CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: APRIL 21, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE AN EXTENSION OF THE MASTER AGREEMENT WITH R.J. NOBLE FOR THE PURCHASE OF ASPHALT,

CONCRETE, AND OTHER PAVING MATERIALS
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, authorize a two month extension of the existing master agreement with R.J. Noble Company for as-needed purchase of various asphalt concrete paving materials and the disposal of construction debris, increasing the total cumulative not-to-exceed amount from $1,200,000 to $1,300,000.

DISCUSSION:

On June 22, 2021, the City Council approved a master agreement with R.J. Noble Company for the as-needed purchase of asphalt concrete paving materials and the disposal of construction debris. The agreement included a one-year initial term with up to four optional one-year renewals. Due to the specialized nature of these services and the proximity requirements necessary to maintain material integrity, R.J. Noble Company was determined to be the only responsive and responsible vendor capable of meeting the City’s operational needs.

In a subsequent action, on May 7, 2024, the City Council approved an increase to the agreement’s not-to-exceed amount from $832,476 to $1,200,000 to accommodate higher-than-anticipated usage driven by ongoing street maintenance work, and other paving projects. The Public Works Department continues to rely heavily on this agreement to support essential, day-to-day maintenance activities throughout the City.

The current agreement is now nearing expiration, and available funding is being exhausted. Purchasing staff is actively in the process of re-soliciting these services to ensure continued compliance with procurement requirements. However, additional time is needed to complete the solicitation process and return to City Council with a new agreement.

Authorize an Extension of the Master Agreement with RJ Noble April 21, 2026

The additional funding was determined based on scheduled projects, average monthly maintenance costs, and the need to address unforeseen emergencies.. Approval of this extension will ensure continuity of services during the resolicitation process and until a new agreement is executed.

Given the critical and ongoing need for asphalt materials, an extension is necessary to avoid any disruption to Public Works operations. The requested amount of $100,000 will change the not- to-exceed amount from $1,200,000 to $1,300,000, and will provide sufficient funding to support operations during this interim period. All purchases will continue to be made on an as-needed basis, and there is no guarantee of a specific expenditure amount.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s FY 2025/26 General Fund and Gas Tax budgets.

Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
Purchasing Agent Public Works Director
