GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:
1) Approve Amended and Restated Master Agreement Contract No. 106-498828 with Crisp Enterprises Inc., dba Crisp Imaging for as-needed citywide reprographics services, increasing the current Master Agreement by $150,000 thereby amending the not to exceed amount from $100,000 to $250,000 for the term effective September 1, 2025 through June 11, 2026, with three optional one year extensions in the amount not to exceed $360,000 annually thereafter, including applicable taxes and fees, for a cumulative total not to exceed of $1,330,000; and authorize the Purchasing Agent to execute all necessary contractual documents related to the agreement in accordance with the competitively solicited City of Long Beach Contract No. 36905. 2) Ratify a change order to the master agreement with Crisp Enterprises, Incorporated, dba Crisp Imaging, increasing the contract amount by $152,863.18 from $277,020 to $480,000 to provide Citywide reprographics services from December 1, 2023, through August 31, 2025.

DISCUSSION:

The City of Anaheim is a full-service City that requires high-quality, reliable reprographic services to support the operational needs of its many departments. The services include high-volume black and white and color printing on a variety of paper sizes and stock, drawings, and other related materials provided on an as-needed basis.

Crisp Imaging has successfully met the City’s reprographics needs since 2009, having been awarded contracts through competitive bid processes in 2009, 2014, and 2019.

Throughout this time, Crisp Imaging has consistently demonstrated the ability to deliver high-quality products and dependable service. Their guaranteed 24-hour or less turnaround time, along with complimentary pickup and delivery to City facilities, has ensured efficiency and continuity of operations across departments.

Approve Amended and Restated Master Agreement Contract No. 106-498828 for ongoing Citywide Reprographics Services and ratify a Change Order to the Agreement for Citywide Reprographics Services March 24, 2026

The total not-to-exceed amount for the four-year term is $1,330,000 this amount is based on historical usage patterns and projected future needs. These estimates account for expected price increases and anticipated high volume of changes resulting from organizational initiatives such as the conversion from .net to .gov, as required by state law.

The proposed ratification of the agreement extension and funds increase with Crisp Imaging allowed continuation of services while the City evaluated long-term procurement options.

Originally, at the time the agreement was initially approaching expiration, the City elected not to issue a new solicitation because staff had identified a regional cooperative agreement with another vendor offering similar reprographics services. The intent was to leverage the cooperative agreement to achieve potential administrative efficiencies and cost benefits.

However, after further evaluation and attempted implementation, staff determined that the cooperative vendor was unable to provide the full range of services required by the City. In cases where services were available, often pricing was significantly higher than the rates provided under the existing agreement with Crisp Imaging. As a result, the cooperative agreement did not meet the City’s operational or financial needs. To avoid disruption of essential citywide reprographics services, the City extended the existing agreement with Crisp Imaging and increased funding authority to ensure continuity of services.

The proposed contract is fully compliant with City Council Policy 4.0 and purchasing regulations. Utilizing a competitively bid contract allows the City to maximize resources, improve, improve service delivery, and ensure pricing and terms are obtained through a fair and open procurement process, resulting in cost-effective solutions to provide the best value to the City.

IMPACT ON BUDGET:

Purchases will be made with funds appropriated in the 2025/26 Fiscal Year Budget and will be charged to the various department account numbers for printing services. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Ed Segura Deborah A. Moreno
Purchasing Agent Finance Director / City Treasurer
