CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: APRIL 21, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: FINAL MAP AND SUBDIVISION AGREEMENT OF TRACT NO. 19290
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Final Map and Subdivision Agreement of Tract No. 19290 with MTHCALV-I SANTA ANA STREET, LLC to establish a 2-lot subdivision for condominium purposes to construct 56-condominiums with private drives, located at 275 and 301 East Santa Ana Street.

DISCUSSION:

MTHCALV-I SANTA ANA STREET, LLC a California Limited Liability Company, is the owner and developer of the proposed subdivision. The project site is approximately

2.08 acres in size and had an existing use as a lumberyard and mill. The project site is bound by East Santa Ana Street to the South, South Claudina Street to the West, South Olive Street to the East, and an alley to the north. Philadelphia Street divides the middle of the project area, creating two separate blocks.

The developer proposes to establish a 2-lot subdivision for condominium purposes to construct 56-condominiums with private drives via a final map, as required by the Subdivision Map Act. The Final Map No. is 19290 and contains 2.082 acres (gross area) and 2.067 acres (net area). The engineering for the development project is being provided by Moran Consulting Corporation of Long Beach, California.

The Tentative Map No. 19290 was approved by the City Council on November 13, 2024 per Resolution No. 2024-119 to allow for the construction of development project. The Final Map has been checked and found to be technically correct and substantially the same as it appeared on the Tentative Map as approved by the City Council.

The developer is required to construct public improvements along the public alley, Claudina St, Philadelphia St, and Olive St including but not limited to new landscape and sidewalk reconstruction at the Right of Way and upsizing the existing public sewer improvements.

As part of the map approval, the developer is required to enter into a Subdivision Agreement (Agreement) with the City. Approval of the Agreement is necessary to ensure that the developer completes all public improvements to the property, and that Final Map and Subdivision Agreement of Tract No. 19290

the work is performed by the developer at its sole cost. The Agreement requires that the developer provides a security deposit for the cost of the improvements to ensure the new condominiums will have the required infrastructure to service the development, and the developer has posted these bonds. In the event that the developer is not able to complete the work due to unforeseen circumstances, the City may utilize the security bond through the bonding entity to complete the improvements as directed by the City Engineer.

IMPACT ON BUDGET:

There is no budgetary impact.
