CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: APRIL 21, 2026
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENTS FOR

PSYCHOLOGICAL EVALUATION SERVICES
ATTACHMENT (Y/N): YES ITEM # 22
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the agreements between the City of Anaheim and Eric Gruver, Ph.D., and Nancy K. Bohl, Inc. dba The Counseling Team International, Inc., in an amount not to exceed $300,000, to provide pre-employment psychological evaluations and other psychological services for the Anaheim Police Department and Anaheim Fire & Rescue Department, for a three-year period, with the option to extend up to two additional years.

DISCUSSION:

Under the Peace Officer Standards and Training (POST) pre-employment selection requirements (Commission Regulation 1955), every peace officer candidate undergoes a psychological evaluation to ensure they are free from emotional or mental conditions that might adversely affect their ability to exercise police powers. Psychological requirements also ensure that peace officers can safely and effectively handle the unique demands of the job without posing a risk to themselves or the public.

As part of the background process, psychological evaluations are conducted for all sworn positions including the following: Police Officer Trainee, Police Officer Lateral, Police Dispatcher, Corrections Officer, Police Reserve, and Firefighter.

On February 3, 2026, the Human Resources Department issued a Request for Proposal (RFP) to provide services for pre-employment psychological evaluations and other psychological services. The RFP resulted in responses from five qualified providers.

As part of the review process, the evaluation team (representatives from Fire, Police, and Human Resources Departments) conducted a thorough review of all the proposals, including in depth interviews with all five providers. After careful consideration, the evaluation team recommends agreements with Eric Gruver, Ph.D. and The Counseling Team International, Inc., based on their ability to meet all the required elements in the RFP as well as their significant experience as psychological evaluation services providers to the City.

The evaluation process ensures that the City continues to uphold high standards in the selection of public safety personnel and psychological suitability necessary to perform essential job functions.

IMPACT ON BUDGET:

Sufficient funds have been appropriated in the Police and Fire Department’s Proposed Fiscal Year 2026/27 budget, which will be presented to City Council in June. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
