OVERVIEW

This Traffic Signal Coordination Master Plan (TSC MP) is intended to serve as a framework for the City of Anaheim’s traffic signal coordination program. The TSC MP provides a roadmap for implementing and maintaining signal synchronization based on technical considerations, infrastructure limitations and funding opportunities. This master plan complies with and complements national and state policy documents such as the Manual of Uniform Traffic Control Devices (MUTCD), State of California MUTCD and Traffic Manual, and local documents such as the Guidelines for the Preparation of Signal Synchronization Plans.

BACKGROUND

Studies around the country have documented that well maintained traffic signal coordination plans reduce commuter travel times, delays and greenhouse gas emissions. Between 1983 and 1993, 163 local agencies in California participated in the Fuel Efficient Traffic Signal Management (FETSIM) program that improved 12,245 signals at a cost of $16.1 million, or $1,091 per signal. Results from "before" and "after" floating car studies reported average reductions of: 7.4 percent in travel time, 16.5 percent in delay, and 17 percent in stops. The study concluded that the estimated benefit-to-cost ratio for optimizing signal timing plans, coordinating traffic signal control, and implementing adaptive signal control in California was 17:1. [Research and Innovative Technology Administration Intelligent Transportation Systems.] In addition, efficient signal coordination practices reduce driver frustration by providing them with more reliable and predictable travel times.

On November 6, 1990, Orange County voters approved Measure M, a ½-cent sales tax that allocates funding for streets and roads improvements including signal synchronization. On November 6, 2006, voters approved the Renewed Measure M (Measure M2) to continue the ½-cent sales tax for thirty years beginning in 2011. The City’s highest priority is to update its traffic system infrastructure and its fiber communications network in order to maintain high signal synchronization levels. Other important parallel efforts underway include retiming signals along critical arterials, and developing this signal coordination master plan that complements both the ITS Master Plan project and OCTA’s Local Signal Synchronization Plan Guidelines.

Anaheim’s TSC MP was submitted to OCTA in 2011, updated in 2014, 2017, 2020, and 2023 to meet M2 eligibility guidelines.

established by the Land Use Element to maintain appropriate levels of service. The classifications are consistent with the OCTA Master Plan of Arterial Highways (MPAH). Refer to the City’s Circulation Element document rev. 2025 for classification details.

With respect to signal coordination priority, the major and primary arterials shown in Figures 2 and 3 are routinely monitored and inventoried for capital project consideration. The City’s signal synchronization priority is focused on maintaining existing levels of service with respect to signal synchronization, infrastructure maintenance and rehabilitation. A coordination priority list will be established based on a projected cost-to-benefit ratio weighted on factors such as:
x Average daily traffic volume (commuter usage measurement) x Vehicle miles traveled (road usage measurement)
x Infrastructure conditions and readiness
x Bridging communication gaps
x Benefit to the Anaheim Resort and event-centric areas x Available funding
x Corridor’s regional significance
x Opportunities for regional partnership with other local agencies

Expand Signal Coordination to Secondary Arterials and Collector Streets

Over the course of Measure M2 Call for Projects, the City has been successful in receiving funding to update traffic signal controllers to ATC controllers, enhance Ethernet communication equipment to support modern HD video surveillance, add emergency vehicle preemption (EVP) detection and upgrade traffic signal infrastructure on major arterials. However, designated secondary arterials and collector streets have not received attention on past Call for Projects due to existing guideline ranking metrics such as average daily volume, number of signals on those streets, etc. As a consequence, many secondary arterials that serve up to 20,000 daily vehicles still have missing communication links and outdated signal equipment.

SIGNAL SYNCHRONIZATION GOALS

The City’s goal is to maintain a safe, reliable and efficient transportation network with emphasis on synchronizing traffic signals along major arterials. The City operates the Traffic Management Center (TMC) and maintains over 345 traffic signals spanning over 50 square miles. The TMC is responsible for managing traffic signal timing and coordinating traffic events with Disneyland, Angel Stadium, the Honda Center and the Anaheim Convention Center.

To maintain a high level of service at a traffic systems infrastructure level, the City has applied for and received Measure M Traffic Signal Synchronization Projects (TSS) funding to upgrade the City’s aging traffic systems infrastructure and coordinate traffic arterials identified on the OCTA Master Plan of Arterial Highways (MPAH). The TSS projects also provide an excellent opportunity to evaluate and update existing timing parameters including pedestrian and vehicle clearance intervals, and bicycle detection and timing to comply with recent California MUTCD requirements.

Traffic signal synchronization projects consist of updating the traffic signal control infrastructure and signal timing plans. Upgrading the traffic systems infrastructure typically includes retrofitting outdated traffic signal cabinets and controllers, installing conduits and fiber optic cable to fill communication gaps, adding traffic surveillance capabilities and signal control priority/preemption for improved traffic management. Traffic surveillance and monitoring capabilities are enhanced by adding high-resolution closed circuit television cameras (CCTVs), detector upgrades and automated performance monitoring equipment such as Bluetooth and Wi-Fi readers.

Coordinating arterial traffic signals consists of evaluating traffic conditions by collecting traffic counts and performing field surveys. These data are input into traffic models and simulators to design and update signal timing plans for the AM, Midday, PM and weekend peak periods. The timing plans are further optimized before field implementation and fine-tuned to maximize two-way traffic flow. Before and after study results are recorded and submitted to the City and OCTA.

The City is in full support of the Orange County Regional Traffic Signal Synchronization Master Plan and looks to supplement and enhance implementation of the Master Plan with the following objectives:
x Develop and implement signal coordination strategies that consider impact on arterials and grid networks
x Expand signal coordination and communications to secondary arterials and collector streets x Update traffic control systems and equipment that comply with national standards such as Advanced Transportation Controller (ATC)
x Update transportation communications protocols that comply with the National Transportation Communications ITS Protocol (NTCIP) and emerging technologies such as Connected Vehicles, etc.
x Update and harden the City’s fiber optic communication infrastructure

Page 10 ends

x Automate and enhance collection of signal timing performance measurements Develop and Implement Coordination Strategies Based on Arterials and Grid Networks
Whenever feasible, the City seeks to develop and implement signal coordination strategies that consider major arterials and grid networks. This concept is meant to evaluate the impact and effectiveness of arterial signal coordination to the system as a whole rather than as isolated arterials. For example, the City may consider, as an alternative to only one specific corridor, to pursue a coordination project meant to target a specific area or grid network of critical arterials that meets grid spacing guidelines in a coordinated system. This strategy is meant to prevent the unintended consequence of negatively impacting arterials or grid networks that were previously optimized and fine-tuned when a new arterial is planned for signal timing updates.

Figure 4 – Example of a Grid Network Signal Coordination Project In addition, the City will actively seek to collaborate with neighboring local agencies and Caltrans on larger scale arterial or grid network coordination projects such as Brookhurst Street from Fullerton to Costa Mesa, Katella Avenue in the City of Los Alamitos to Villa Park Road in the City of Villa Park, etc.

Page 11 ends

Once the major arterials and signal grid networks are repaired, synchronized and in maintenance mode, it is the City’s objective to attend to the remaining arterials that are in need of communications repair and equipment update. These secondary arterials include, but are not limited to:
x Sunkist Street/Miraloma Avenue
x East Street/Raymond Street
x Gilbert Street
x Dale Avenue
x Orange Avenue
x Broadway
x Western Avenue

Develop and Implement Coordination Strategies Based on Integrated Corridor Management

In recent years, Integrated Corridor Management (I CM) has become a priority for Caltrans. An ICM is intended as a collaboration between state and local agencies to manage a multimodal transportation infrastructure consisting of freeway and local agenci es’ arterial networks to maximize capacity. The ICM objectives are part of a larger Transportation Sy stems Management and Operations (TSMO) vision to establish and maintain a high performing multimodal transportation management system that supports real time traffic management.

In 2015, Caltrans and the City identified the transp ortation corridor bounded by Orange County’s three key freeways, I-5, SR-57 and SR-91, as the nucleus of Orange County’s ICM. The objective is to lay the groundwork for planning and funding the ICM as a model deployment and to create opportunities for other local agencies by expanding the ICM project scope and corridor management strategies.

In 2024, the City executed an agreement with Caltrans to implement the Orange County ICM. The agreement allows the City of Anaheim to implement preapproved timing plans to 11 Caltrans intersections. These intersections are in the Resort and Platinum Triangle areas:
x SR-57 NB Off-ramp at Katella Avenue x I-5 SB Ramps at Harbor Boulevard x SR-57 SB Off-ramp at Katella Avenue x Anaheim Way at Katella Avenue x SR-57 NB Off-ramp at Orangewood Avenue x Manchester Avenue at Katella Avenue x SR-57 SB Off-ramp at Orangewood Avenue x Anaheim Way/I-5 NB Ramps at Anaheim Boulevard

Update Traffic Signal Control Equipment Using National Standards

To best leverage use of public funding, the City will only specify and install traffic signal control equipment and devices that comply with national Advanced Transportation Controller (ATC) standards.

These standards cover the traffic signal controller, traffic signal cabinet and the application programming interface (API) used by the controller.

The ATC controller standard is based on an interchangeable CPU controller board concept consisting of a host module and an engine board. The host module is designed to operate with existing traffic signal cabinets such as NEMA TS-1, NEMA TS-2 or 332 so that the cabinets don’t need to be changed and the infrastructure investment is not lost. The engine board, as shown in Figure 5, may change based on user’s needs to accommodate future software and algorithm.

Other ATC standards serve to enhance controller interoperability and prolong equipment life. The ATC API standard, shown in Figure 6, is designed to enable software portability between ATC compliant controllers by providing a consistent interface between the controller hardware and the traffic control software. The ATC Cabinet standard is designed to accommodate existing traffic control needs and provide hooks for emerging applications such as Connected Vehicles. When ATC standard compliant hardware and software are integrated, the field devices are interchangeable and interoperable to provide users with advanced traffic control capabilities while leveraging public funds.

Update to the NTCIP Communications Protocol
“The transportation industry has had a history of deploying systems with unique data definitions and proprietary communications protocols. Field devices and systems from one manufacturer or developer were not interoperable with those of other manufacturers or developers. As a result, expansion of the system after initial deployment can generally only be done using equipment of the same type and usually the same brand as in the initial deployment, unless there are investments in major systems integration efforts.

With proprietary protocols, there is little to no opportunity for realistic competitive bidding as additional field devices are added to the system, due to the lack of interchangeability. Nor, is there any opportunity for realistic competitive bidding to add additional types of field devices to the system, due to the lack of interoperability” (NTCIP 9001).

To further leverage public funds, the City also intends to update its communications protocol to the NTCIP standards to maximize software and system interoperability. The NTCIP is a family of standards that provides both the rules for communicating (called protocols) and the vocabulary (called objects) 2 AASHTO, ITE, NEMA, “ATC 5401 Application Programming Interface (API) Standard for the Advanced Transportation Controller (ATC) Version v02B.42,” September 2022, p. 13.

Page 14 ends

necessary to allow electronic traffic control equipment from different manufacturers to operate with each other as a system. The NTCIP is the first set of standards for the transportation industry that allows traffic control systems to be built using a "mix and match" approach with equipment from different manufacturers. Therefore, NTCIP standards reduce the need for reliance on specific equipment vendors and customized one-of-a-kind software. To assure both manufacturer and user community support, NTCIP is a joint product of the National Electronics Manufacturers Association (NEMA), the American Association of State Highway and Transportation Officials (AASHTO), and the Institute of Transportation Engineers (ITE). The NTCIP originated as the National Transportation Communications for Intelligent Transportation System (ITS) Protocol (NTCIP).

Devices and systems that comply with the NTCIP communications standards will have a higher likelihood of interoperability. 1200-family of NTCIP standards are designed to support interoperability for traffic control devices between a central traffic management system or field management station and devices in the field. For example, Manufacturer A’s actuated signal controllers compliant to NTCIP 1202 should be able receive and transmit to data to any manufacturer’s central traffic management system or field management station that also supports NTCIP 1202. Adoption of NTCIP compliant devices increases interoperability which frees public agencies from proprietary systems, leverages public funds and reduces maintenance and inventory supply issues.

In addition, Figure 7 shows that NTCIP standards also are capable of handling system to system communications through a series of Center-to-Center (C2C) data dictionaries. The City’s approach is consistent with OCTA’s strategy to use national standards, as they become available, to leverage use of public funds.

Page 15 ends

Enhance and Automate Performance Measure Management
As part of the Master Plan, OCTA has developed a set of public friendly and intelligible performance measures to evaluate arterial coordination effectiveness called the Corridor Synchronization Performance Index (CSPI).

Table 1 – Corridor Synchronization Performance Index (CSPI) System In the past, traffic engineer staff is hired to drive the arterials back-to-back at least thrice for AM, MD, PM and weekend peak periods before and after signal synchronization using a measuring device, e.g., a laptop with software, connected to a GPS receiver to obtain travel stops and delays. These corridor measures include total travel time, number of greens-per-reds ratio and stops-per-mile are often supplemented with a video showing travel patterns along the corridor from the drivers’ point of view.

After project implementation phase is over, traffic engineer staff is required to drive once a quarter for the duration of the operations and maintenance phase the arterials and adjust signal timing if the CSPI falls below a certain threshold. In essence, the CSPI data obtained are a snapshot of the driving experience that may or may not reflect the commuter’s true day-to-day driving experience. This process is very labor intensive and costly. Clearly, it is desirable to automate data collection of CSPI measures more than once per quarter and to reduce costly, labor-intensive tasks.

Further, the CSPI only measures through traffic that is favored on that arterial, that is, CSPI does not consider delays for minor traffic movements such as left turns and side streets, nor how the recently synchronized corridor affects other corridors in the overall coordination network.

Page 16 ends

The City is aware that OCTA is currently evaluating its current performance measures, which may replace the current CSPI. Meanwhile to enhance arterial and system monitoring, the City has been measuring left turn phase operations and offset effectiveness. Figure 8 suggests that Phase 3 split, the westbound left turn movement, does not have enough time and that more time may be taken from Phase 4, the eastbound through movement, to reduce the degree of saturation for Phase 3. If each cycle reveals the same phase utilization result, it can be concluded that the signal split adjustment should be permanent.

Figure 8 – Evaluating Splits with Phase Utilization

A flow profile, Figure 9, shows the time in the cycle at which a coordinated phase is green (green bars) relative to when the vehicles arrive are detected at the advanced detector per lane. It can be concluded that the inbound offset should be earlier since the actuations are heaviest before the coordinated phase turns green. If each cycle reveals the same flow profile, it can be concluded that the offset adjustment should be permanent.

Figure 9 – Evaluating Offset Effectiveness with Flow Profile

Finally, the City will be implementing off-the-shelf products and devices, such as SMART detection systems, Bluetooth/Wi-Fi readers and Connected Vehicles technology (such as Road Side Units), that continuously monitor and report signal operations that enable operators access to many MOEs for virtually any time period. For example, the City has installed SMART detection systems on Beach Boulevard that are capable of data analytics. City staff can monitor the detection systems and collect

Page 17 ends

data to help evaluate the existing signal coordination. There are obvious advantages of constant monitoring and reporting of MOEs without requiring more manpower.

Looking ahead, the City will continue to ready the City’s infrastructure, to research and deploy non- proprietary devices and systems, and emerging Connected Vehicle (CV) technologies including signal phasing and timing (SPaT) data to capture additional performance measures that supplement CSPI measures such as phase utilization, flow profiles, and Purdue MOEs. Another important benefit of implementing CV technologies is the aim to harmonize consistent synchronization performance while improving safety.

The City fully supports and plans signal synchronization deployment for all corridors within City limits as shown in the Regional Traffic Signal Synchronization Program. The corridors are weighted considering the following factors that are consistent with OCTA’s Funding Guidelines for the Regional Traffic Signal Synchronization Program:
x Conformance to the Regional Synchronization Master Plan and Master Plan of Arterial Highways x Vehicle miles traveled
x Projected cost benefit and fund matching availability x Benefit to commuters traveling through local and adjacent jurisdictions x Infrastructure conditions and readiness
x Arterial retiming cycle

TRAFFIC SIGNAL INFRASTRUCTURE INVENTORY

There are 388 total signalized locations in Anaheim where the City maintains 345 signals and Caltrans maintains 43 signals. Traffic system inventory consists of signal cabinets and associated hardware, traffic signal controllers, hub cabinets, communications infrastructure, closed circuit television (CCTV) cameras, Changeable Message Signs and software systems at the Traffic Management Center.

Inventory of Traffic Signal Cabinets

The City employs several styles of cabinets in the field: NEMA TS-1, NEMA TS-2, Type 333L, ATC Cabinet and one outdated CSC T1000 cabinet. The CSC T1000 cabinets have long been discontinued by its manufacturer and is incompatible with the City’s 2070 controller specifications for field-to-TMC communications. In addition, NEMA TS-1 cabinets are not designed to accommodate advanced traffic management that requires a serial communications buss. Therefore, it is the department’s policy to upgrade CSC T1000 or TS-1 cabinets to either NEMA TS-2, ATC or 333L cabinets as capital funding opportunities arise.

Page 18 ends

Type P style cabinet are wired to NEMA TS-1 specification that conforms to standard NEMA A, B and C connectors. The D-connector, wired for system detection and preemption, conforms to Caltrans TEES to support 2070 controllers with a NEMA base.

The City standardized on the P-type NEMA TS-1 specification but has made configuration changes through the years to accommodate technological advances in communications and additional traffic signal equipment such as emergency vehicle preemption/priority systems, etc. Currently, the City is deploying Type 333L cabinets and evaluating and testing emerging ATC cabinet national standards to succeed the NEMA TS-1 specification. As signal cabinet standards evolve in the traffic industry, the City will evaluate and consider emerging standards and technologies to ensure that the interests of signal coordination are addressed.

Inventory of Traffic Signal Controllers and Software

The City uses national industry standard Advanced Transportation Controller (ATC) type 2070 traffic signal controllers, including L, LN, and ATC variants at 345 intersections, and 1 older proprietary Computer Service Company (CSC) T1 controller that will be upgraded to ATC type 2070 controllers.

Figures 10 and 11 shows the City’s signalized intersections by controller type. Within the City limits, there are 43 Caltrans intersections with Caltrans software. Since 2070 controller standards are maintained by users and manufacturers, proprietary software and hardware is reduced so that the City has the option to use any vendor’s traffic control software. As funding opportunities arise, the City will upgrade older 2070N controllers to 2070LN controllers that are Ethernet-enabled to use NTCIP- compliant protocols to enhance communications reliability and uniformity. See Attachment 3 for a detailed hardware inventory of cabinets and controllers.

The City’s standard traffic signal control software is Econolite’s EOS for type ATC 2070 controllers. EOS supports up to 32 phases, 16 pedestrian phases and 32 overlaps over four rings. EOS was chosen to replace ASC/3, which has been discontinued by Econolite. EOS is NTCIP compliant and supports Connected Vehicles technology, such as SAE J2735 SPaT and MAP messaging. The City will continue to upgrade older controller software to EOS.

The City intends to evaluate emerging traffic control software options from signal manufacturers and system integrators. The evaluation objective is to seek the traffic control software that most aligns with the goals of the City’s signal synchronization program. This software must have a balance of user friendliness, signal phasing flexibility, rich coordination features and enhanced transition algorithms to efficiently accommodate, connected vehicle technology, signal control priority (SCP)/ emergency vehicle preemption and adaptive control systems.

Inventory of Communication Hubs and Equipment

Effective and efficient traffic signal communications is the heartbeat of a successful traffic signal synchronization program. Signals are not able to remain in coordination over a sustained period of time without signal communications to a central master system, which is located at the TMC. A key function of the central master system is to utilize communications to broadcast daily a common clock reference point to all connected signal controllers so that they know how to reference the beginning of a coordination plan.

Traffic signal communications is achieved through two main media: wired, e.g. interconnect or fiber optic cable, and wirelessly, e.g. spread spectrum. In either case, communications originate from the TMC and is directed over fiber optic cable to one of 16 field communications hubs. At the hub cabinets, the data are demultiplexed and then redirected to field devices with unique addresses such as signal controllers, CMS controllers and CCTV cameras. The data redirection at the hub cabinets occurs through wired or wireless means depending on conduit and interconnect/fiber availability.

Although the traffic signal communications technique hasn’t changed, the methodology has evolved through the years as communications technology has increased data throughput and system reliability while decreasing cost of implementation and maintenance. The prevailing practice is to employ wired media such as fiber and twisted pair when possible, and resorting to wireless media when wired media is unavailable or cost prohibitive.

IP-Ethernet communications technology is now the preferred data transmission standard since it enables multiple traffic control devices to be connected to an Ethernet switch. This data grouping provides an efficient and reliable way for multiple devices to communicate to the TMC over fiber optic cable. Through IP, these critical data could now be shared with maintenance and operations staff to efficiently monitor traffic conditions and detect system failures prior to responding to a trouble call. The result is a more reliable communications network that could accommodate ITS growth such as EVP, adaptive traffic control technology, and systems performance monitoring.

When neither wired medium is available nor is cost effective, wireless communications is deployed to bring back data over the short haul. The City currently uses broadband radios at various frequencies to communicate to traffic signals. Although this is a cost effective means, it does suffer from occasional interference and is susceptible to direct path occlusions. The City intends to replace wireless communications with wired media as funding opportunities arise.

TRAFFIC SIGNAL PREEMPTION AND SIGNAL CONTROL PRIORITY

The City’s goal of signal preemption, also referred to as emergency vehicle preemption (EVP), is to reduce fire emergency response times and enhance safety of fire vehicles responding to emergencies, with minimal disruption to the traffic signal synchronization effort.

In the past the most popular method of preempting signal operations was based on infrared technology.

Emergency vehicles were outfitted with an emitter that transmits infrared request signals to be detected by a receiver commonly mounted on the traffic signal mast arm. This signal lets the traffic signal controller “see” that there is an emergency vehicle approaching and starts a traffic signal sequence such that pedestrians are cleared from the intersection and conflicting directions are sequenced into a red light so that the direction of the emergency vehicle will get a green light by the time it reaches the intersection. The infrared method requires installation of four receivers at each signalized intersection – one for each direction of travel.

The recent Global Positioning Systems (GPS) technology offers the ability for the traffic signals locating and tracking the emergency vehicle at a much farther distance than infrared technology. The theory is that through GPS technology, the controller could, with enhanced communications and logic, determine the optimal location in the cycle if it knew in advance to predict the arriving vehicle. Public Works’ and Fire Department’s research on the available technologies concluded that GPS technology is best suited for the City. The GPS technology requires less equipment to install and less maintenance, is easier to install and more cost effective while offering the advantages of the latest technology.

In either case, EVP deployment consists of installation and configuration of traffic signal equipment and Fire Department vehicles, and integration with central control software at the TMC. In the initial EVP deployment phase, the TMC will use central control software to monitor and control EVP devices in the field. As EVP deployment matures, the City, through City funds, will implement system enhancements such as controller logic to gracefully cycle transition and recover from preemption through ITS techniques in order to better support the signal synchronization objectives of the City and its neighbors.

THREE YEAR SIGNAL MAINTENANCE AND CAPITAL PLAN

Anaheim’s traffic signal systems budget consists of operations and maintenance (O&M) budget allocation, and capital improvement programs (CIP). The O&M budget allocation is part of the City’s General Fund dedicated to maintenance, preventive maintenance, and standard and emergency traffic signal infrastructure repairs. In FY 25/26, the total annual traffic signal maintenance budget was increased to approximately $1 million dollars.

The City can only offer candidate synchronization projects at this time. The exact cost estimates, number of signals or length of corridor cannot be determined until the City secures partnership commitments from neighboring local agencies. See Attachment 4 for detailed list of projects planned based on constrained and unconstrained City budgets.

SIGNAL SYNCHRONIZATION REPORT CARD

Performance monitoring is the collection, analysis, and reporting of data to track and assess resources used, work produced and whether specific goals are achieved. An important aspect of performance monitoring is an analysis of why goals are (or are not) being achieved, and accomplishments to meet goals.

Public agencies use performance monito ring to prove to the public that their dollars are being spent wisely.

Performance measurement is achieved through a tool set that provides both the public and public agency staff with a way to assess how the transportation system is operating, to identify the strengths and weaknesses of the system in order to maintain a high level of servic e. Without consistent performance data updates, it is difficult to maintain reliable traffic system performance. Through monitoring system performance, the agency could leverage a funding strategy to most efficien tly improve the transportation system. Performance measures build trust and a culture that agencies work for the public.

Performance measurements are a way to ensure that the benefits of Anaheim ITS investments are quantified and operations is optimized to the greatest extent poss ible. In particular, performance measures can assess how the transportation system is handling recurring congestion in which the peak travel periods overlap with

Page 26 ends

the year-round schedule of planned events. Travel reliabilit y can also be assessed, particularly with non- recurring congestion due to incidents, work zones, and other related causes.

Performance monitoring can benefit the Anaheim ITS program in the following ways:
ƒ It shows the effects of construction projects and ITS improvements on travel time, speeds, and delays, thus quantifying the project benefits
ƒ It provides data to prioritize projects in a number of ways, such as demonstrating which roadways have the highest level of delays (and thus the greatest needs), and which strategies are most effective in relieving traffic congestion and improving safety. ƒ It shows how strategies on traffic incident management and work zones can help to reduce non- recurring congestion
ƒ It shows how expanded communication strategies can help drivers to better plan their trips to avoid delays

The City fully supports OCTA’S established set of operational performance measures, in Attachment 5, designed to provide a snapshot of how the corridors are performing as of 2023. The data compiled gives a corridor operational score that is a composite of average speed, stops per mile and ratio of green signals to red signals. These corridor performance measures aid staff in assessing operational conditions to determine synchronization project priority. Attachment 6 contains performance measures for City-led TSSP projects.
