CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: APRIL 21, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: WORKFORCE INNOVATION AND OPPORTUNITY ACT

MASTER SUBGRANT AGREEMENT MODIFICATION
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept Round 2 Workforce Innovation and Opportunity Act (WIOA) funding totaling $1,691,750 per Modification No. 1 to the WIOA Subgrant Agreement for Subgrant No. AA611002 between the City of Anaheim and the State of California, pursuant to Resolution No. 2025-087.

DISCUSSION:

The City Council adopted Resolution No. 2025-087, approving a Master Subgrant Agreement between the City of Anaheim and the State of California and accepting Round 1 Workforce Innovation and Opportunity Act (WIOA) funding totaling $1,263,358 on September 23, 2025. The State has subsequently modified the master subgrant agreement incorporating Round 2 WIOA funding totaling $1,691,750. Staff seeks Council authorization to accept the additional funding bringing the total value of the master subgrant agreement to $2,955,108.

The City of Anaheim is a governor-designated local workforce development area entitling it to receive annual federal funding that flows from the Department of Labor to the State of California and ultimately to the City.

WIOA funding supports workforce development services to eligible residents seeking employment and to local businesses seeking qualified talent. These services include operation and maintenance of the Anaheim Workforce Connection (One-Stop), occupational skills training, job search workshops, on-the-job training, and recruitment events such as job fairs and career expos.

IMPACT ON BUDGET:

The Housing & Community Development Department FY 2025/26 budget anticipated this funding and currently reflects the grand total of funds awarded at $2,955,108. These funds are restricted for the WIOA programs.
