This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 – “Improve, enhance, beautify, and maintain major street corridors.” ENVIRONMENTAL DETERMINATION:

In accordance with CEQA (Public Resources Code Sections 21000–21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim (City), as Lead Agency, is required to determine if the Project is exempt from CEQA.

Upon review of the CCR, staff recommends that the City Council determine the Project is categorically exempt from CEQA pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the CCR, which allows for the repair, maintenance, or minor alteration of existing public or private structures, involving negligible or no expansion of use beyond that existing at the time of the Lead Agency’s determination.

After determining that this Project is categorically exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges to the decision.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This Project is not covered by “Project Work” as defined in the Second Amended and Restated CWA, the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.

IMPACT ON BUDGET:

Adequate funding is available in the FY 2025/26 Department of Public Works restricted Transportation Fund budget.

Respectfully submitted,
Rudy Emami
Public Works Director
