CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: APRIL 21, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE AGREEMENT FOR RECAPPED TIRE SERVICES

FOR CITY FLEET
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Approve Contract No. MA 106-499047 with Daniels Tire Service to provide recapped tire services on an as-needed basis for the Public Works Department, in the amount of $26,541.12 for an initial one-year term, with up to four one-year optional renewals, for a cumulative combined amount of $132,705.60, plus applicable sales tax, CPI annual increases, and a 20% contingency; and

2. Authorize the Purchasing Agent or their designee, to execute all necessary contractual documents and to exercise the renewal options as appropriate, in accordance with Invitation for Bids No. 9865.

DISCUSSION:

Purchasing solicited bids on the City’s bid portal. Electronic bids were received on February 26, 2026, from the following vendors:

Bidder Total Bid
Daniels Tire Service - Santa Fe Springs, CA $26,541.12
Parkhouse Tire - Bell Gardens, CA $31,713.60
Industrial Tire Service, Inc. - Long Beach, CA $36,707.20 Southern Tire Mart, LLC - Columbia, MS $37,084.00
Border Recapping, LLC - Paramount, CA $47,070.30
The Public Works Department is responsible for maintaining and servicing the City’s municipal fleet, including specialized equipment such as street sweepers and a range of medium and heavy-duty utility trucks. These vehicles operate under demanding conditions and rely on commercial-grade tires, many of which are suitable for recapping (retread) to extend their service life.

Approve Agreement for Recapped Tire Services for City Fleet April 21, 2026

Page 2 of 2 ends

Recapped tire services are a critical component of the City’s fleet maintenance strategy. By replacing worn tread while reusing the structurally sound tire casing, recapping provides a cost- effective alternative to purchasing new tires. This practice results in substantial cost savings while maintaining safety and performance standards, as all recapped tires must meet established industry requirements.

The solicitation requested fixed pricing for commonly used tire sizes based on estimated annual quantities, as well as a fixed discount percentage for additional, non-listed services that may be required. The services include tire inspection, recapping, and proper disposal of casings that are deemed unsuitable for reuse.

Daniels Tire Service has a history of reliable service to the City and has consistently met performance expectations under prior agreements.

The proposed agreement will be for an initial one-year term, with up to four optional one-year renewal periods. Pricing will be fixed for the initial one-year term and shall be negotiated each year of the renewal periods but shall not exceed the most recent 12-month Consumer Price Index (CPI) for Labor for the Los Angeles–Long Beach–Anaheim, CA area.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department Fiscal Year 2025/26 budget, within the Motorized Equipment Fund. Future year renewals will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
Purchasing Agent Public Works Director
