My name is Carlos Valdivia. I live in Anaheim Hills. My address is I have lived here for 33 years. My house is in an area considered the highest level of fire danger. No insurance company will ensure me so I had to get coverage through the CA Fair Plan which is not ideal. While living here, I have had to evacuate at least 3 times. During those evacuations my wife, son and I experienced extremely long delays leaving the danger area.
Cars were stuck and not moving on Serrano and surrounding major streets trying to get away with their precious possessions. During all the fires in this area, I have never seen a police coordinated efficient evacuation. the entire Anaheim Hills area is at risk of catching on fire. Not only because of the proximity to brush but from cinders flying all around.
Additionally during the last few years, the housing developments in Riverside has increase the traffic through Anaheim Hills as drivers try to cut through Serrano, Weir Canyon and E Santa Ana Canyon Rd to get to the 91 Frwy. Adding more residents to this area would expose those residents to unnecessary danger and increasing the danger for current residents. Furthermore, those new residents will encounter financial challenges finding insurance. You will also increase the burden on the local schools. Schools that are also in danger of fires.
I would suggest that if you are trying to address the housing problem, including the low income housing shortage, you look into what other cities have done successfully. Redevelop downtown Santa Ana, Anaheim and other downtown areas with affordable apartments with businesses on the first floors.
Similar to the developments done near Angels Stadium but not as expensive.
I am requesting that you do not approve this development for safety, environmental and traffic concerns. We do not want to be in a Pacific Palisades or Altadena situation because of this unnecessary development.

As an elder millennia l (ouch!), I feel SO lucky to have grown up smack in the middle of the analog to digital transition.
I had enough internet-free years to have a play-based childhood. Okay, back to 2025…
I’m so grateful to have this dual perspective: before and after The Internet. The Smartphone. Social Media. I truly appreciate the benefits of growing up in the “real world” as well as growing up in the “ digital world”. I feel that I – as well as my elder millennial peers – truly did have the best of both worlds and that we benefited tremendous ly from what both had to offer.
That said, younger millennials , Gen Z and now Gen Alpha do not know the world before the internet. They have not experienced the privilege of true boredom, true freedom, or getting full attention from the people around them. Their mistakes , their FOMO , and their imperfections are magnified and memorialized. Most of their waking hours are spent on a screen (75% of waking hours on average and 344 daily phone pickups in 2024 if you’re curious !). And after a solid 15 years of evaluation, the data are now in: this new way of life is not good for them. They are in the midst of a mental health crisis and they are not thriving . The pendulum has swung too far and they are paying the price.

In the past, I worked for a few hours at the in Anaheim through Bluecrew. I don' t know the name of the young, rude, and unethical female manager, whether she was from I suspect she was
younger than me and acted defiantly and deceitfully. While I was working, Bluecrew asked me to leave, citing only that there was no more work, and also discriminated against me. Since then, she has locked my account and prevented me from working there. Bluecrew has a policy that prohibits any employee who violates any serious rules from working with Bluecrew or its partner but I did nothing wrong. The problem is that she didn' t clearly state what I did wrong and why she was so unpleasant and discriminatory towards me, an Asian person. She was of Latino or Mexican origin. In California, outside of a court of law, no one has the right to prevent someone from working to support themselves. You must prove that OC3PL had no more work, but I and 15 other people were working, and the young, inexperienced managers who hadn' t even finished college were causing trouble. OC3PL cannot continue to entrust a company with jobs to these young managers because they don' t know how to manage and are ruining the work and lives of older people. A few days later, I checked the app and received a notification that an employee had reported me and banned me for unclear reasons. If OC3PL claims there is no more work, why don' t they close the company? On the contrary, they are hiring more warehouse staff, and their company parking lot is always full of nearly 500 cars six days a week – that' s strange! If you say there' s no more work and continue to discriminate against me, I suggest that the city of Anaheim investigate and review the company' s tax reports and employment practices to see if they are legitimate. This matter should be handled by a director who can fire me for a valid reason, not by a manager sitting in an office who has no right or authority to ban and fire me. I hope OC3PL will find a suitable company soon. Other companies cooperate honestly and help people, but BlueCrew' s bad habits and harmful practices are unacceptable. IStaffing is very honest, and their older employees are very decent. I hope OC3PL will soon find IStaffing and sign a cooperation contract, because Bluecrew is too troublesome and doesn' t allow for peaceful work throughout the year. Their management is mostly young, and their ethics and competence are terrible; it' s exhausting.

Mayor and City Council,
I am writing to formally oppose the proposed Festival Center high density housing project due to unresolved public safety and evacuations concerns.
This area already suffers from limited access and egress and is located within an Extremely High Fire Hazzard Safety Zone.
Evacuation is currently known as a mayor problem, and the city or Anaheim has not demonstrated that the Festival Center High Density Housing project will have improved evacuation safety for existing and future residents. Proposed traffic or circulation measures have not shown meaningfully addressing evacuation reliability under emergency conditions.
Approving a major new development without a proven, effective evacuation plan places existing and future residents at an increased risk. Public safety should be the number one priority and should be resolved before additional high-density projects can be approved.
For these reasons, I urge the city of Anaheim to deny or delay the approval of the Festival Center project until evacuation and emergency issues are fully and transparently addressed.
I really hope city officials side with the residents they represent in this matter.

There appears to be a tremendous breakdown in this city when it comes to the homeless and homeless- bychoice issues. Based on my dealings with other surrounding cities such as BUENA PARK, CYPRESS and STANTON, I can tell you they take care of the issues right away. Sometimes it takes two to three times, but it is done swiftly and doesn't seem to re-surface. It doesn't take 20+ years like it is taking ANAHEIM. I feel that CITYNET and MARIPOSA are corrupt organizations because when dealing with HOPE CENTER for the majority of the North Spa issues ( which Anaheim refuses to link up with for some........ reason), a Live person answers the phone and the issue is dealt with. We are getting NOWHERE in ANAHEIM --- just look at our 20+ year, still on the streets Sovereign Transient by Choice at Knott / Ball, and all of the senior homeless many are homeless- by-choice) living on the Disneyland Resort Bus Benches!! The City of Anaheim continues to post propaganda videos and lies on their website stating " their new ordinances," yet never enforce them.
After 10 years of dealing with this REVOLVING DOOR, with the Robbins' putting in probably double that, ANAHEIM IS NOT PERFORMING. ANAHEIM City Council continues to throw more and more money at these organizations, especially Lauren Justices' MARIPOSA but nothing is changing. On the other hand, HOPE CENTER proudly answers their phones, dispatches personnel asap, and is transparent with the Public of all of their accomplishments, unlike CityNet and Mariposa.
The voters of CA voted in PROP 36 yet the Governor of California refuses to fund it. Anaheim mayor and city council members along with the city of Anaheim legal team should be sending their lobbyists and legal teams to Sacramento to threaten legal action against the State of California for refusing to fund what the Voters voted in. But do you? No.

Dear Anaheim City Council and City Staff,
I am writing to report a serious parking issue on Stonybrook Drive (between 2930 and 2990 Stonybrook Dr, Anaheim, CA 92804).
For several months, multiple pieces of heavy construction equipment ( excavators/ earth-movers) have been stored on our street. This area is strictly marked as Residential Permit Parking District No. 217.
This is causing a major problem for us because:
No Permits: These large machines do not have any permits or tags to be parked in a residential permit zone.
Long-Term Storage: They have been sitting here for months even though there is no active construction work happening.
Taking Our Spaces: Residents who pay for parking permits cannot find spaces to park because these heavy machines are taking up multiple spots.
This seems to violate Anaheim Municipal Code §14.32.450 regarding commercial and oversized vehicles in residential areas.
I respectfully ask the City to:
1. Check if these machines have any legal right to be stored here.
2. If they do not have a permit, please have them removed immediately.
3. Help us get our residential parking spaces back for the people who live here.

I am submitting this letter as a brief cover and summary to accompany the attached PDF, which sets forth my formal CEQA objections regarding traffic and public safety deficiencies in the Anaheim Hills Festival Specific Plan Amendment Project.
In short, the City’s traffic analysis remains incomplete and misleading in several critical respects. The analysis does not account for reasonably foreseeable traffic generated by a high-attraction grocery tenant such as Trader Joe’ s, and it relies on the proposed Fairmont overpass as a purported solution to congestion that is largely driven by freeway traffic funneling onto Santa Ana Canyon Road, an already constrained twolane corridor. The overpass does not meaningfully relieve this bottleneck.
In addition, I am requesting an explanation for the inconsistency in fire authority review. The Anaheim Fire Chief formally objected to the SALT/Deer Canyon project based on evacuation and fire safety concerns, yet no comparable objection was raised for the Festival Project despite similar evacuation constraints and wildfire risk conditions.
These issues are addressed in detail in the attached objection. I respectfully request that this letter and the attached document be entered into the official record and considered prior to any further action on the project.

Formal CEQA Objections – Traffic and Public Safety Deficiencies Project: Anaheim Hills Festival Specific Plan Amendment Project FEIR No.: 358
State Clearinghouse No.: 2024010859
I submit this comment to formally object to the adequacy of the Final Environmental Impact Report FEIR) for the Anaheim Hills Festival Specific Plan Amendment Project with respect to traffic, circulation, and public safety impacts. These objections are submitted to preserve all administrative remedies and to identify specific CEQA deficiencies that remain unresolved despite preparation of the FEIR.
I. Failure to Analyze Reasonably Foreseeable Worst-Case Traffic Conditions The Traffic Impact Analysis relies primarily on weekday AM and PM peak-hour conditions and fails to analyze reasonably foreseeable worst- case conditions, including weekend peaks, event- driven surges, holiday traffic, and overlapping emergency conditions such as wildfire evacuation during congestion.
CEQA requires analysis of reasonably foreseeable conditions, not average or convenient study periods. This omission renders the FEIR informationally deficient under CEQA Guidelines § 15151.
II. Inadequate Evaluation of Traffic Safety Impacts
The FEIR relies on LOS and VMT metrics while failing to analyze traffic safety, including queue spillback, blocked emergency access, turning conflicts, sight distance limitations, and increased collision risk. Passing LOS does not equate to safe conditions. CEQA requires evaluation of physical safety impacts, which is absent here.
III. Improper Segmentation of Traffic and Emergency Access Analysis Traffic congestion analysis is improperly siloed from emergency evacuation analysis. The FEIR fails to evaluate compound scenarios involving congestion plus emergency response or evacuation. CEQA requires evaluation of combined foreseeable conditions; this segmentation understates risk.
IV. Inadequate Cumulative Traffic Impact Analysis
The FEIR fails to meaningfully analyze cumulative impacts from reasonably foreseeable nearby development and commercial intensification. Statements that such impacts are outside the scope or addressed later do not satisfy CEQA’ s cumulative impact requirements, particularly given limited egress routes in Anaheim Hills.
V. Unreasonable Reliance on Generic Trip Generation Assumptions The Traffic Impact Analysis relies on generic ITE trip rates without adequate adjustment for local conditions, vehicle dependency, event traffic, and emergency surges. CEQA requires reasoned judgment, not mechanical reliance on generalized averages.
VI. Insufficient and Non-Enforceable Traffic Mitigation Mitigation measures rely on signal timing, signage, and future design review without enforceable performance standards or physical improvements. CEQA requires feasible, enforceable mitigation capable of actually reducing impacts.
VII. Conclusion
For these reasons, the FEIR fails to function as an adequate informational document under CEQA with respect to traffic and public safety. Revision and recirculation are required to address worst- case conditions, safety impacts, cumulative effects, and enforceable mitigation. Failure to do so leaves the FEIR legally vulnerable.

The IRS estimates that one in four eligible workers don’t claim their earned EITC. This leaves billions of dollars on the table each year. It is a refundable credit, meaning that even if it reduces your tax liability to zero, you could still receive a refund for the remaining amount.
