ESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM ESTABLISHING COUNCIL POLICY NO. 1.15
ESTABLISHING A PUBLIC POSTING BOARD FOR
PUBLICLY TRANSLATED AGENDAS

HEREAS, Senate Bill 707 (2025) amended the Brown Act to require eligible legislative bodies to post agendas translated into other languages in certain circumstances and to “make available a physical location that is freely accessible to the public in reasonable proximity to the [location where the] translations are posted [for] members of the public to post additional translations of the agenda”; and
WHEREAS, the City Council desires to establish procedures and standards for agendas posted pursuant to Government Code 54953.4 (c)(3)-(4) on the Public Posting Board; and W
HEREAS, the policy provides for a Public Posting Board for publicly translated agendas only. The City of Anaheim is not responsible for the content, or accuracy of the content, of the posted agendas on the Posting Board; and

HEREAS, the policy complies with the requirements of Senate Bill 707 (2025) and to enhance public access, language equity, and transparency in local governance.

OW, THEREFORE, BE IT RESOLVED:
Section 1. Council Policy No. 1.15 entitled “ Public Posting Board for Publicly Translated Agendas” is hereby established to create a new policy and attached hereto as reference (Exhibit A).

ection 2. This Resolution shall be come effective on July 1, 2026.

A. BACKGROUND
Senate Bill 707 (2025) amended the Brown Act to require eligible legislative bodies to post agendas translated into other languages in certain circumstances and to “make available a physical location that is freely accessible to the public in reasonable proximity to the [location where the] translations are posted [for] members of the public to post additional translations of the agenda.” Government Code Section 54953.4 (c)(3). The Anaheim City Council is an eligible legislative body pursuant to Government Code Section 54953.4(e)(2). The Brown Act requires that the City translate agendas into Spanish. This policy addresses other translations provided by members of the public.
B. PURPOSE
This policy establishes the procedures and standards for agendas posted pursuant to Government Code Section 54953.4 (c)(3)-(4) on the Public Posting Board. The Public Posting Board is for publicly translated agendas only. The City of Anaheim is not responsible for the content, or accuracy of the content, of the posted agendas on the Posting Board.
C. POSTING PROCESS
A member of the public may post a translated agenda once the official agenda has been posted by the Office of the City Clerk. For regular meetings of the City Council, this is typically no later than the preceding Thursday of the scheduled meeting. The Posting Board will not be locked so as to be publicly accessible pursuant to Government Code Section 54953.4 (c)(3)-(4).
To ensure that the Public Posting Board does not contain outdated information, staff will remove agendas the Wednesday after the meeting date.
D. LIMITATIONS
The Posting Board is for translated agendas for the Anaheim City Council only. Any documents other than translated agendas for the Anaheim City Council are not permitted.

E. NOTICE
The Brown Act does not provide for City review of agenda translations posted by third parties. To ensure that members of the public who may rely on such translations, the Posting Board will include the following notice:
