PUBLIC UTILITIES DEPARTMENT
DATE: MAY 12, 2026
FROM: PUBLIC UTILITIES DEPARTMENT
SUBJECT: AGREEMENT WITH QLOGIC LLC FOR ENERGY AND WATER
EDUCATIONAL WEBSITE DEVELOPMENT
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve an agreement with Qlogic LLC (Qlogic), to develop and maintain an energy and water educational website (Agreement) with a term of five years and a total not-to-exceed amount of $174,750, plus a 10% contingency for as-needed services; and
2. Authorize the Public Utilities General Manager, or designees, on behalf of the City of Anaheim (Anaheim), to execute the Agreement and any related or implementing documents, including any cost-neutral amendments, assignments, of the Agreement and any documents contemplated by the Agreement, and to take such necessary or advisable actions to implement, fund, and administer the Agreement.
DISCUSSION:
At their meeting on April 22, 2026, the Public Utilities Board recommended that the City Council approve these actions.
During the development of the Sustainability Education Center (SEC), Anaheim Public Utilities (APU) planned to develop an interactive website to host utility-themed educational curriculum. The website will complement and support the educational reach of the SEC by delivering energy and water conservation learning through an accessible online platform. It will feature interactive game-based learning tools, videos, and educational resources designed to engage users, with content available in both English and Spanish. The educational website will broaden access to the facility’s resources, serving as a learning hub for K–12 students, parents, educators, and public power utilities nationwide. The new website will be accessible at no cost to users on APU’s webpage and made available to Anaheim school districts to reinforce what students learn during visits to the SEC.
Agreement with Qlogic LLC for Energy and Water Educational Website Development May 12, 2026
Partial funding of the website is provided through a grant from the American Public Power Association’s Demonstration of Energy & Efficiency Development (DEED) program that is providing $50,000 towards the website development costs. In accordance with the grant requirements, the educational website must be completed by February 2027.
In March 2025, APU issued a Request for Proposals (RFP) for a qualified firm to provide educational website development services. The scope of services includes developing an online educational, interactive, and engaging website that supports APU’s current educational programming at the SEC with topics relevant to the utility industry, such as renewable energy, energy and water conservation, and utility careers.
APU received twenty-three proposals, and each proposal was evaluated in accordance with Council Policy 4.1 – Selection of Professional Consultants, based on their ability to meet the scope, relevant experience, technical expertise, a record of success with other agencies, and reasonableness of costs. The top three firms were shortlisted for detailed interviews on their experience, technical expertise, and demonstration of similar website projects. Two firms were responsive to the interview process. The two firms were ranked as follows:
Respondents Rank
Qlogic LLC 1
AlxTel, Inc. 2
Qlogic’s proposal was selected based on its comprehensive approach, which fully addressed the scope of work while offering the lowest proposal cost. Qlogic has experience delivering similar website projects to the City of Fremont for their Clean Energy Kids Portal, the Southern Nevada Water Authority as their digital education lead, and the Maryland Department of Education.
The scope of work includes (1) a project discovery phase, (2) website deliverable, and (3) ongoing website maintenance. The first-year cost is $92,950, and annual costs thereafter for website hosting fees, subscription licenses, and miscellaneous budget is $20,450 per year. The total contract amount for the five-year term is $174,750 and includes a 10% contingency for as-needed extra services.
The educational website supports the Citywide Strategic Plan, Goal A – Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds, and Goal B – Enhance Livability, Strategy 5 – Expand community engagement and communication opportunities through outreach.
IMPACT ON BUDGET:
Sufficient funds for this Agreement are available in APU’s Fiscal Year 2025/26 restricted Electric and Water Utility Fund budget, and future years are subject to City Council approval of budget appropriations.
