DEPARTMENT
DATE: MAY 12, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: RESOLUTION RATIFYING AND APPROVING SUBMISSION OF
GRANT APPLICATION TO CALIFORNIA VOLUNTEERS FOR
THE YOUTH SERVICE CORPS INITIATIVE AND ACCEPTING
GRANT FUNDS
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council:
1. By Resolution, ratifying and approving the actions of the Director of Housing and Community Development, or designee, in submitting a grant application on behalf of the City of Anaheim to California Volunteers for the Youth Service Corps Initiative; and accepting such grant funds on behalf of the City of Anaheim; and determining that these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to Guideline Sections 15061(b)(3) and 15306; and
2. By Motion, increase the budget accordingly in the Housing and Community Development’s Workforce Development Grants Fund by the awarded amount of $1,601,173.
BACKGROUND:
The CaliforniansForAll Youth Service Corps is a collaborative initiative between the State of California and local governments designed to expand employment opportunities for underserved youth. Through this program, young people across participating cities gain valuable workforce skills while contributing to meaningful projects that strengthen their communities.
Building on the program’s demonstrated success, Governor Newsom’s 2026 budget includes $50 million to support Youth Service Corps workforce development efforts in California’s 13 largest cities. The City of Anaheim has been awarded $1,601,173 through this allocation.
Resolution – Youth Service Corps Initiative
May 12, 2026
The program is intended to create pathways to employment for individuals ages 16 to 30, with a focus on those who are low-income, unemployed or out of school, justice involved, transitioning from foster care, or engaged with mental health or substance use services. Participants are placed in paid service roles that address local priorities, including climate resilience, food security, education, and public service.
DISCUSSION:
As one of the 13 largest cities in California, Anaheim was invited to apply for Youth Service Corps funding. The submitted application and the accompanying Standard Agreement with the State (attached) outline the scope of activities and service opportunities available to participating youth.
As a condition of the award, the State requires the City Council to adopt a resolution authorizing:
(1) acceptance of $1,601,173 in State funds to implement the Youth Service Corps; (2) participation in and administration of the program; and (3) authorization for the City Manager, or designee, to execute all necessary documents and agreements. The resolution (attached) also affirms the City’s responsibility to administer the funds in compliance with all State requirements.
This award represents the fourth round of Youth Service Corps funding received by the City of Anaheim since 2022. To date, the program has served 699 youth, with an additional 197 participants anticipated by the end of this summer. Participants have been placed at worksites throughout the city, including the Magnolia High School Agriscience Center Urban Farm, community schools, Anaheim Central Library, Anaheim Public Utilities, the Economic Development Department, and MUZEO.
Through their service, participants have supported a range of community-focused efforts, including staffing food pantries and clothing closets, clearing drainage channels, planting trees, conducting fire fuel reduction activities, refurbishing Chromebooks for distribution to public school students, and assisting with guest services at public counters.
This initiative advances the City’s Strategic Plan by supporting Goal A: Maintain Financial Responsibility, Strategy 2—proactively pursuing state and federal grant funding—and Goal F:
Promote Economic Development and Tourism, Strategy 6—forming partnerships that strengthen workforce development.
IMPACT ON BUDGET:
The acceptance of this grant award will increase both the restricted revenues and expenditures in the FY 2025/2026 Housing and Community Development Workforce Development Grants Fund by $1,601,173.
