of a new City of Orange water transmission main within the bridge extending to Eckhoff Street.

Traffic control and construction staging will be implemented to maintain access and minimize impacts during construction, and all work will be performed in compliance with applicable permits and regulatory requirements.

The City Council previously approved a Cooperative Agreement (AGR-10938) between the City of Anaheim and the City of Orange for the funding, design, right-of-way acquisition, permitting, and construction of the Orangewood Avenue Bridge Widening Project and the City of Orange water transmission main. Pursuant to the Cooperative Agreement, the City of Anaheim serves as the lead agency responsible for design, right-of-way acquisition, and construction. Upon completion of construction, the City of Orange will retain ownership and maintenance responsibility for the bridge structure and associated facilities.

The City of Orange is responsible for all costs associated with the design, construction, maintenance, and operation of its water transmission main from State College Boulevard to Eckhoff Street. This segment of water main will close a loop in the City of Orange’s public water system, thereby improving the overall reliability of their system.

The bid price was $23,743,815, reflects the current bidding environment, appears to be reasonable, and is within the available funding. Liquidated damages for this Project shall be $7,100 per calendar day.

Construction is scheduled to begin in the 2nd quarter of 2026 and should be completed by the 1st quarter of 2030.

This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 – “Improve, enhance, beautify and maintain major street corridors.” ENVIRONMENTAL DETERMINATION:

The Project is consistent with the previously certified Final Subsequent Environmental Impact Report (SEIR) No. 339 for the Revised Platinum Triangle Expansion Project. Addendum No. 9 to SEIR No. 339 evaluated the Project improvements, including the bridge widening and related infrastructure improvements. No further environmental review is required pursuant to CEQA Guidelines Section 15164.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This Project is covered “Project Work” as defined in the CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.

IMPACT ON BUDGET:

Adequate funding is available from the Platinum Triangle Mello Roos Projects Fund in the department’s Fiscal Year 2025/26 budget. The City of Orange will fund its portion of the water main work.
