13 The KCG Team will provide Program Manager services in support of the Disney Forward projects including, but not necessarily limited to, the de sign and construction of nine (9) intersection improvements, one of which includes an adjace nt new parking structure with a flyover bridge connection to Clementine Street. As the Program Manager, our primary role will be to coordinate timely reviews and provide proactive facilitation, foster teamwork and insure collaborative problem solving. We believe a project of this magnitude is best served by becoming wholly integrated into the design process in order to help identify and resolve project challenges and issues in concert with the Disney Design Team. Our philosophy is “we are all in this together”. To this end, we offer a Program Manager with over 30 years of successf ully delivering a multitude of projects within the Anaheim Resort Area as well as City- wide. He will be supported by KCG staff and subconsultants who also have a wealth of experience working on Anaheim projects.

Our project responsibilities will include, but not necessarily limited to, the following work efforts. ¾ Provide input during the design phase including constructability reviews and coordination with Disney’s design team as well as City Staff.
¾ Field review all project locations and document and verify existing conditions. ¾ Be an active member of the City’s team during initiation and planning and maintain close coordination with City staff in the various departments. ¾ Coordinate and complete technical plan che cking. This may include internally with our team or with the City’s on call consultants, or a combination of both. ¾ Provide plan check documentation by deve loping and consolidating a comprehensive matrix of all plan check comments, resolvin g any conflicting comments and delivering a single set of coordinated responses fo r action by the Disney Design Team. All comments/responses will be tracked for the duration of the project. ¾ Attend all meetings, as required, including internal City round table reviews with Planning, Fire, Public Utilities and Public Works to fa cilitate and promote concurrent “real time” reviews.
¾ Support and facilitate permit processing with City Departments and outside agencies such as Caltrans and SCE.
¾ Assist in mediating technical disputes between the Disney Design Team and City/Consultant plan checkers, as needed.
¾ Coordinate with stakeholders, utility companies and outside agencies as required. ¾ Track all permits, approvals and Conditions of Approval. ¾ Stay out in front of key issues such as utility impacts and right of way issues. ¾ Support bidding and procurement activities, as needed. ¾ Provide Construction Phase Support, includ ing review of RFI’s and submittals, plan revisions and potential change orders.
¾ Develop, coordinate and compile punch lists from City Departments and team consultants into a single document for contractor action.
¾ Attend all project related meetings and provide agendas and minutes. ¾ Provide oversight for acceptance of public infrastructure.

Section B: Understanding of Need
14 ¾ Coordinate the final sign-offs from the vari ous City Departments at the conclusion of construction
¾ Prepare and circulate status updates, schedules and other project documentation throughout the duration of the project.
¾ Do “whatever it takes” to help facilitate a smooth design and construction process for the project from start to finish.

In terms of the specific plan check process, the KCG team will utilize the following work approach:
1) Immediately upon receipt of initial submittal, the Program Manager will log the submittal package into our electronic database and will tag it with a date and log in time. 2) The Program Manager will provide an initial review within the first four hours and determine the technical plan check expertise require and will then package up submittals for distribution to our in house team and/or the City’s on-call plan reviews. This distribution list will be developed/approved in consultation with the City representative. 3) Once the distribution list is finalized, the packages will be forwarded on to the consultants.

The Program Manager will follow up with each firm to insure the package was received and to confirm the expedited review turn around that is expected and required. 4) Once completed, the KCG Program Manager will log in his and all comments from the various technical discipline reviewers. Any conflicting comments will be identified and resolved prior to issuing a single set of comments to the Disney Design Teams. 5) If needed and/or requested, the KCG Program Manager will meet with the Design Team to discuss/resolve any the comments and provide clarity, as needed.

In closing, we feel we are the right team for th is project based on the following attributes and common working philosophies:

Ö Familiarity with Resort. No one has delivered more infrastructure projects in the Anaheim Resort Area than our proposed Program Manager.

Ö City Staff relationships. Our team has worked extensively with all city Departments over the years. We know the City and we understand your expectations.

Ö We are Problem Solvers. We are design focused firms who resolve complex project issues on a regular basis. We believe this will add value to the expedited design process.

Ö Outside Agency Expertise. We have a lot of experience working with Caltrans and utility companies on City projects. We believe this ca n also be an asset to successful project delivery.

Ö Availability. Our proposed Program Manager will be fully 100% available to this project, as warranted. This will be his top priority.

Ö Our Team. We are all responsive, results dr iven, team players guided by principles that get and stay involved on all of our projects. Our approach with the project and all the players will be driven by a “solution-driven” approach NOTE: KCG is familiar with the City’s terms fo r expedited reviews, having signed the expedited review agreement through our current on-call contract with Public Works. We have also recently completed the initial pl an review for the Clementine/Disney Way Precise Alignment for the Disney Forward Project.

21 KCG utilizes Microsoft Project software to monitor and control our project resources, budgets and schedules. We conduct weekly project reviews to insure all projects are on track and, then, if schedule slippage and/or budget issues are identified, we can take proactive measures to address them.

With regard to QA/QC, we employ a very comprehensive approach. At its core, we believe that Quality Assurance and Quality Control are rooted in the philosophy by which you conduct your business. It is true that quality can be monito red and controlled to some degree via checklists and independent reviews, but a true “quality” product comes from a firm’s commitment to excel for their clients. Do they care about their product? KCG does. Do they have experienced staff overseeing or doing the work every step of the way? KCG will. Do they want the next job? KCG does. Are they staying out in front of the issues and “leading” the project? KCG will. Quality is a culture within a company… you either have it or you don’t.

Our proposed project manager, Rick Kreuzer, developed the graphic below which he believes depicts the 4 key branches of the Quality Control tree. Adherence to these practices, along with a firm culture which stresses quality at every turn, constitutes KCG’s Quality Control plan for the all projects undertaken.

Section D: Project Controls

22 It is challenging to establish a set fee for an assignment of this type. The individual tasks required will be fluid and are largely dependent on the subm ittals received, the quality of the submittals and the effectiveness of the collaboration between the Program Manager and the Design Team, amongst other factors. That said, we assure th e City that the KCG Program Manager, and his supporting team, will do “whatever it takes” to work effectively and proactively with all involved parties to bring this expedited project to a successful conclusion. Based on our previous experience, and our knowledge of the work in volved, we have developed Exhibit A on the following page which is a combined summary of the estimated manpower, budget and cash flow that is anticipated for the projec t. This summary is based on our estimate of the percentage of Full-Time Equivalent (FTE) hours that will be re quired for the KCG Program Manager and Plan Checkers, as well as our subconsultant reviewers.

These manhour estimates are then converted to budget amounts for each month over the anticipated duration of the project through the end of 2027. At the bottom of Exhibit A, a cumulative total (Earned Value) is provided. This cost summary represents a potential not-to-exceed amount that could be established for this Time and Materials contract.

The budgetary amounts depicted on Exhibit A were established using the hourly rates for expedited plan review for KCG and our subconsultants as shown on Exhibit B on Sheet 24 of this proposal.

KCG would welcome the opportunity to discuss this budget estimate with City management and make necessary modifications if we are selected as the most qualified team for the project.
