RECOMMENDATION:
That the City Council, by Motion, appoint two (2) new members to the Anaheim Workforce Development Board (WDB) with terms ending June 30, 2030: Luis Aleman, representing business; and Jimmy Elrod, representing labor.
DISCUSSION:
The City of Anaheim is a designated Local Workforce Development Area under the Workforce Innovation and Opportunity Act (WIOA), receiving federal funds under the WIOA to establish, implement and maintain a local workforce development system and governance structure, including a Workforce Development Board. WIOA requires that the Anaheim City Council appoint members to the WDB based on criteria established by the Governor and the State Workforce Development Board.
The eighteen (18) member WDB is comprised of business and labor representatives, as well as individuals from the public sector. Under WIOA the WDB is responsible for overseeing the management and performance of the workforce system, and for conducting strategic planning to ensure the workforce system meets the needs of employers and job seekers. Business representatives must be nominated by a local business organization and shall include owners of businesses, chief executives or operating officers, or other business executives/employees with optimum policymaking or hiring authority. Labor representatives must be nominated by labor organizations.
Individuals from the public sector are nominated by their respective representative agencies and are also individuals with optimum policymaking authority within the entities they represent.
City Council recently took action to appoint a slate of new and renewing Workforce Board Members. This latest request is to replace one member and to fill an outstanding labor vacancy with a new member.
