CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: MARCH 24, 2026
FROM: POLICE DEPARTMENT
SUBJECT: RETIREMENT AND OWNERSHIP TRANSFER OF POLICE
SERVICE DOGS
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve a Canine Transfer Release and Agreement to Indemnify, Defend and Hold Harmless with Officer Brandon Mullins and Sergeant Nathaniel Cox authorizing the transfer of ownership of retiring Police Service Dogs "Rebel" and "Zax," respectively; and authorize the Chief of Police to execute and implement the agreements.
DISCUSSION:
On March 1, 2026, Police Service Dog “Rebel” retired after approximately seven years of dedicated service, and Police Service Dog “Zax” will retire after approximately five years of service. Both Rebel and Zax have reached the conclusion of their distinguished careers, having faithfully protected the community and supported the officers of the Anaheim Police Department. Their loyal and exemplary service has been an invaluable asset to public safety.
The Police Department respectfully requests City Council approval to transfer ownership of “Rebel” to Officer Mullins and “Zax” to Sergeant Cox. This arrangement will allow each canine to spend their remaining years in a familiar and caring environment with their respective handlers and families.
IMPACT ON BUDGET:
There is no budgetary impact.
Respectfully submitted,
Manny Cid
Chief of Police
