The bid price reflects the current bidding environment, appears to be reasonable, and is within the available funding. Liquidated damages for this Project shall be One Thousand Seven Hundred Fifty ($1,750) per day.

Construction is scheduled to begin in the second quarter of 2026 and should be completed by the fourth quarter of 2026.

This Project supports Anaheim’s Strategic Plan Goal C – Invest in Infrastructure and Amenities, specifically Strategy No. 13 – “Address deferred and ongoing maintenance needs”.

ENVIRONMENTAL DETERMINATION:

In accordance with CEQA (Public Resources Code Sections 21000-21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim, as Lead Agency, is required to determine if the Project is exempt from CEQA.

Upon review of the CCR, staff recommends that the City Council determine the Project is categorically exempt from CEQA pursuant to Section 15303 (d) (New Construction) of Title 14 of the California Code of Regulations. The project will consist of the minor extension of an existing sewer system. There is no potential for significant effects on the environment.

After determining that this Project is categorically exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges to the decision.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This Project is covered “Project Work” as defined in the Second Amended and Restated Community Workforce Agreement (CWA), the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.

IMPACT ON BUDGET:

Adequate funding is available in the FY 2025/26 Public Works’ Wastewater Fund budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
