RECOMMENDATION:

That the City Council, by Motion:

1. Approve Contract No. MA 106-498975 with Johnson Controls Fire Protection LP, for testing, inspections, and emergency repair services for the fire suppression system at the Anaheim Convention Center, in an amount not to exceed $543,631.15 inclusive of all applicable taxes and a 20% contingency, for a one-year term; and

2. Authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents related to the agreement in accordance with Sourcewell Cooperative Contract No. 121024-JHN.

DISCUSSION:

The Anaheim Convention Center (ACC), the largest exhibition facility on the West Coast, hosts over a million visitors each year for conventions, trade shows, and public events. To ensure the continued protection of the ACC, we are requesting approval for testing, inspections, and emergency repair services for the fire suppression system. The contract would include weekly fire pump tests, mandatory annual sprinkler and alarm testing and inspection that must be completed by a licensed contractor. Additionally, the contract includes weekly visits by a technician to address any system troubles/issues.

A cooperative contract will be utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies. Using a cooperative agreement also streamlines the procurement process by relying on a competitively awarded contract, significantly reducing staff time and accelerating contract implementation. This Approve Contract for Testing, Inspection, and Emergency Repair Services for the Fire Suppression System at the Anaheim Convention Center April 21, 2026

approach supports operational continuity and ensures the timely delivery of services for the Anaheim Convention Center.

The agreement provides firm pricing for its one‑year term, covering all required tests and inspections, and includes a 20% allowance ($90,605.19) that can be utilized by the Convention Center to address any emergency repairs that may arise during the term.

Approval of this agreement will ensure the continued effective operation and maintenance of the fire suppression system at ACC.

IMPACT ON BUDGET:

Sufficient funds are available in the Convention Center’s Fiscal Year 2025/26 budget.

Respectfully submitted, Concurred by,
Ed Segura Thomas Morton, Executive Director
