CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: MARCH 24, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE PORTABLE CHEST
COMPRESSION SYSTEMS, ACCESSORIES AND
PREVENTATIVE MAINTENANCE
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the issuance of a Purchase Order to Stryker Sales, LLC in an amount not to exceed $172,378.47, inclusive of all applicable taxes and fees for the purchase of Lucas chest compression systems, accessories and preventative maintenance, for Anaheim Fire and Rescue (AF&R) and authorize the Purchasing Agent to execute all necessary contractual documents.
DISCUSSION
In 2018, the Orange County EMS Authority (OCEMSA) mandated all Orange County 911 agencies to use an Automated Chest Compression Device (ACCD) during the movement or transport of cardiac arrest patients. Continuous and uninterrupted chest compressions are a critical factor in successful resuscitation outcomes, as interruptions reduce blood flow to the brain and heart, significantly decreasing the likelihood of survival. Performing manual CPR in a moving ambulance also places EMS personnel at considerable risk, requiring them to remain unrestrained while leaning, kneeling, or standing over a patient in a fast-moving vehicle.
Per Council Policy 4.0 (5), this purchase requires City Council approval due to the special circumstance for the waiving of sealed bid requirements for purchases over $50,000. It is being requested to have the seal bidding requirement waived for this procurement by the Purchasing Agent due to the mandate by OCEMSA and ensure the standardization is maintained.
AF&R, along with other Orange County fire agencies, participated in an Orange County- wide evaluation of available ACCDs to assess emergency performance, charging capability, wireless data transfer, cost of consumables, and ease of cleaning. The Lucas 3 Chest Compression System was identified as the device that best met operational needs.
Since the initial purchase of ten (10) units in December 2019 and additional units in September 2022 through a competitive RFP process, AF&R has standardized its fleet on the Lucas 3 platform, ensuring consistent training, operational familiarity, and seamless deployment across apparatus. The device allows paramedics to focus on airway Authorization to Purchase Portable Chest Compression Systems, Accessories and Preventative Maintenance March 24, 2026
management, medication administration, and other advanced life support interventions while significantly improving crew safety.
AF&R currently operates twenty (20) ACCD’s across its apparatus and is seeking approval to purchase four certified pre-owned Lucas 3 devices from Stryker Sales LLC, the sole source manufacturer and provider of factory-certified components and warranty support. Three units will be assigned to the newly approved Special Medical Event ambulances, and one will replace an existing front-line unit. The purchase includes a seven-year Preventative Maintenance (PM) plan for each of the four devices, a five-year PM plan for the ten existing units originally purchased in 2019, a one-year warranty, and standard accessories including hard shell cases, chargers, patient straps and batteries. Cost savings will be achieved through the acquisition of certified pre-owned units in lieu of new equipment.
Approval of this purchase will ensure continued compliance with OCEMSA policy, maintain operation readiness of life-saving equipment, enhance patient outcomes during cardiac arrest events, and further support firefighter and paramedic safety.
IMPACT ON BUDGET:
Sufficient funds are available in Fire and Rescue's Fiscal Year 2025/26 budget.

Ed Segura Patrick Russell
