DISCUSSION
In 2012, the City of Anaheim, on behalf of the Anaheim/Santa Ana Urban Area Security Initiative (ASAUA), conducted a competitive request for proposals process for an ALPR system vendor. Multiple vendors submitted proposals and Vigilant Solutions now Motorola Solutions, Inc, was determined to provide the best overall value based on several evaluation criteria. A key differentiator was their unique approach to offering a web-based hosted service model, which significantly reduces agency costs associated with IT support and server infrastructure. Motorola Solutions was then awarded the contract for the operational area.

Since the initial award, ASAUA has expanded the county-wide ALPR program with the purchase of additional cameras over the last several years. Also, Motorola Solutions hosts the ASAUA’s data, camera support, and analytical software on their LEARN server platform. The Anaheim Police Department (APD) serves as the administrator for the regional ALPR system.

The proposed purchase will further expand the City’s existing ALPR program through the acquisition of 72 additional fixed mobile cameras, along with associated software, accessories, and a hardware warranty. Of the 72 cameras, 11 will be installed DRAFT

throughout the Anaheim Resort Area to protect critical infrastructure, deter and mitigate potential acts of terrorism, and support crime prevention efforts. Funding for the cameras designated for the Anaheim Resort Area is provided through donations from the Anaheim Police Foundation. 20 cameras will be deployed in other areas of the city to protect critical infrastructure, mitigate acts of terrorism, combat crime and organized retail theft, and ensure integration and collaboration with the department’s Real Time Crime Center (RTCC) initiative. Funding for this portion of the procurement is provided by the California Board of State and Community Corrections’ Organized Retail Theft grant.

The remaining 41 cameras will be deployed throughout the Orange County operational area (OCOA) in an effort to protect critical infrastructure, mitigate acts of terrorism, and combat crime. This effort also includes sustaining the ALPR equipment already deployed throughout the OCOA, which was purchased with Urban Area Security Initiative (UASI) grant funding, by supporting it through annual maintenance contracts.

Both the procurement of the 41 cameras and the annual maintenance contracts are authorized under the FY2022, FY2023, and FY2024 UASI grants.

The proposed purchase is fully compliant with City Council Policy 4.0(3)(f) and purchasing regulations. Cooperative agreements enable the City of Anaheim to optimize procurement processes, achieve better pricing, and enhance service delivery by leveraging the collective buying power of multiple public entities.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s Fiscal Year 2025/26 General Fund and restricted Urban Area Security Initiative (UASI) Grant Fund budgets.

Respectfully submitted, Concurred by,
Edward Segura Manuel Cid
Purchasing Agent Police Chief
