CITY COUNCIL AGENDA REPORT
City of Anaheim

PUBLIC UTILITIES DEPARTMENT
DATE: APRIL 7, 2026
FROM: PUBLIC UTILITIES DEPARTMENT
SUBJECT: ORDINANCE AMENDING ANAHEIM MUNICIPAL CODE
CHAPTER 10.24 (WATER SYSTEM CROSS-CONNECTIONS) TO

ALIGN MANDATED STATE AND LOCAL PUBLIC WATER

SYSTEM CROSS-CONNECTION CONTROL REQUIREMENTS
(SECOND READING)
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Ordinance:

1. Adopt an amendment repealing and replacing Chapter 10.24 of the Anaheim Municipal Code (AMC) to align local and state-mandated public water system cross- connection control requirements (Attachment 1); and

2. Determine that the amendment is not subject to the California Environmental Quality Act (CEQA) because the action does not constitute a “project” within the meaning of CEQA Guidelines (Cal. Code Regs., title 14, ch. 3) sections 15060(c)(2)-(3) and 15378 in that it is a regulatory/administrative action and does not approve, commit Anaheim to, or result in any physical changes to the environment and that, to the extent the action could be considered a “project,” is exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3).

DISCUSSION:

At its meeting on February 25, 2026, the Public Utilities Board recommended that the City Council approve these actions.

At its meeting on March 24, 2026, the City Council introduced the ordinance amending AMC Chapter 10.24 to align with the State Water Resources Control Board’s adopted regulations on cross-connection control, the City’s Cross-Connection Control Management Plan (Plan), and the City’s Water Rates, Rules and Regulations (Attachments 1-3). If adopted, the ordinance becomes effective in thirty days.

ENVIRONMENTAL DETERMINATION:

APU recommends that the City Council determine that the proposed action is not subject to CEQA because it does not constitute a “project” under CEQA Guidelines 15060(c)(2)-(3) and 15378 and is alternatively exempt pursuant to 15061(b)(3). 201 S. Anaheim Blvd.
