2. By Motion, waive the competitive bid requirements of Council Policy 4.0 and approve Contract No. MA 106-499083 with the Orange County Conservation Corps, in an amount not to exceed $500,000, for the period of April 30, 2026 through April 30, 2027 to provide various recycling and cleanup of litter and debris as needed for the Public Works Department, and authorize the Purchasing Agent, or designee, to execute all necessary contractual documents.
BACKGROUND
On February 18, 2026, the California Department of Transportation (Caltrans) awarded the City of Anaheim $500,000 in Clean California Community Cleanup and Employment Pathway (CCEP) Grant funds. The project also includes $87,375

in local match and in-kind contributions, bringing the total project budget to $587,375. These funds will be used to support current efforts to reduce litter and debris, illegal dumping, and enhance the beautification of public spaces within the City’s right-of-way while promoting community engagement and workforce development opportunities for individuals facing barriers to employment.
DISCUSSION:
The Public Works Department is requesting to use the CCEP funding to expand the City of Anaheim’s existing partnership with the Orange County Conservation Corps (OCCC) to increase current litter abatement, illegal dumping removal, and beautification efforts throughout the City.
Specifically, grant funds will support the expansion of the current OCCC cleanup crew schedule from two days per week to four days per week and add two additional four-person crews operating four days per week, significantly increasing the City’s capacity to address litter, illegal dumping, and vegetation overgrowth in public rights-of-way, alleys, and other public spaces.
The program will prioritize areas experiencing higher levels of litter and blight, particularly within underserved communities, and will include activities such as debris removal, bulky waste collection, and vegetation management. In addition to environmental improvements, the program will continue to provide workforce development opportunities for individuals facing barriers to employment by offering paid job training and career pathway support through OCCC participation.
Two former OCCC crew members have transitioned into full-time positions with the Public Works Department, demonstrating its effectiveness in developing a skilled workforce.
On September 25, 2018, the City Council approved waiving bidding requirements to establish a contract with OCCC and authorized the Purchasing Agent the authority to execute agreements under $100,000 for future utilization of the OCCC.
Due to the grant requirements of the agreement being presented, it is requested that bidding procedures of Council Policy 4.0 (3) be waived under Council Policy 4.0 (5) Special Circumstances Requiring Council Approval, as the grant objectives require awarded agencies to have established partnerships with workforce organizations and strategies to engage vulnerable populations. Given the City’s existing agreement with OCCC and grant timeline constraints, utilizing OCCC satisfies this requirement.
IMPACT ON BUDGET:
The Public Works Department’s FY 2025/26 General Fund revenue and expenditure budgets will be increased by $500,000 in restricted grant funding. The match will be provided by in-kind labor available in the Department’s General Fund budget.
