RECOMMENDATION:

That the City Council:
1) By Resolution, ratify the proclamation of a local emergency issued on May 22, 2026 by the Acting Interim Director of Emergency Services of the City of Anaheim and finding that the conditions of peril that constitute the local emergency are likely to be beyond the control of the services, personnel, equipment and facilities of the City of Anaheim; and

DISCUSSION:

On May 22, 2026, the Acting Interim Director of Emergency Services of the City of Anaheim issued a proclamation of the existence of a local emergency (the "Proclamation") pursuant to the provisions of Section 8630 of the California Government Code and Section 6.04.060 of the Anaheim Municipal Code ("AMC"). The Proclamation was issued as a result of conditions of extreme peril to the safety of persons and property caused by hazardous materials involving a chemical leak at an aerospace company in the City of Garden Grove near the intersection of Chapman Ave. and Western Ave., which threatened homes, residents and businesses in the City of Anaheim. At the time of the issuance of the Proclamation, the City Council was not in session.

Government Code Section 8630 and AMC Section 6.04.060 provide that the Proclamation issued by the Emergency Services Director will not remain in effect for a period in excess of seven days unless it is ratified by the City Council. Based upon information that will be presented or available to the City Council at or prior to the City Ratification of the Proclamation of Local Emergency
