DISCUSSION:

On July 17, 2025, the City Attorney’s Office advertised a Request for Proposals (“RFP”) #2025-RFP-0003-KB for a new Legal Case Management System (CMS) for the Department. The goal of the RFP was to identify and implement a comprehensive CMS that would serve as an integrated document and case management platform across the City Attorney’s Office. This system will consolidate multiple legacy and other software systems currently in use. By utilizing a single, unified platform, the City Attorney’s Office aims to enhance data-sharing capabilities, more efficiently manage litigation and transactional matters, streamline ongoing case/matter activities, and improve efficiency and collaboration.

The RFP outlined the general and mandatory functions needed for the new CMS, including the ability to create case/matter assignments and fillable templates, generate workflows, track case related documents, create alerts and reports to track litigation related deadlines, integrate role-based permissions and workflows, contain robust search capabilities, integrate with MS Office/Outlook, and receive and store electronic discovery.

On August 18, 2025, eleven proposals were received and evaluated according to the criteria set forth in Council Policy 4.1. The evaluation involved ranking each proposal based on the following criteria:
 The quality and completeness of the submitted proposal, including the availability of the proposed management team
 Understanding of project objectives
 Project approach and offering
 Experience and expertise
 Verifiable references
 The competitiveness of the respondents’ proposed fees Selection criteria also included real-time demonstrations of the software from the four highest ranked respondents.

Based on the above criteria, the firms were ranked as follows:

Firm Ranking
Axon Enterprise, Inc. 1
Filevine, Inc. 2
P.S. Technologies, Inc. 3
Knovos, LLC 4
Axon Enterprise Inc. (“Axon”), which partnered with software developer Matrix Pointe Software, was the highest-ranked respondent based on its proposal submission, experience, software functionality, and background. Axon meets the RFP requirements and the product offered, MatrixCivil, was found to have the most comprehensive and user-friendly CMS available of the firms that submitted proposals. The product will allow the City Attorney’s Office to consolidate several software products/workflow systems used to run core operations.

The implementation of MatrixCivil software will enhance the Department’s operational efficiency and improve service delivery. It is a web-based, comprehensive case management system that meets City Attorney’s Office’s requirements for a configurable system that includes powerful file management and editing capabilities, robust reporting, and intuitive navigation. The MatrixCivil Suite allows law departments to store, access, monitor, manage, track, and report on Matters with reduced redundancy, increased efficiency, and decreased turnaround times. MatrixCivil is a scalable solution that will meet the evolving needs of the City Attorney’s Office. Existing applications in the City Attorney’s technology infrastructure can integrate and interface with the MatrixCivil software.
