Award of Design-Build Services Agreement for Anaheim West Tower Elevator Modernization Project May 12, 2026
DISCUSSION:
Anaheim West Tower (AWT) is the City’s central location for critical service departments. All five elevator cabs are original to the building’s construction and have reached the end of their useful equipment life cycle.
The proposed modernization project will include, but not be limited to, upgrades to the controller, hoist machines and motors, electrical wiring, control panels, door tracks, cab interior finishes and include a one-year extended maintenance period. The modernization will improve overall efficiency and operational reliability, ride quality, passenger comfort, and conform to applicable governing codes and regulations. The use of the design-build method will help to expedite the delivery of the project and attempt to curtail the rising prices and delays of the current economic environment. The proposed Project is necessary to maintain safe vertical transportation and improve reliability.
Procurement of Design-Build Entity:
The design-build procurement for the Project followed Anaheim Municipal Code (AMC), Chapter
10.06 - Design-Build Contracting for Public Works Projects through a 2-step process. Step 1 was a Request for Qualifications (RFQ) that was advertised through the City’s online bidding platform on November 4, 2025. The RFQ established minimum qualifications and criteria to evaluate and rank the design-build teams. The City received four Statements of Qualifications (SOQ) on December 18, 2025. Of these, the top three design-build teams were pre-qualified.
Step 2 was a Request for Proposals (RFP) that was sent to the three pre-qualified design-build teams on February 20, 2026. The RFP established evaluation criteria to select the most advantageous proposal based on the criteria in AMC, Chapter 10.06. The City received two proposals on April 2, 2026. TK Elevator Corporation did not submit a proposal and is therefore non-responsive. The pre- qualified design-build teams were evaluated based on their: 1) Project Organization and Key Personnel, 2) Methods to Accomplish the Work, 3) Efficient and Quality Delivery & Completion on (or ahead of) Schedule, 4) Mitigation of Subsurface Conditions & Negative Construction Impacts, 5) Conceptual Design Layout, and 6) Project Cost. A final interview was conducted, and their ranking is shown below.
Firm Ranking
1. Liftech Elevator Services, LLC
2. Otis Elevator Company
3. TK Elevator Corporation (non-responsive)
Liftech Elevator Services, LLC’s overall ranking reflects that their proposal is most advantageous to the City based on pricing and other selection criteria, including the thoroughness of their proposal, with sufficient details in their plans for design and engineering, procurement of equipment, and construction methodology. Liftech Elevator Services, LLC has previously completed other related projects, such as the Beverly Hills Municipal Elevator Modernization.
Project design and procurement are expected to take 3 months. Construction is expected to start in the 1st Quarter of 2027, with final completion expected in the 4th Quarter of 2028. Construction will be on-site, and hours of construction will be coordinated with Public Works to minimize disruption to the occupied building. Liquidated damages will be $1,000 per day.

COMMUNITY WORKFORCE AGREEMENT (CWA):
This Project is covered “Project Work” as that term is defined in the Amended and Restated Community Workforce Agreement (CWA).
ENVIRONMENTAL DETERMINATION:
Upon review, staff recommend that City Council determine that the Project is categorically exempt from CEQA pursuant to Sections 15301(b), 15302(c), 15303(d), 15303(e), and 15304 of the California Code of Regulations. These activities do not have the potential to create a significant impact on the environment.
