Dear Neighbor,
As Congress concludes the last week of legislative work for the year, I’m proud to head home after a year of achievements— and spend more time in our community. Looking back on the year, it’s hard to believe it’s only been 12 months. Since January, we’ve seen changes to immigration policies, the economy, and the federal government. These changes have impacted each and every one of us. I understand if, for many, this has meant a challenging year. But as we celebrate the holidays and spend time with our families, I wanted to highlight some of the positive work our office was able to accomplish.

SE RVING MY CO NSTITUE NTS
I’ve always been committed to serving my neighbors and making sure people in our community can get the help they need when it matters most. Constituent services are at the heart of the work my offices in Orange County and Washington, D.C., do every day. This year alone, my office handled well over 1,000 constituent cases, helping families resolve passport delays, supporting seniors accessing Social Security and Medicare, assisting veterans with earned benefits, and helping neighbors navigate complex immigration issues. Whether it’s a parent trying to travel for a family emergency or a senior waiting on a critical benefit, my team and I work directly with federal agencies to cut through red tape and deliver results. Serving our community means showing up, listening, and making government work for the people it’s meant to serve.

BRINGING TAX DO LLARS BACK HOM E
As you may already know, the federal budget signed into law this summer included historic cuts to federal funding across agencies, programs, and industries. Even amid these reductions, my office remained focused on delivering results for constituents. Through direct casew ork, I was able to bring 2,963,937 of your federal tax dollars back home to our community. This casework included helping seniors access delayed Social Security and Medicare benefits, assisting veterans in securing earned disability compensation and health care services, supporting families navigat ing FEMA and disasterrelief assistance, and resolving tax, passport, and immigration issues that can cause significant financial and personal hardship when left unaddressed. At a time when federal resources are increasingly limited, this work ensured that taxpayer dollars were returned to the people they were intended to serve.

BRING ING OC TO DC - LEGISLATION
Delivering results for our community also means advancing strong, effective legislation. This year, I introduced 10 bills and co-sponsored 218 pieces of legislation, working across the aisle to move policies forward. This legislation covers common- sense policies that help working families, stand up for immigrants’ rights, support law enforcement to keep us safe, and lower costs. Tw o of my two bipartisan bills passed on the House floor, with one bill being signed into law, goes to show that collaboration can still produce real results. In addition, I authored or co-led 69 lette rs to federal agencies and congressional leadership, co-signed 207 letters, and signed onto 27 amicus briefs to advocate for constituents and uphold the rule of law. Together, this work reflects a consistent commitment to using every available tool—legislative oversight, and advocacy— to deliver for the people of our district.

CO NNE CT ING WIT H OUR DISTRICT
This year, I received more than 50,000 messages from constituents across our, covering issues such as immigration concerns, access to affordable health care, questions about navigating federal agencies, and advocacy for education, natural resources, tax fairness, and economic opportunity.

These messages reflect the wide range of perspectives and priorities that make our district strong.

Whether you reached out in support, with questions, or in disagreement, I take all of your perspectives seriously. No matter what you believe , I’m proud to represent everyone in our district.

As we approach the holidays, if you or a loved one has been detained by immigration officers or if you see anything out of the ordinary, please contact my office. You ca n ca ll us at 714- 559- 6190 or email us at CorreaTips@mail. house. gov.

As always, I am committed to serving you, advocating for issues that mat ter to our community, and connecting you to important resources. If you are experiencing any issues with a federal agency, my office is here to help. Give us a call at (714) 559- 6190.

Subject:[ EXTERNAL] Statement on U.S. Military Activity in Venezuela Warning: This email originated from outside the City of Anaheim. Do not click links or open attachments unless you recognize the sender and are expecting the message.

Dear Neighbor,
Early Saturday morning, I was awakened by news of U.S. military activit y in Venezuela. Today, as I travel to D.C., I am once again questioning the role of our nation’ s involvement in Venezuela follow ing the removal of illegitimately- elected President Maduro.

Venezuela used to be one of the world’ s wealthiest countries, rich with crude oil reserves. Under Maduro, Venezuela became one of the world’ s poorest nations. Seven million Venezuelans left the country due to oppression and starvation. In 2024, Maduro claimed victory in an election international observers declared as fraudulent. Make no mistake, Maduro was an unfit leader and caused Venezuela significant harm.

But the United States has a long history with regime changes. Most recent ly, we went into Iraq and Afghanistan, spending trillions of dollars and costing thousands of American lives. The results were not as expected. I am considering the role of the United States’ involvement in Venezuela’ s regime change with these experiences in mind.

President Trump claims that the U.S. will oversee the regime change and is calling for further U.S. involvement in the country’ s oil management. For months, the Trump administ ration has used military force without Congressional approval, under the guise of stopping the flow of drugs into our country to justify his questionable use of force.

Congress plays a critical role in ensuring America’ s best interest is kept. In December, I voted yes on a War Powers resolution that reasserts Congress’ authority to ensure our milit ary force is being appropriately used. Now it’s up to the Senate to assure that only Congress has the power to declare war. I am committed to representing my constituents in these public policy decisions that have profound consequences– both home and abroad.

As I work with my colleagues in Congress, I will keep your thoughts in mind. Please share your comments and concerts on this critical matter. My job is to bring your voice to Washington, and I want to continue hearing from you as Congress considers taking action.

As always, I am committed to serving you, advocating for issues that mat ter to our community, and connecting you to important resources. If you are experiencing any issues with a federal agency, my office is here to help. Give us a call at (714) 559- 6190.

Hello,
I am an OC resident and researc her on animal shelter issues. I am uniquely qualified to offer City Counc il members information on how OC Animal Care, a shelter that has faced numerous problems in recent years, could be improved.

A paper of mine just came out in AJVR (research journal of the Americ an Veterinary Medical Assoc iation) https:// doi.org/10.2460/ajvr.25.09.0335
This is my third paper on animal sheltering… The other two were published in JSMCAH (the researc h journal of the Assoc iation of Shelter Veterinarians) and pertained directly to OC Animal Care:
https:// doi.org/10.56771/jsmcah.v4.123
https:// doi.org/10.56771/jsmcah.v3.85
The key is the application of the shelter’ s existing Strategic Plan, as highlighted in a recent community opinion piece:

Dear Anaheim City Council Members and City Clerk,
My name is Beverly Paras , and I am an Orange County resident involved in a community effort to improve how cities are able to address public safety concerns involving urban coyotes.

We have submitted a petition to the California Fish and Game Commission to modernize state wildlife language to formally recognize urban coyotes. The Commission has accepted the petition and placed it on their agenda. I will be speaking before the Commission on February 12, and Orange County residents are currently submitting public comments in support of these changes . Even a brief statement from California cities such as “We support Petition 2025-16” would help tremendous ly.

At the same time, we have asked the County of Orange to sponsor and adopt a Title 10 style animal ordinance. This type of ordinance would give cities clearer authority and practical tools while remaining cost neutral and consistent with existing law. A short email to the County expressing support for adopting a Title 10 type ordinance would also be very helpful.

I have attached a complete copy of the Title 10 proposal and the Title 14 petition. The photos included in both proposals are intentionally the same, as they serve the same purpose of illustrating urban coyote behavior and public safety concerns . To make review easier, I am also including a plain language summary for Title 10 so there is no need to read the full ordinance or the 86 pages of supporting material, along with the cost sheet. For Title 14, I have attached the State’ s official acceptance letter confirming the petition has been accepted and placed on the Commission’ s agenda.

If the City of Anaheim finds value in this work, your support would strengthen coordination at the city, county, and state level and ultimately help us help local governments .

Thank you for your time and for your service to the community.

Respectfully,
Beverly Paras

Cover Letter
Dear California Fish and Game Commission,
Please accept this petition to modernize Title 14 §472 to address urban coyote conflicts, clarify regulatory language, and support prevention- focused management. The attached materials include the rationale, proposed language, and supporting documentation.

Letter Explaining the Reason for Modernizing Title 14 §472 California' s urban and suburban regions are experiencing a significant increase in habituated coyote behavior. Current regulatory language in Title 14 §472 was created decades ago for rural and wildland contexts, not today’ s densely populated neighborhoods. As a result, residents, municipalities, and enforcement agencies face confusion, inconsistent responses, and an absence of clear guidance for preventing and addressing urban coyote conflicts.

Modernization is needed for four primary reasons:

1. Outdated Language
The current regulation contains no definitions, no explanation of purpose, and no distinction between rural coyote behavior and repeated conflict behavior occurring in neighborhoods, parks, and residential streets.

2. No Feeding or Attractant Provisions
Unregulated intentional and unintentional feeding — including unmanaged feral-cat feeding stations — leads directly to habituation. The current regulation provides no tools to address or prevent this.

3. No Urban-Conflict Framework
There is no structure for determining when a coyote’ s behavior transitions from normal wildland behavior to urban conflict behavior requiring intervention, such as yard entry, stalking pets, or repeated daylight boldness.

4. Lack of Prevention Requirements
Modern wildlife management emphasizes prevention first. Updated language supporting attractant control, community education, and reporting creates consistent statewide standards.

Updating Title 14 §472 does not increase lethal control; it improves clarity, transparency, safety, and science- based prevention. Cities, counties, and residents need regulatory language that reflects today’ s urban realities.

This petition requests amendments to Title 14 §472 to improve clarity, safety, and management tools for urban environments experiencing increased habituated coyote behavior.

Proposed Urban Language Overview
Add definitions for urban area, habituation, attractants, feeding, and conflict behavior.

Add clear purpose statement applicable to populated regions.

Add feeding prohibition and attractant rules.

Distinguish between normal wildland behavior and urban conflict behavior.

Provide structured intervention criteria for conflict situations.

Support prevention through community education and attractant mitigation.

Photo Documentation Section (Photos Attached Separately) Photos to be added separately illustrate habituated coyote behavior in residential environments.

Captions will describe patterns such as reliance on food attractants, alley and yard movement, daylight exposure, reduced flight distance, and interactions with domestic animals and humans.

Side-by-Side Reference: Current Language vs. Hypothetical Modernized Urban Language
Current Title 14 § 472 Hypothetical Modernized Urban Language No stated purpose or urban context. Adds clear purpose for managing and preventing coyote conflicts in populated areas.

No definitions provided. Adds key definitions: urban area, conflict behavior, habituation, attractants, feeding, domestic animal
protection.

No feeding prohibition. Adds explicit feeding prohibition including negligent attractant placement and unmanaged feral- cat feeding sites in active conflict zones.

No distinction between rural and urban behavior. Creates two behavioral categories: normal wildland behavior and urban conflict behavior requiring intervention.

Depredation allowed without modern structure. Allows intervention only when documented conflict behavior exists, paired with a simple review or verification process.

No prevention or mitigation requirements. Adds prevention requirements: attractant removal, securing areas, and basic community education.

No domestic- animal protection language. Adds domestic- animal protections and required responses for repeated yard entry, stalking, or pet attacks.

No reporting requirements. Adds annual reporting of sightings, conflicts, interventions, and feeding- related hotspots.

Broad daylight, a habituated coyote standing calmly in the open even with people nearby, acting like the neighborhood is his.

Broad- daylight fence patrol.

This is what really happens after a coyote is hazed out of a backyard it doesn’ t run, it doesn’ t show fear. It simply strolls away, calm and unfazed, then circles back when the person is gone. This is the behavior of a fully habituated coyote.

Day- long lingering = this coyote is hubicthated.

A coyote so habituated it now sleeps inches from an occupied home— curled beneath a family’ s front window as if the yard were its den. This is no wildlife passing through. This is wildlife moving in.” Coyote out in broad daylight, completely at ease.”
Coyotes relaxing in broad daylight at Floral Park are a classic example of habituation.

This dog is recovering from a severe coyote attack that happened in the owner’ s backyard.”
Coyotes are habituated, hunting in groups, moving in and out of our yards, and comfortable staying in the front yard after a kill.” He killed a cat, stood his ground, and watched people watching him.

Daylight. No fear. This is what happens when coyotes lose their fear of humans.

Coyote carrying someone’ s pet in broad daylight. This behavior shows habituation because the coyote is comfortable moving openly around people and homes with no fear.”
This is all we can show. The rest was too heartbreaking. A cat’ s remains were found at Eastgate Park the collar is the only shareable part.

Attachment A – Sponsorship Request Letter
Supervisor Janet Nguyen
Orange County Board of Supervisors First District
Dear Supervisor Nguyen
My name is Beverly Paras and I am an Orange County resident living in Garden Grove. I am submitting this packet on behalf of the Nextdoor Wildlife Safety Coalition of Orange County. I am respectfully asking you to sponsor an agenda item for the Board of Supervisors to consider adopting a countywide Title 10 style ordinance that gives cities real enforcement tools to address wildlife attractants chronic feeding and coyote habituation that crosses city boundaries every day.

Right now cities in Orange County do not have a consistent countywide standard for preventive authority. State regulation under California Code of Regulations Title 14 Section 472 allows a landowner or licensed person to take a coyote at any time and in any number once a conflict already exists. This is reactive and does not provide cities with practical proactive tools for early prevention such as enforcing chronic feeding rules or reducing attractants across shared wildlife corridors.

A Title 10 style ordinance would finally allow consistent early intervention before wildlife becomes fully habituated or repeatedly returns to neighborhoods where conflicts are already taking place.

Attachment B in this packet includes a conceptual countywide map showing the major wildlife corridors linking Garden Grove Westminster Huntington Beach Fountain Valley and every city connected through central west south and east county zones. These corridors demonstrate why a city by city approach cannot succeed. Wildlife moves freely across every boundary while each city operates under different rules and without shared standards. A countywide Title 10 ordinance would fix this by providing one uniform framework for all cities.

Attachment C introduces verified photo evidence of repeated visits daytime presence and bold behavior from coyotes that have already become resident animals in neighborhoods.

These images show what happens when there is no countywide prevention standard. A consistent Title 10 framework is a more humane and effective system because it reduces the conditions that cause wildlife to become dependent on human areas in the first place.

This packet is not a complaint. It is a solution. I am asking you to take the next step by sponsoring the discussion so Orange County can reduce conflicts protect residents and pets and apply one countywide standard that supports early effective wildlife management.

Thank you for your time and consideration.

Sincerely

TITLE 10 – COYOTE- SPECIFIC AUTHORITIES ( Complete Synopsis) This document summarizes all Title 10 provisions that directly apply to coyotes, based on the modern Los Angeles County Title 10 framework, which is widely regarded as the strongest municipal animal- control and wildlife- safety code in California.

1. Coyote Classification Under Title 10
Coyotes are classified as “wild animals,” giving municipalities clear authority to regulate, control, remove, or take coyotes under multiple public- safety sections.

2. Nuisance Animal Criteria
Coyotes meet the Title 10 definition of “nuisance animals” when they:

Enter yards
Harass or stalk pets
Approach people
Ignore hazing
Appear in daylight frequently
Display habituation
Cause repeated neighborhood complaints
Under this section, cities may initiate hazing, targeted response, trapping, or removal before an attack occurs.

3. Potentially Dangerous Coyote
A coyote becomes “ potentially dangerous” when it:

Stalks, menaces, or chases a person or pet
Breaks into an enclosure
Circles or follows people
Exhibits fearless daylight behavior
Shows repeated stalking patterns
Harasses children or elderly individuals
Title 10 authorizes:

Capture
Removal
Euthanasia ( after determination)
Increased patrols
Public safety alerts

4. Dangerous Coyote – Mandatory Removal
A coyote is “dangerous” if it:

Attacks or bites a human
Kills or injures a pet
Attempts to enter a home
Charges or corners a person
Returns repeatedly after aggression
Under this section, the city must remove the animal. Options include:

Immediate lethal force
Capture and euthanasia
Contracted wildlife removal teams
Police or animal control intervention

5. Immediate Threat Provision
Title 10 authorizes immediate lethal force without permits or hearings if a coyote is:

Actively attacking or about to attack
Holding or killing a pet
Charging a person
Behaving aggressively on school grounds
Cornering or threatening an individual

6. Authority to Take Coyotes
Take” includes capture, kill, trap, remove, pursue, or euthanize.

Cities may take coyotes when:

They pose any threat
Display habituation
Cause repeated complaints
Are linked to prior attacks
Meet nuisance, potentially dangerous, or dangerous definitions

7. Nuisance Wildlife Teams
Title 10 authorizes deployment of:

Animal control officers
Police officers
Contract wildlife trappers
USDA Wildlife Services
These teams may perform trapping, targeted removal, hazing, and surveillance.

8. Coyote Trapping Authority
Title 10 prohibits:

Steel-jaw traps
Poison
Glue traps
Leg-holds
But authorizes humane cage traps for:

Dangerous wildlife
Nuisance wildlife
Depredating coyotes
Captured coyotes may be euthanized for public safety.

9. Required City Response to Coyote Incidents
Cities must respond to:

Bites and attacks
Pets killed or injured
Daylight aggression
Repeated sightings in a small area
Coyotes carrying pets
Stalking behavior around children
Home- entry attempts

10. Sensitive Area Protections
Coyotes in:

Schools
Parks
Daycares
Playgrounds
Senior centers
may be removed or lethally dispatched immediately if they pose risk.

11. Public Safety Supremacy
Title 10 states human safety overrides wildlife considerations. Municipal authority applies even when state agencies are slow or unavailable.

12. Reporting and Tracking
Title 10 requires:

Incident tracking
Complaint systems
Escalation protocols
Public notifications

13. Coordination with Agencies
Cities may coordinate with:

CDFW
USDA Wildlife Services
Police/ Sheriff
County animal control

14. Summary
Title 10 provides:

Clear removal authority
Lethal force authority
Preventative intervention
Trapping powers
Escalation structure
Protection for schools and neighborhoods
This framework is essential for meaningful coyote management and is the model currently used by Los Angeles County and other proactive jurisdictions.

Title 10 Financial Benefits
Proven Cost Savings • No New Tax Burden • Nearly 20 Years of Success
For almost 20 years, Los Angeles has operated under a Title 10 wildlife- safety framework with no extra taxpayer burden and a clear record of reducing city costs. Title 10 is a preventative, education- based model that addresses human- caused habituation, the root source of most urban coyote conflicts. 1.

Lower Emergency Response Costs
Cities save money because Title 10 reduces:
repeated animal control dispatch
police and fire responses to wildlife calls
neighborhood panic calls caused by feeding hot spots
Prevention means fewer expensive call-outs.

2. Eliminates Most Reactive “ Removal” Costs
Without prevention laws, cities rely on costly options such as trapping or private wildlife contractors.

Title 10 reduces the need for these reactive measures, saving thousands annually.

3. Reduces Liability and Risk Exposure
Title 10 gives cities a clear, consistent standard for wildlife safety. This reduces legal exposure, insurance risk, and municipal liability, which are major budget concerns for every city.

4. No New Staff, No New Programs, No New Taxes
Title 10 requires:
no new departments
no new employees
no new funding
Existing city staff work more efficiently because they finally have a clear ordinance that addresses attractants and feeding.

5. Community- Driven Education Reduces Costs Further
Public education grows organically through community groups, online networks, neighborhood coalitions, and volunteer- driven outreach — not city budgets.

Summary
Title 10 is a low-cost, high-impact, proven model that lowers city expenses while improving safety for residents, pets, and wildlife. Orange County cities can adopt this approach with zero new tax burden, just as Los Angeles has successfully done for nearly two decades.

Mayor Aitken and Members of the Anaheim City Council,
I am writing to reques t trans parency and accountability on the death of Anaheim resident Albert Arzola who was unjus tly shot and killed by an Anaheim police officers gang unit. I demand the full, unedited body cameras footage from all officers.

Albert was ambus hed by two Anaheim PD officers who leapt out of an unmarked vehicle with guns drawn and chas ed him to his hous e. One officer shot him in the back, killing him in front of his family.

Albert was only 19-years - old and recently graduated from Katella High School. He worked in the city of Anaheim and as pired to purs ue a career in culinary arts . He was a beloved son, family member and friend with a bright future ahead of him. Albert should be alive today! I reques t the full, unedited body camera video and audio of all officers from the incident. This is the firs t step to unders tand what happened the night of his death with full trans parency. The public has a right to know.

We res pect all police officers and know we are all human and make mistakes. Knowing the truth will help provide additional training to thos e who need it and hope to filter hate within the department.

Albert’ s life will not be returned but hope his death will save another, and save another officer’ s career or guilt in taking a human life. No one should bear to los e a child or live with the anguis h that they took a life.

Thank you,
Sonya Lopez

Good afternoon Council Members, Mayor, and staff,
I am here tonight as a mother of a teenager, an educator, a community member, and most importantly a family member of Albert Arzola who was unjustly murdered in his home on Saturday, December 6th. Iam urging you to take action to ensure the unedited body cams of each officer involved are released. The portion that was released was of only one officer and appears edited.

Why was the other officer's bodycam video not released? This does not answer all the questions and just raises more doubt and distrust in the city's police department. You have an obligation to ensure that there is transparency and accountabili ty to your constituents and community. Your city residents deserve to feel safe in their homes.

Albert is my nephew and was loved by so many. He graduated from Katella High School and was working in the city he loved, Anaheim. He had a bright future ahead, he was taking the first steps in his life to be independent while becoming proactive in shaping his future. That was stolen from Albert, his family, and our Anaheim community. We will not remain silent about this senseless act by a gang unit officer. Based on the information and facts at disposal, the officer drew his gun once he stepped foot from the unmarked vehicle. Why? If this was just a concern about graffiti, Why? Albert was not violent or was not a threat to anyone.

Police officers' role is to remain calm, problem solve, and demonstrate self control when dealing with tense situations. They are professionals who go through extensive training and are sworn to serve and protect. Drawing a gun with the intention to shoot once stepping foot from the vehicle is very disturbing for the public to comprehend and the infraction graffiti. Given what has been released, this did not warrant the death of a 19-year old teen.

I ask the Mayor, city council, and Police Chief Manny Cid that this information be released to the family and public for transparency. We the public and community have the right to know the facts. This is the first step in seeking justice for Albert, his family, and the larger concerned community. Thank you for your time. Just for Albert Arzola Jr! Sincerely,
Christine Lopez Ediss

What I’m about to address goes to the heart of public trust in this city. And because many residents may not know the full context, it’s important to be clear about what happened and why it matters.

Councilmembers,
I write today because Anaheim deserves leadership grounded in integrity, transparency, and respect for the public trust.

Reporting revealed that Anaheim’ s Chief Communications Officer Mike Lyster, Anaheim City Manager Jim Vanderpool, and former Councilmember Steven Faessel, now representing Anaheim on multiple boards, participated in a mock City Council meeting — a closed door rehearsal designed to practice pushing through the Angel Stadium deal.

This was not a public meeting. It was not transparent. It was a staged exercise connected to a deal that later became the focus of a corruption probe. That context matters for anyone who cares about ethical governance and public accountability.

When this came to light, Mayor Ashleigh Aitken said something that resonated deeply with many of us. She wrote: “To have elected officials and city staff preparing a rehearsal council meeting makes a mockery of our democracy and, if true, those leaders should resign.”
She was right. And she has often said Anaheim is among the most transparent cities in Orange County, a standard that requires consistent honesty and follow through.

Transparency only has meaning when it is paired with accountability. And while ethics always matter to me, and to many Anaheim residents, they matter most in moments like this, when doing the right thing is difficult, uncomfortable, or politically costly.

So today, I am calling clearly and directly for the resignations of Mike Lyster, Jim Vanderpool, and Steven Faessel.

Participating in a rehearsal for a corrupt deal is incompatible with serving the public. Anahei m cannot move forward whi le those involved in this mock meeting remain in positions of power. Holding these individuals accountable is essential if Anaheim is going to rebuild public trust.

This is not about hostility. It is about responsibility. It is about ensuring that the people who represent this city are worthy of the authority they hold. It is about demonstrating that Anaheim’s commitment to transparency is more than a slogan; it is a practice.

If Anaheim truly wants to be the most transparent city, then we must act like it. We must uphold the Mayor’s original words. And we must demonstrate that accountability is not optional; it is foundational. Thank you.

Mayor Aitken and Members of the Anaheim City Council,
I am writing to request transparency and accountability on the death ofAnaheim resident Albert Arzola who was unjustly shot and killed by an Anaheim police officers gang unit. I demand the full, unedited body cameras footage from all officers.

Albert was ambushed by two Anaheim PD officers who leaped out of an unmarked vehicle with guns drawn and chased him to his house. One officer shot him in the back, killing him in front of his family.

Albert was only 19-years- old and recently graduated from Katella High School. He worked in the city of Anaheim and aspired to pursue a career in culinary arts. He was a beloved son, family member and friend with a bright future ahead of him. Albert should be alive today! I request the full, unedited body camera video and audio of all officers from the incident. This is the first step to understand what happened the night of his death with full transparency. The public has a right to know. Justice for Albert Arzola! Joel Silverthorn, B.A.
