Dear Ms. Keely and Mr. Park:

The Orange County Transportation Authority (OCTA)’s Regional Traffic Signal Synchronization Program (RTSSP) has been coordinating traffic signals across municipal boundaries since 2010. Beyond synchronization, this program has also modernized the arterial infrastructure with targeted Intelligent Transportation Systems (ITS) to enable optimization of mobility management not just in one jurisdiction but across critical multi-jurisdictional corridors throughout Orange County. Your project, focusing on the State College Boulevard – The City Drive corridor, presents a unique opportunity to modernize critical infrastructure across the cities of Brea, Fullerton, Anaheim, and Orange, as well as key intersections under Caltrans jurisdiction.

We offer Anaheim our expertise. Our mission is to make mobility safer, efficient, and sustainable for everyone.

Our singular focus is to support our clients’ mobility challenges through this lens. Iteris has been involved in more than 40 RTSSP projects since the program began, which has given us practical experience with this type of work. We were also selected by OCTA to perform the Countywide Baseline signal synchronization project and are currently supporting similar efforts with you in Anaheim. This project builds on that experience, focusing on the design and installation of targeted ITS infrastructure within the corridor to support overall program objectives. C| UNDERSTANDING OF NEED

C | UNDERSTANDING OF NEED
The City of Anaheim has secured M2 TSSP funding from OCTA to implement ITS upgrades that enhance traffic signal connectivity, communications, and synchronization along State College Boulevard - The City Drive corridor within Orange County. Delivering these improvements requires deep expertise in corridor operations, infrastructure needs, and multi-agency coordination.

The State College Boulevard – The City Drive corridor is a major north/south arterial that is designated as a primary corridor network by OCTA’s regional traffic signal synchronization master plan. The project area encompasses an 11.3-mile corridor extending from Cliffwood Avenue to The City Drive – Garden Grove Boulevard, including 58 signalized intersections controlled by the cities of Brea, Fullerton, Anaheim, Orange, and Caltrans.

As the City’s trusted partner in previous synchronization projects, Iteris is uniquely positioned to deliver these improvements. Our team is already engaged in optimizing this corridor’s signal timing through OCTA’s Countywide Baseline Project, giving us firsthand insights into existing traffic conditions, agency operations, and technical challenges. Building upon that foundation, our dedicated team will integrate the necessary ITS infrastructure upgrades, ensuring a seamless transition from system design to construction and implementation. To further demonstrate Iteris’ commitment to delivering effective, city-specific solutions, our team conducted extensive field reconnaissance in support of this proposal. Figure 2 presents the project corridors, key design considerations of the proposed improvements, and observed signal operations around Caltrans signals identified through field investigation.

TRAFFIC VOLUMES – The corridor carries average daily traffic (ADT) volumes ranging from 13,000 to 19,000 in Brea, increasing through Fullerton to approximately 36,000 vehicles near the SR-91 interchange in Anaheim.

The southern end of the corridor in Orange carries traffic volumes up to 28,000 vehicles per day.

Managing diverse traffic demands requires more than just signal timing – it demands the expertise of a team that understands the nuances of multi-jurisdictional corridors. Iteris has successfully optimized over 2,000 signals across Southern California, including some of the region’s most complex arterials. Our proven state-of- the-art methodologies in signal coordination and adaptive traffic management ensure that synchronization strategies are tailored to varying volume conditions, maximizing efficiency across the entire corridor.

Particularly, this project focuses on timing the seven Caltrans signals along the corridor. We will leverage our existing work on the City-operated signals through Countywide Baseline Project to efficiently coordinate the Caltrans intersections within the broader system. Because signal groups have already been developed with these Caltrans locations in mind, implementation can be streamlined through aligned cycle lengths, splits, and offsets to maintain corridor-wide progression while minimizing additional effort.

ADJACENT LAND USES – Our team conducted a preliminary field review of the State College Boulevard – The City Drive corridor to assess traffic conditions and land use influences that impact mobility. The corridor serves a diverse mix of residential, commercial, industrial, and institutional uses, each contributing to unique traffic patterns and operational challenges that must be addressed through ITS solutions. • City of Brea - At the northern project limits, State College Boulevard supports a mix of residential, retail, and large commercial developments, including the Brea Mall, a regional shopping destination. These land uses generate high morning and evening peak-hour traffic volumes, necessitating a well-coordinated signal network to accommodate fluctuating demands efficiently. Iteris is currently working with the City of Brea on a major expansion of the existing city-wide ITS fiber network and citywide CCTV System upgrades. The project includes installing CCTV cameras at four city-owned locations along State College Boulevard and integrating the existing/new fiber along this corridor with the proposed redundancy path.

C| UNDERSTANDING OF NEED

Figure 2 – Proposed ITS Improvements

State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program Project Iteris, Inc. | 8

C| UNDERSTANDING OF NEED

• City of Fullerton – SR-57, located approximately half a mile east, provides convenient regional access to Cal State Fullerton and nearby commercial and employment centers. Traffic in Fullerton is concentrated along major arterials where signalized intersections experience peak-hour congestion, particularly near freeway ramps. Proximity to SR-57 and SR-91 further influences congestion, with spillback from freeway ramps and incidents affecting adjacent intersections. Overall, the area experiences recurring congestion driven by commuter traffic, campus demand, retail activity, and freeway interactions.

• City of Anaheim – In Anaheim, State College Boulevard is bordered by SR-91 to the north, SR-22 to the south, SR-57 to the east, and I-5 to the west, making it a primary alternate route when the freeways are congested. Additionally, the corridor is heavily used by visitors traveling to and from Angel Stadium, The Grove, and the Honda Center. Traffic volumes include significant vehicle and truck traffic, particularly near the SR-91 interchange, and fluctuate considerably during events at these major venues. These patterns highlight the need for ITS upgrades that enhance corridor efficiency, improve traffic management, and support freight mobility.

• City of Orange – The City Drive is one of the busiest principal arterials and the backbone of several activity centers in west Orange. The southern limit of this corridor is surrounded by regionally significant land uses, including the Outlets of Orange, the University of California, Irvine (UCI) Medical Center, various business centers, civic center, and high-density housing. Additionally, The City Drive connects two major freeways within Orange County in less than a mile: SR-22 and I-5. Implementing multimodal- friendly ITS solutions will be essential to improving safety and accessibility.

By integrating ITS tailored to the distinct needs of each jurisdiction, our approach will improve corridor-wide signal coordination, optimize mobility for all users, and enhance the overall transportation network’s efficiency.

The overall goal of the project is to deploy advanced technologies that will result in more efficient traffic detection and optimized operation of signalized intersections on the project corridor. The components of the work include:

1. Fiber Optic (FO) and Ethernet Communication Upgrades The project includes replacing approximately 24,500 linear feet of fiber-optic cable in existing conduit and upgrading Ethernet switches and/or fiber patch panels at 39 locations across multiple agencies to enhance traffic signal communications. These upgrades will support high-speed switching (up to 10 Gbps) for traffic signal controllers, cameras, and sensors, enabling faster data transmission, reduced latency, and improved remote monitoring while accommodating future device expansion.

With extensive experience deploying fiber-optic infrastructure and high-speed Ethernet networks, Iteris will ensure seamless system integration and reliable performance. Iteris is also familiar with related RTSSP and ITS upgrades along corridors including Yorba Linda Boulevard, Chapman Avenue, Orangethorpe Avenue, and Ball Road–Taft Avenue, where overlapping improvements have been implemented. Coordinating these efforts helps identify opportunities for cost efficiencies, allowing potential savings to be redirected toward additional corridor enhancements. Figure 2 shows details of overlapping improvement with prior RTSSP and city’s parallel fiber upgrading project.

2. Vehicle and Bicycle Detection
The project scope includes implementing a state-of-the-art video Vehicle Detection System (VDS) (23 intersections) to enable operators to view intersections in real time and adjust signal timing based on real-time traffic conditions. These advanced detection cameras will also detect approaching bicyclists.

Iteris’ experience deploying advanced video detection systems allows for seamless integration with existing infrastructure, with configurations tailored to cabinet types such as TS1, TS2, and Type 33, as well as jurisdictional requirements. Systems can be implemented using cabinet-based or field-based processing depending on the equipment and agency preferences. This approach ensures reliable real-time detection, accurate signal operations, and compatibility with existing infrastructure.

State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program Project Iteris, Inc. | 9

C| UNDERSTANDING OF NEED

3. ATC Signal Controller and Cabinet Upgrades
The project involves replacing outdated signal controllers with Advanced Transportation Controllers (ATC) across 41 intersections and installing 17 new traffic signal cabinets on either existing or new foundations with 5 side-mounted BBUs. Iteris will leverage decades of in-house experience to ensure all new traffic signal controllers and cabinets will be designed with state-of-the-art ITS hardware and software, enhancing system reliability and response times, reducing maintenance needs, and supporting emerging technologies such as adaptive signal control, transit signal priority (TSP), and connected vehicle applications.

4. Pedestrian Detection
The project also includes installing Accessible Pedestrian Signal (APS) at seven (7) key intersections to enhance safety for pedestrians, especially those with visual impairments. With extensive experience in implementing APS systems across various projects, Iteris ensures that each installation meets ADA standards, improving accessibility and safety for all pedestrians.

5. Emergency Preemption
The installation of emergency vehicle preemption at four (4) locations will improve response times by allowing approaching emergency vehicles to safely and efficiently traverse signalized intersections on green. This reduces delays at intersections, enhances safety for both responders and the public, and supports more reliable emergency operations. The proposed system will integrate with existing traffic signal infrastructure and ensuring seamless operation.

6. Closed-Circuit Television (CCTV) Cameras
The Project will upgrade 23 intersections with Axis CCTV cameras, to enable real-time traffic monitoring and incident detection. These cameras will help the Traffic Management Center (TMC) staff implement pre-planned response measures and adjust signal timing as needed. Many modern CCTV and video detection systems can be configured with analytics that identify conditions such as long queues or spillbacks and generate alerts, enabling city staff to respond proactively to developing traffic conditions.

7. Signal Performance Monitoring (SPM)
Implementing SPM systems such as Iteris’ ClearGuide® (9 locations) will allow respective cities to track and evaluate traffic signal synchronization using high-resolution data, enabling real-time optimization for improved traffic flow while minimizing downtime and maintenance costs. As the provider of ClearGuide, Iteris has direct knowledge of its capabilities, functionality, and operational application, which supports effective implementation and use of the system. By shifting traffic management from a reactive to a proactive approach, SPM enhances efficiency, reduces operational disruptions, and supports long-term planning. Additionally, installing RSUs at nine locations in Anaheim will enable real-time data collection, enhance traffic flow and safety, and support a scalable, future-ready transportation system. This effort expands on the RSU installations from the SMART Grant Pilot project, providing the city with a strong foundation for a citywide retrofit and preparing infrastructure for future smart city initiatives.

8. Caltrans Cooperative Agreement
Coordinating Caltrans to execute cooperative agreements with the Cities of Anaheim, Brea, and Orange will support the implementation of improvements and signal synchronization at the seven Caltrans-operated intersections. For the seven Caltrans-owned intersections, Iteris will build upon the Synchro network developed for the Baseline Project to optimize and implement signal timing plans. Drawing on our experience and established working relationship with Caltrans, including prior signal timing improvements on state-maintained facilities, we will incorporate newly collected traffic data as part of project and validate findings using ClearGuide performance analytics to support the analysis.

9. TMC and ITS System Equipment Deployments
Implementing a new ITS network and TMC systems requires seamless coordination between agency staff and project teams, a task that Iteris has successfully handled for numerous local agencies in Orange County and across the nation. The Iteris Team will manage all aspects, ensuring equipment procurement, configuration, and testing are completed before field installation. Our experts will review and expand the city’s network configuration, covering both TMC and field systems.

10. Utility Coordination
Based on the anticipated scope of improvements, this project is expected to require standard coordination and utility request with local utility agencies, including the City of Anaheim Public Utilities and Southern California Edison (SCE) at 17 cabinet replacement locations and new conduit installation segment. Standard SCE coordination typically involves identifying potential conflicts with existing electrical infrastructure, submitting required documentation, and reviewing proposed equipment locations to confirm clearances and avoid impacts to utility facilities. While routine, this process includes established review and approval steps that can affect schedule and permitting timelines, particularly if conflicts require relocation or additional utility work.

Iteris will proactively identify and address potential utility conflicts during design, coordinate early with SCE, and incorporate all required approvals into the final submittal to help avoid delays and ensure a smooth construction process.

Distinctive Advantages Offered by Iteris
Assessment of Existing Equipment: Iteris conducted a field review of the State College Boulevard–The City Drive corridor, evaluating traffic signal and ITS infrastructure across all partner agencies. This assessment documented cabinet equipment, controller types, pull boxes, conduit conditions, and cable routing, producing an inventory of critical assets. The findings identified infrastructure gaps, equipment compatibility issues, and potential upgrades, ensuring that proposed ITS and signal improvements will align with agency standards, including OCTA Measure M2 requirements, NTCIP compliance, and Caltrans coordination. Our approach prioritizes a seamless integration of new and existing equipment to create a cohesive, low-maintenance, and future-proof system. All controller upgrades, communication enhancements, and ITS additions are evaluated for compatibility with existing systems. Iteris’ in-house testing ensures equipment meets standards before the plans are finalized. This future-focused strategy supports phased expansion, evolving technology integration, and long-term corridor optimization, providing a valuable planning resource for Anaheim and its regional partners.

Ensuring Equipment Compatibility: Iteris prioritizes seamless integration of new and existing equipment to deliver a cohesive, low-maintenance, and future-ready system for the City of Anaheim and its partner agencies. Our holistic approach ensures that controller upgrades, communications enhancements, and ITS infrastructure align with existing systems while complying with NTCIP standards, OCTA guidelines, and Caltrans coordination protocols. This interoperability reduces the risk of system failures, network inconsistencies, and compatibility issues, while supporting a scalable environment for phased expansion and evolving technologies.

This approach is demonstrated in Iteris’ ITS network design for the City of Corona, California, which has been in service since 2009 and successfully expanded through multiple phases using a standards-based architecture that enabled seamless equipment compatibility and a stable IP framework. For the State College Boulevard – The City Drive corridor, Iteris will apply this proven methodology to ensure cohesive operation of all traffic signal and ITS components across jurisdictions, delivering a standardized, scalable, and cost- effective synchronization network that enhances mobility and minimizes long-term maintenance.

Practical and Constructible Design Plan: Iteris’s in-house construction team ensures designs undergo thorough constructability review, identifying potential field issues early and collaborating with cities to minimize project disruptions. This proactive approach makes designs practical, cost-effective, and aligned with agency needs, helping keep the project on schedule. Based on our experience, one of the most common challenges in these projects is conduit installation and existing conduit conditions. To address this risk, Iteris has included an optional service to further evaluate and verify conduit conditions early in the process, helping Anaheim avoid potential conflicts, delays, and cost overruns.

As an optional Value-Added Service, Iteris is proposing to install underground conduit capacity for additional cabling, particularly fiber optics, through a systematic process: clearing debris with compressed air, running a rodder to confirm unobstructed pathways, and installing mule tape to ensure pull lines can be placed safely.

This process reduces installation risks (minimizing contractor CCOs and construction delay), confirms conduit readiness, and supports future network expansion.

C| UNDERSTANDING OF NEED

Accelerated Procurement Process: This will help to prevent delays in equipment delivery due to long lead times. Additionally, Iteris will review vendor quotes and provide feedback as required.

To mitigate long lead time, particularly for Traffic Signal Cabinets, Iteris will begin the procurement process as early as the 60% design stage, pending City approval.

If needed, Iteris will assist Anaheim and partnering agencies with the procurement and installation of approved equipment and license and provide on-site support for integration with existing Traffic Management Center (TMC) systems. Additionally, procuring equipment during the design phase as an option allows for pre- configuration and testing, ensuring a smooth and efficient installation process. Unlike traditional contractors who apply markups of 15-20% on equipment, Iteris reduces costs by leveraging its in-house capabilities. In addition, if required, Iteris can provide self-construction support on an as-needed basis to address unforeseen conditions or expedite construction, further saving time and cost.

OCTA Initial Payment Request: Securing upfront funding for RTSSP projects can be challenging for lead agency. To ease this financial burden, Iteris will assist the City of Anaheim in requesting an initial payment covering up to 75% of contracted funds for the Primary Implementation (PI) phase. With extensive experience in preparing and submitting OCTA Form 10-10 (Project P Revised Cost Estimate), Iteris will ensure the accurate completion of all necessary documentation to facilitate timely reimbursements.

Given that the initial payment request is one-time opportunity, Iteris will work closely with Anaheim to determine the optimal timing for submission. Iteris has successfully navigated this project for Tustin Ave – Rose Drive RTSSP and secured the initial payment for the City of Orange (lead agency) enabling efficient project administration. Through meticulous recordkeeping and financial tracking, Iteris will support Anaheim in managing expenditures, maintaining compliance with OCTA’s funding requirements, and maximizing available resources for project success.

Proactive Traffic Disruption Mitigation with Real-Time Insights: Iteris is proposing to use a data-driven approach to minimize traffic disruptions during equipment installation. Leveraging our ClearGuide platform—primarily through the Baseline Project, which is accessible to all local agencies- we will analyze real-time and historical traffic patterns to identify optimal work windows, reducing congestion and enhancing safety for drivers and construction personnel.

For the State College Boulevard–The City Drive corridor, ClearGuide will guide scheduling of ITS upgrades and supplement traditional floating car runs by providing corridor-level insights with minute-by-minute probe data along Caltrans intersection segments. Its continuous performance monitoring and high spatial resolution enable comprehensive evaluation of existing conditions and potential improvements. As a Value-Added Service, if “Before” and “After” comparisons from ClearGuide prove sufficient, labor savings from reduced floating car runs can be redirected to support Traffic Management Center (TMC) enhancements.

Comprehensive Training for City Staff: Iteris goes beyond standard vendor-led training by leveraging our deep expertise in ITS deployment and operations to provide hands-on, practical instruction tailored to the Cities’ specific needs. We coordinate with equipment vendors to introduce City staff to new systems – such as Advanced Traffic Controllers (ATC) and Hybrid Vehicle Detection technologies, which integrate multiple detection methods for enhanced accuracy. In addition, our team enhances this training with real-world insights, troubleshooting techniques, and best practices gained from years of designing, implementing, and maintaining similar systems. Unlike others who may rely solely on vendor materials, Iteris ensures that traffic signal technicians and maintenance personnel receive customized, scenario-based training. This approach equips them with the knowledge and confidence to effectively operate and maintain the upgraded infrastructure long after project completion.

F| SCOPE OF SERVICES & SCHEDULE

Iteris will fully perform and meet all task and sub-task requirements as outlined in the RFP . Given the page limitations, the following descriptions highlight key aspects of each task. Also, for the sake of brevity, only the most critical of the deliverables are provided under each task.

Task 1 – Project Management
A successful project occurs when all partner agencies are completely satisfied with the project outcome and all goals and objectives are met. This is not only true during the implementation phase but also for the O&M phase of the project when any degradation of corridor performance is measured, and changes are needed. To lead this comprehensive effort, at the beginning of the project, Ms. Naree Kim will lead 2 project kick-off meetings, one with Anaheim and the other with all partner agencies. As part of this meeting, communication channels, protocols, and project roles and responsibilities will be established, the scope of work, dynamic schedule, and budget will be discussed, necessary information will be gathered, and a thorough understanding of the goals of the project will be obtained.

Ms. Kim is a highly experienced project manager with extensive knowledge of OCTA project P requirements.

She has played a vital role in assisting the city with the development of Project P grant application and administrating the program of multiple OCTA RTSSP projects. This hand-on experience ensures comprehensive and efficient project administration. Iteris will also prepare staff reports for City Council approval pf PS&E and construction aware, attend up to two council meetings, and provide graphics and presentation support to help build public understanding and support for the project if requested.

Cost control and documentation will be a priority throughout the project. Iteris will maintain a running record of project costs by participating agency to facilitate accurate billing and will track all scope changes or deviations from the approved application to support Semi-Annual Review (SAR) submissions. Iteris will ensure that all administrative items required for OCTA reporting, both funding and project progress, are prepared and maintained throughout project delivery and for project closeout.

Deliverables:
• Two-Stage Project Kick-off Meeting agencies, meeting materials, and minutes • Draft and Final Detailed project budget and schedule by work tasks • Monthly invoices and progress reports, including Cost Changing Scope Change Log • File-sharing portal on Iteris Platform for easy access to documents • Close-out and other documentations as per OCTA and participating agency requirements

Task 2 – Data Collection and Field Review
Given that Iteris is already working with OCTA and participating agencies to retime 51 intersections as part of the Countywide Baseline Signal Synchronization project, the scope of the signal timing effort will be streamlined to focus on the retiming of the seven (7) Caltrans intersections along the project corridor, as specified in RFP . This results in minimal coordination requirements, primarily involving direct engagement with Caltrans and the corresponding agency to facilitate the execution of the Cooperative Agreement.

Demonstrating our proactive approach, Iteris staff has already conducted a preliminary field reconnaissance, surveying existing conditions, including cabinet configuration and communication infrastructure. This hands-on assessment ensures a deeper understanding of site-specific challenges and positions Iteris to hit the ground running, expediting project execution with minimal disruptions.

Subtask 2.1: Data Collection
Iteris will review the Average Daily Traffic (ADT) data for the State College Boulevard corridor collected during the Baseline project to identify proposed peak periods for turning movement count collection. This review will also include vehicle classification counts to determine heavy vehicle percentages. For Caltrans signals, the peak periods for turning movement counts will align with the peak periods previously identified through the Baseline effort, ensuring consistency with established analysis and existing traffic patterns. 1 2

State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program Project Iteris, Inc. | 19

F| SCOPE OF SERVICES & SCHEDULE

Iteris will work with the traffic count firm to conduct weekday and weekend peak period turning movements at the Caltrans intersections as per the requirements of this RFP. Iteris will coordinate with Caltrans to gather existing signal as-built plans, timing, and signal priority preferences, including LPI, timing sheets, phase sequences, conditional service, ring-barrier logic, etc.

Subtask 2.2: Field Review
After the initiation of the project, each study intersection and controller cabinet along the corridor will be thoroughly inventoried to document existing traffic signal hardware and ITS equipment. In addition, we will open the existing pull boxes to verify conduit sizes and evaluate conduit capacity; document existing utilities or markings that can be captured through visual investigation. This is a crucial step as several intersections along the corridor will require installation of new cable in existing conduit for video detection, CCTV, and fiber optic communications.

Iteris understands that the existing conduit size is often an unknown quantity; based on the sizes of existing conduits and available fill, we will identify sections of conduit that are recommended for replacement. Our comprehensive field reviews will be documented in a detailed report outlining key findings, planned and programmed improvements, and any additional equipment needs due to potential compatibility issues between existing and new devices. The report will also propose cost-effective solutions to ensure efficient implementation of the necessary work.

The Iteris Team recently conducted a field reconnaissance for non-Caltrans intersections on the project corridor. The field data gathered was summarized in an OCTA-approved format. Data included Traffic Signal cabinet components, intersection phasing operations, intersection geometries, bike and pedestrian control, railroad crossing control, adjacent land uses, and photos of the traffic signal equipment and the intersection. A snapshot of our field review data is shown in the following figure and table. Iteris will obtain a Caltrans Encroachment Permit prior to conducting cabinet inventories at Caltrans's seven locations.

As previously shown in Figure 2, additional field observations and potential mitigation measures have been identified in comparison to the proposed improvements outlined in RFP Appendix 1, Attachment B.

Iteris will proactively coordinate with utility companies to identify potential conflicts related to new conduit and cabinet installations during both design and construction. We will request a utility plan at the outset to integrate it into our design process. As usual, a Utility Notification Log will be maintained, ensuring efficient conflict resolution and seamless implementation.

Subtask 2.3: ‘Before’ Travel Time Studies
Iteris will conduct a travel time and delay “Before” Study along the project corridor using the floating car method and GPS-based Tru-Traffic Version 10.0 software. the Iteris team will plan to conduct the travel runs for 58 intersections along the corridor, including seven (7) Caltrans intersections as part of this project. Prior to performing travel time runs, Iteris will review the existing time-based coordination schedule and existing ADT counts at the Caltrans intersections. A minimum of five (5) runs will be collected in each direction to obtain a statistically valid estimation. The “Before” study run schedule will be coordinated with the timing AGENCY

Subtask 3.1: Design Plans
Upon final agreement on project refinements with the City of Anaheim and participating agencies—established through two kick-off meetings utilizing collaborative review, stakeholder input, and iterative technical discussions to refine the scope—Mr. Andrew Freeman, Task Lead, will initiate the detailed design phase. This phase will include 60%, 90%, and final (100%) design submittals, ensuring the project remains on schedule for timely implementation. During the course of project refinements, Iteris will determine and finalize the appropriate level of design detail, ranging from full-fledged design plans to sketch-level drawings and/or tabular documentation, as appropriate. Typically, full design plans are required for VDS system upgrades, while other ITS improvement designs may be developed in accordance with the City’s retrofit requirements and agency preferences. All design plans will be prepared using AutoCAD for all agencies, ensuring compatibility with each agency’s standards. To mitigate long lead times, particularly for traffic signal cabinets, we recommend beginning the equipment procurement process as early as 60% design stage, pending City approval. The final design will incorporate critical infrastructure upgrades – such as conduit installation, fiber optic interconnect, Ethernet switches, ATC controllers, CCTV cameras, Vehicle Detection Systems (VDS), EVP, RSU, and cabinet replacement – to enhance corridor-wide traffic management and future-proof the system for evolving transportation needs.

Leveraging City-provided data and a comprehensive field review of the corridor, Iteris will develop detailed design plans, specifications, and cost estimates for upgrades to traffic signal control systems, communication hardware, and software. Our approach ensures the project meets current needs while supporting a resilient, future-ready infrastructure capable of integrating critical systems such as Fire Department operations and citywide IT networks.

The design will comply with each agency’s standards and include communication schematics and fiber splicing details to ensure seamless system integration. Iteris’ familiarity with agency requirements and experience delivering similar projects will ensure compliance with all applicable standards. Initial cost estimates for equipment and construction will be prepared and refined during the design and procurement phases.

Throughout this process, Iteris will collaborate with all participating agencies to identify potential cost savings and explore opportunities for optimizing the project budget. Example of design plans for the Anaheim improvements, such as one shown in the next page, showcases notable upgrades, including transitioning from copper to fiber communications.

.

Subtask 3.2: Bid Support
Iteris will support the bidding phase by leading pre-proposal meetings, responding to RFI’s, issuing addenda, and analyzing bids to ensure a smooth, transparent, and compliant procurement process.

Subtask 3.3: Construction Engineering and Management
Following design completion and award, Iteris will provide comprehensive construction support services, including oversight of system installation, review of RFIs and submittals, and addressing design-related questions or adjustments required due to field conditions. Iteris will be available for coordination meetings and provide engineering support throughout construction as needed.

Prior to construction, Iteris will attend a stakeholder preconstruction meeting to review planned activities, phasing strategies, and measures to minimize delays. To further reduce schedule risks, Iteris can assist with early procurement of long-lead items such as fiber optic cable, a proven approach that has successfully mitigated delays on past projects.

During construction, Iteris will support the Cities inspector in supervising installation to ensure compliance with design specifications and provide updates to the City on progress. Technical oversight will include system integration tasks such as connectivity to the Traffic Management Centers (TMCs), configuration of IP devices, and verification of bandwidth and latency requirements for reliable network performance. Iteris will configure VLANs, switches, controllers, cameras, and detection systems, ensuring the communication network is optimized for current needs and scalable for future expansion.

To document existing conditions, pre-construction photographs will be taken of all equipment and associated infrastructure. These photographs will serve as a baseline for identifying any damage or discrepancies during construction. If any design modifications or changes arise during construction, Iteris will act as an extension of the City to review, negotiate, and communicate changes with the contractor, and will coordinate with partner agencies for review and approval. This approach ensures transparency and keeps all stakeholders informed of any updates. Additionally, Iteris will coordinate with the inspector and City staff to conduct the final walkthrough and develop the final punch list, including establishing a schedule for completion of all items. Iteris will monitor progress and follow through with the contractor to ensure all punch list items are fully completed.

Subtask 3.4: As-Built Records
Upon completion of construction and after acceptance by the owning agencies, Iteris will conduct a field walk to verify the installed improvements and document any deviations from the original design. Finally, Iteris will update the As-built drawings to reflect the final conditions. These As-built drawings will be provided in both electronic (AutoCAD and PDF format) and hard copy (36”x24” set on mylar for Cities records and bond paper for each partner agency) formats, ensuring comprehensive and accurate recordkeeping.

Task 4 – Signal Timing and Optimization
Optimizing signal timing along the project corridor is essential to improve traffic flow, reduce delays, and enhance overall corridor efficiency. Under this project, Iteris will focus on developing and implementing optimized signal timing plans for seven (7) Caltrans intersections included in the RFP .

We will utilize the OCTA Baseline Synchro network that we have already developed to analyze existing conditions, identify operational challenges, and develop optimized timing plans tailored to Caltrans’ standard and coordination requirements.

To ensure an effective approach, Iteris will conduct preliminary field observations and present optimization concepts at the kick-off meeting to gather input from Caltrans and other stakeholders. By incorporating agency feedback, we will refine timing strategies that align with Caltrans’ operational objectives while improving coordination with the surrounding signalized network.

Signal timing development and implementation will be conducted using Synchro, SimTraffic and Tru-Traffic modeling tools. For the seven Caltrans-owned intersections, Iteris will build upon the Synchro network developed for the Baseline Project to optimize and implement signal timing plans. This model will be calibrated to reflect real-world conditions and will serve as the foundation for signal timing optimization. Key considerations for timing adjustments will include:
• Cycle length optimization to balance progression along State College Boulevard - The City Drive RTSSP while minimizing delays on the ramps
• Phase and pedestrian timing adjustments in accordance with California MUTCD guidelines and Caltrans’ clearance interval policies
• Queue management strategies to prevent spillback onto freeway ramps and ensure smooth merging operations
• Time-of-day coordination plans to accommodate peak-period traffic variations Based on the traffic data obtained and the ClearGuide data collection feature, we are confident that no additional field traffic counts will be necessary for these seven Caltrans signals, resulting in cost savings for the project. Our existing data and field verification will be sufficient for the development and implementation of the proposed timing plans.

Following the development and approval of the optimized timing plans, Iteris will coordinate with Caltrans and the City to implement the new timing parameters. Based on current understanding, Caltrans signal timing will be implemented directly in the field by Caltrans staff. Implementation will occur at the local controllers, subject to site conditions and Caltrans preference.

After implementation, field fine-tuning will be conducted over a three-week period to ensure proper operation under real-world traffic conditions. Adjustment will be made as necessary, and final timing plans will be documented for the City’s and Caltrans’ records.

Deliverables:
• Optimized signal timing plans for the seven Caltrans intersections • Implementation and fine-tuning of timing adjustments
• Synchro, SimTraffic and Tru-Traffic models for existing and optimized conditions • Technical memorandum documenting findings and final timing plans 4 State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program Project Iteris, Inc. | 23
