GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve the Anaheim Tourism Improvement District’s (ATID) Fiscal Year (FY) 2024/2025 Annual Reports for its Marketing and Transportation Component Funds.
DISCUSSION:
In 2010, the City Council established the Anaheim Tourism Improvement District (ATID) for the promotion of local tourism and convention-related programs, as well as transportation improvements within the ATID Boundary. The ATID places a two percent (2%) assessment upon Assessed Facilities within the ATID boundaries.
Of the revenues collected from the ATID assessment, after deduction of Housing and Administrative allocations, seventy-five percent (75%) of the remaining ATID Assessment Revenues are dedicated to marketing and promoting activities, improvements, services, and programs, to market, promote, enhance, and sustain the City’s tourism and convention industry. Twenty-Five percent (25%) of the remaining ATID Assessment Revenues is dedicated to transportation activities, improvements, services, and programs within the ATID Boundary. The ATID operates under the general supervision and oversight of the city and under a city council-approved Management Plan.
The ATID Management Plan and Anaheim Municipal Code Section 2.14.150 require Annual Reports for its Marketing and Transportation Component Funds to be filed annually with the City (see Attachment 1). The City Council may approve the Annual Reports as filed or may modify any particular item contained in the report, and then Anaheim Tourism Improvement District Fiscal Year 2024/2025 Annual Reports for the Marketing and Transportation Component Funds April 7, 2026
approve it as modified. Any modification, whether proposed by the Advisory Board, the Contracting Entity, or the City, shall be made subject to a public hearing with public notice consistent with Section 2.14.060 and subject to protest provisions in Section 2.14.070.
The FY 2024/2025 Annual Reports for the ATID Marketing and Transportation Component Funds are provided in Attachment 2. They generally include descriptions of revenues and expenditures and the types of activities that were completed during the previous fiscal year.
The Transportation Component Fund’s Annual Report, consistent with the ATID Management Plan, was approved by the ATID Transportation Committee on January 27, 2026.
On February 26, 2026, the ATID Advisory Board reviewed Fiscal Year 2024/25 Annual reports for both the ATID Marketing and Transportation Component Funds. The ATID Advisory Board’s review focused on ensuring that the following information, as prescribed in the enabling ordinance, was provided.
Any proposed changes in the boundaries of the tourism improvement district, any benefit zones, classification of businesses, the basis and method of levying assessments, the management plan, or the activities and improvements to be funded by the assessments. The improvements and activities provided for that fiscal year. An estimate of the cost of providing the improvements and the activities for that fiscal year.
The method and basis of levying the assessment in sufficient detail to allow each business owner, as appropriate, to estimate the amount of the assessment to be levied against his or her business for that fiscal year.
The amount of any surplus revenues to be carried over from a previous fiscal year. The amount of any contributions to be made from sources other than assessments levied pursuant to this chapter.
The ATID Advisory Board recommended that the Transportation Component Fund’s balance be included in the Annual Report. Staff accepted this recommendation, and this change is now reflected in the Transportation Component Fund’s Annual Report (Attachment 2).
The ATID Advisory Board concluded its meeting by determining that both annual reports met reporting requirements and unanimously approved their advancement to City Council for final review and approval.
As such, this is the basis for the recommendation that is before the City Council. Staff recommends approval of the item.
