CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: MAY 5, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF CONTRACT TO RAMONA, INC. FOR THE
BROADWAY AND ELDER STREET SANITARY SEWER
IMPROVEMENTS
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, award the contract to the lowest responsible bidder, Ramona, Inc., of Baldwin Park, CA, Contractor’s License No. 850299, Classification A, in the amount of $216,276, for the Broadway and Elder Street Sanitary Sewer Improvements (Project); authorize and direct the Director of Public Works, on behalf of the City, to execute the contract and any other related documents, and to take such actions as are necessary to implement and administer the contract; authorize and direct the Finance Director to execute the Escrow Agreement pertaining to contract retentions; and determine the Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the California Code of Regulations.
DISCUSSION:
The bids are summarized as follows:
1. Ramona, Inc., Baldwin Park, CA................................................................$ 216,276
2. GRBCON, Inc., Baldwin Park, CA ............................................................$ 341,778
3. CEM Construction, Montebello, CA..........................................................$ 463,535 This Project will address ongoing sanitary sewer maintenance and capacity issues in the City’s Central Anaheim area by improving the overall performance, reducing maintenance costs, ensuring capacity for future development, and ensuring the reliability of the system.
The work consists of constructing a new 8-inch VCP sewer line approximately 100 linear feet between two existing brick manholes at the intersection of Broadway and Elder Street.
The two existing brick manholes will be replaced with new precast manholes. During the design, it was discovered that by connecting the two manholes, deficiencies along Santa Ana Street and Elder Street would be eliminated. This resulted in cost savings for the design of the project and ultimately even higher cost savings in construction. The work also includes street rehabilitation over the sewer improvements, replacement of traffic striping and pavement markings, adjustment of water valve covers, and all appurtenant work as shown on the plans and specifications.
Award of Contract for the Broadway and Elder Street Sanitary Sewer Improvements May 5, 2026
The bid price reflects the current bidding environment, appears to be reasonable, and is within the available funding. Liquidated damages for this Project shall be One Thousand Dollars ($1,000) per day.
Construction is scheduled to begin in the second quarter of 2026 and should be completed by the third quarter of 2026.
This project supports Anaheim’s Strategic Plan Goal C – Invest in infrastructure and Amenities, specifically Strategy No. 13 – “Address deferred and ongoing maintenance needs”.
ENVIRONMENTAL DETERMINATION:
In accordance with CEQA (Public Resources Code Sections 21000-21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim, as Lead Agency, is required to determine if the Project is exempt from CEQA.
Upon review of the CCR, staff recommends that the City Council determine the Project is categorically exempt from CEQA pursuant to Section 15303 (d) (New Construction) of Title 14 of the California Code of Regulations. The project will consist of the minor extension of an existing sewer system. There is no potential for significant effects on the environment.
After determining that this Project is categorically exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges to the decision.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This Project is covered “Project Work” as defined in the Second Amended and Restated Community Workforce Agreement (CWA) the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
IMPACT ON BUDGET:
Adequate funding is available in the FY 2025/26 Department of Public Works Wastewater Fund budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
