City of Anaheim

DATE: MAY 12, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE MASTER AGREEMENT FOR WILDLAND FIRE
PREVENTION & HABITAT RESTORATION – MANAGED
GOAT GRAZING PROGRAM
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1) Approve Master Agreement Contract No. 106-499121 with Sage Environmental Group LLC in an annual amount not to exceed $228,000, for a cumulative contract amount not to exceed $1,140,000 and a 15% contingency, for as-needed fire prevention and habitat restoration services using goats in various locations for a one year period with four optional one year renewals; and 2) Authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents and exercise the renewal options in accordance with Bid No. 9890.
DISCUSSION
Purchasing issued Invitation for Bid No. 9890 for wildland fire prevention and habitat restoration on March 25, 2026 through the City’s electronic bid portal. The IFB solicitation notified 8,365 potential bidders, of which the City received two (2) bids.

Capra Environmental Services, Corp.

The bid was based on acreage amounts at six city parks and wildland locations in the eastern area of Anaheim. The bid requested a managed goat grazing program be used to provide annual weed abatement and fire prevention services to manage potential fuel for wildfires in canyons and on hillsides in specific areas. The bidders were required to provide a complete managed program to address the growth of fuel using goats to Approve Master Agreement for Wildland Fire Prevention & Habitat Restoration – Managed Goat Grazing Program May 12, 2026
responsibly graze those areas. The annual schedule is to be determined by the successful company and city staff.
A mandatory pre-bid meeting was held and three potential bidders attended. Greater participation was not generated due to the relatively small number of companies participating in this industry and the city’s requirement of a comprehensive program.
The company being recommended for award operates programs in and around Orange County including areas adjacent to the land specified in this bid. This agreement will be managed by Anaheim Fire & Rescue in coordination with the Anaheim Community Services Parks Administration staff in an effort to provide defensible space as well as habitat restoration and reduction of invasive plant and weed species.
Over the years, this popular and successful program has yielded results that have protected hundreds of homes and lives in the Anaheim Hills high hazard wildland urban interface areas, including the expansive Deer Canyon Park, smaller community parks and Oak Canyon Nature Center.
The initial term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing per acre is fixed for the initial one-year base period and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the preceding 12- month period.
A 15% contingency is being recommended to cover any additional acreage requirements that may arise during the term of the master agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Anaheim Fire and Rescue Department’s Fiscal Year 2025/26 budget. Future year renewals will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Ed Segura Patrick Russell
Purchasing Agent Fire Chief
