CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: MAY 12, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ENVIRONMENTAL CLEANUP PROGRAM GRANT
APPLICATION FOR INSTALLATION OF TRASH CAPTURE
DEVICES IN STORM DRAIN CATCH BASINS
ATTACHMENT (Y/N): YES ITEM # 16
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, authorize the Department of Public Works to submit a competitive grant application to the Orange County Transportation Authority (OCTA) Environmental Cleanup, Tier 1 Program (ECP) for the installation of full trash capture devices in storm drain catch basins throughout the city, which is for $598,950 in grant funds with local matching funds of $149,738; and if awarded, authorize the acceptance of the grant and amend the budget for the appropriate fiscal year; and determine that these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to guideline Section 15303.
DISCUSSION:
The OCTA Project X ECP Tier 1 (Tier 1 Program) under Measure M2 provides grant funds for projects that:
1. Help protect Orange County beaches and waterways from transportation-generated pollution (urban runoff) and improve overall water quality; and
2. Mitigate visible forms of pollutants through Best Management Practices (BMP’s).
The city’s grant application to OCTA under the Tier 1 program is for the installation of trash capture devices (Connector Pipe Screens/Baskets and Brushes) in storm drain catch basins throughout Anaheim. These devices will prevent trash and other debris from being conveyed downstream in the storm drain system and allow it to be collected by Public Works Operations staff. This not only keeps Orange County beaches and waterways clean, but also allows the city to maintain adequate progress toward the 2030 deadline for 100% compliance with the state-mandated “Trash Provisions” requirements. Currently trash capture installations address approximately 91% of the area required. This project will allow the city to increase this area to approximately 94%.
Environmental Cleanup Program Grant Application for Installation of Trash Capture Devices in Storm Drain Catch Basins May 12, 2026
OCTA requires that a Council resolution be submitted with the grant application to serve as an acknowledgement that the city will perform the activities to finance, construct, and maintain the proposed project improvements. The city is pursuing grant funds in the amount of $598,950.
The grant application is due to OCTA by May 8, 2026. OCTA staff anticipate making award recommendations to the OCTA Board in Fall 2026. Authorizing resolutions may be submitted after the grant application deadline of May 8, 2026, but must be submitted at least four weeks prior to the OCTA Board Recommendations.
This project is in line with the city’s Strategic Plan Goal A – Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds.
IMPACT ON BUDGET:
If the grant is awarded, the Public Works budget will be amended accordingly . Matching funds for the Tier 1 Program, amounting to 20% of the project costs, will be appropriated from the Wastewater Fund.
Respectfully submitted,
Rudy Emami
Director of Public Works
