Award of Construction Contract for Cerritos Avenue (Walnut Street to Ninth Street) Water Main Replacement April 7, 2026
This Project is part of Anaheim Public Utilities’ (APU) ongoing capital improvement program to increase reliability and service levels throughout the City. This project will replace and upsize the existing 10-inch cast iron water main to a 12-inch ductile iron pipe on Cerritos Avenue from 9th Street to Walnut Street. Work will also include the replacement of large domestic water services and valves, 1-inch and 2-inch water services, fire hydrants, and the restoration of the road and striping areas affected by the pipe trench. This water main is over 70 years old, at end of life, and has been prioritized for replacement due to repeated leaks.
The bid price is consistent with the engineer’s estimate, reflects the current bidding environment, appears to be reasonable, and is within available funding. Liquidated damages are set at $500 per day.
Construction is scheduled to begin this summer and is expected to be completed in the fall of 2026. This project supports the City’s Strategic Plan Goal C – Invest in Infrastructure and Amenities, Strategy 13 – Address deferred and ongoing maintenance needs.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is covered “Project Work” as defined in the CWA the City entered into with the Los Angeles / Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. The CWA is a pre-hire collective bargaining agreement that establishes labor relations procedures. Therefore, the awarded Contractor and its subcontractors of all tiers shall agree to be party to and bound by the CWA by signing a Letter of Assent.
ENVIRONMENTAL DETERMINATION:
Staff recommends that the City Council determine that the Project is categorically exempt from CEQA pursuant to Sections 15301(b), 15302(c), and 15303(d) of Title 14 of the California Code of Regulations. The Project will involve replacing existing water pipelines, which do not have the potential to create a significant effect on the environment. None of the exceptions to the use of a categorical exemption set forth in CEQA Guidelines section 15300.2 applies.
IMPACT ON BUDGET:
Sufficient funds are included in Anaheim Public Utilities’ Fiscal Year 2025/26 Water Capital Improvement Program from restricted Water Utility enterprise funds.

Rudy Emami Dukku Lee
