ATTACHMENTS (Y/N): YES ITEM # 20
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve an Agreement with Harris & Associates, Inc., in the amount of $196,890, plus a 15% contingency for a total not-to-exceed amount of $226,423.50, to provide engineering design services related to the Anaheim West Tower Bollards Project (Project), authorize the Director of Public Works, or his designee, to execute the Agreement and any related documents, and to take any and all actions as are necessary to implement and administer the Agreement, and amend the Fire & Rescue department’s budget by $226,424 from restricted FEMA Emergency Operations Center Grant Funds.
DISCUSSION:
In March 2024, Representative Young Kim led efforts on the City’s federal appropriations request of $1,500,000 to support the City’s Emergency Operations Center relocation project. The request was successfully earmarked in the Fiscal Year 2024 federal budget, allocating funding from the Federal Emergency Management Agency (FEMA) Emergency Operations Center Grant Program for this Project. FEMA's Emergency Operations Center (EOC) Grant Program provides funding to enhance local emergency management capabilities, with over $100 million available nationwide for FY 2024 to support secure, interoperable, and resilient facilities.
The Emergency Operations Center (EOC) FEMA Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. Fully capable emergency operations facilities at the state and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters or emergencies caused by any hazard.
Aligning with the grants’ purpose of improving deficiencies, the City will be placing bollards around parts of the perimeter of the Anaheim West Tower building that are Engineering Services Agreement with Harris & Associates, Inc. for the Anaheim West Tower Bollards Project March 24, 2026
vulnerable to vehicle access. These areas include the east side of the building, wrapping around the corner of the lobby. As part of this process, the City will procure a consultant to evaluate sidewalk and apron areas along the perimeter of the building and assist with the placement locations through the engineering design phase.
On December 24, 2025, a Request for Proposals to design the Project was publicly posted on OpenGov, the Anaheim Bulletin, and the City’s website; two professional engineering firms submitted proposals. In accordance with the federal procurement process, a review committee conducted an evaluation of each firm’s qualifications and ranked the proposals as follows:
Firm Ranking
1. Harris & Associates, Inc., Irvine, CA
2. IDS Group, Inc., Irvine, CA
Harris & Associates, Inc. was selected as the top firm based on the following: a) their understanding of the scope of work, b) the qualifications of the proposed staff, c) the firm's costs, and d) their ability to adhere to the established schedule.
The base contract fee amount is $196,890, plus a 15% contingency of $29,533.50, for a total not-to-exceed contract amount of $226,423.50. The contingency will cover expenditures for required work not included in the original Scope of Services.
The NEPA environmental clearance has been completed through the FEMA grant process.
Design is anticipated to be completed by the third quarter of 2026, and construction is anticipated to start in the fourth quarter of 2026.
This work supports the City’s Strategic Plan, including Goal A – Maintain Financial Responsibility, Strategy No. 2: Continue proactive pursuit of state and federal grant funds.
IMPACT ON BUDGET:
The Fire & Rescue Department’s expenditure and revenue budget will be increased by $226,424 in the Fire Grants fund supported by the FEMA Emergency Operations Center Grant.
Respectfully submitted, Concurred by,
Rudy Emami Patrick Russell
Director of Public Works Fire Chief
