These services include central monitoring of fire and burglar alarms, routine testing of alarm systems, and the inspection and testing of fire life safety systems and their associated components. Collectively, these efforts mitigate risk, promote safe and healthy building environments, and ensure compliance with applicable regulatory requirements. The proposed agreement will provide these services at 60 City locations, including administrative buildings, libraries, community centers, and police and fire stations.

The City of Anaheim continues to grow, which often results in the acquisition or construction of new City facilities. A 20% contingency is requested to accommodate the potential installation of new fire or burglar alarm monitoring systems, as well as any required testing and inspection services associated with additional sites. Ensuring that all City facilities are properly monitored and maintained is critical to safeguarding public assets and supporting the safety of City staff, residents, and visitors.

The proposed contract is fully compliant with City Council Policy 4.0(3)(f) and purchasing regulations. Cooperative agreements enable the City of Anaheim to optimize procurement processes, achieve better pricing and enhance service delivery by leveraging the collective buying power of multiple public entities.

The agreement is issued in accordance with the terms of the Sourcewell cooperative contract.

Following the initial three-year period, the agreement may be renewed, subject to City approval, for up to three additional one-year extensions. Annual pricing for each optional renewal term will be based on the prior year’s cost, adjusted by an escalator of 5.5% or the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for Labor, whichever is lower. Pricing may also be adjusted to reflect any additions or deletions to the scope of services during the renewal term. Authorization is requested for the Purchasing Agent, or their designee, to execute renewal options in accordance with these terms from Sourcewell Cooperative Contract 030421-SIE.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2025/26 budget, within the Office Maintenance and Equipment Fund. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
Purchasing Agent Director of Public Works
