CITY COUNCIL AGENDA REPORT
City of Anaheim
OFFICE OF THE CITY CLERK
DATE: APRIL 7, 2026
FROM: OFFICE OF THE CITY CLERK
SUBJECT: APPROVAL OF LICENSE AGREEMENTS WITH THE COUNTY
OF ORANGE REGISTRAR OF VOTERS FOR THE PLACEMENT
OF OFFICIAL BALLOT DROP BOXES
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve License Agreements with the County of Orange Registrar of Voters for the operation and maintenance of an Official Ballot Drop Box for a period of up to five years at East Anaheim Community Center (8201 E. Santa Ana Canyon Road), Sage Park (1313 W. Lido Place), Ponderosa Park Family Resource Center (320 E. Orangewood Ave.), Chaparral Park (1770 W. Broadway Ave.), Euclid Branch Library (1340 S. Euclid St.), and the Anaheim Regional Transportation Intermodal Center (ARTIC - 2626 E. Katella Ave.).
DISCUSSION:
The California Voter’s Choice Act (VCA) was enacted in an effort to modernize elections in California by allowing counties to conduct elections under a vote center model which provides greater flexibility and convenience for voters. The vote center model provides specific criteria to ensure voting center sites and ballot drop boxes are convenient and accessible to all voters.
The VCA requires counties to provide at least one ballot drop box location for every 15,000 registered voters. The Orange County Registrar of Voters (ROV) currently has 123 ballot drop boxes throughout Orange County, with 12 designated locations within the City of Anaheim. Voters have the ability to deposit their ballot at any time at a ballot drop box starting 30 days before the election until 8:00 p.m. on Election Day. Ballot drop boxes are open 24 hours a day during the voting period, but are closed and secured during non-voting periods.
In 2020, the City entered into License Agreements for the following city-owned locations and the ROV is now requesting renewal of those agreements (Attachment No. 1 provides a map of the proposed sites):
East Anaheim Community Center, 8201 E. Santa Ana Canyon Road Sage Park, 1313 W. Lido Place

Ponderosa Park Family Resource Center, 320 E. Orangewood Ave. Chaparral Park, 1770 W. Broadway Ave.
Euclid Branch Library, 1340 S. Euclid St.
Anaheim Regional Transportation Intermodal Center (ARTIC), 2626 E. Katella Ave.
The License Agreements would allow the County to continue to place and maintain a ballot drop box at the said locations for a period of up to five years. The County has taken measures to make the box as impervious to vandalism and damage as possible.
However, should that occur, the County would remove or repair any vandalism or damage to the box. The City would not be responsible for the installation, maintenance, or removal of any ballot drop boxes.
IMPACT ON BUDGET:
There is no budgetary impact.
Respectfully submitted,
Theresa Bass
City Clerk
