The Residential Street Improvement Project – Monterey & Baker – Group 19 is part of the Public Works Department’s neighborhood street rehabilitation program and is identified in the proposed Capital Improvement Program for FY 2026/27. The local streets within the Monterey neighborhood are located within District 2 and are bordered by Crescent Avenue to the north, Euclid Street to the east, Lincoln Avenue to the south, and Gilbert Street to the west. The local streets within the Baker neighborhood are located in District 2 and are bordered by Lincoln Avenue to the north, Gilbert Street to the east, Orange Avenue to the south, and Magnolia Avenue to the west. The project also includes slurry seal pavement preservation treatment within the following neighborhoods: Academy (District 1), Gaymont (District 2), Philadelphia (District 4), and Merrimac Alley (District 6) (see attached Maps).

The work consists of rehabilitating approximately 1.7 million square feet of local streets by removing and reconstructing asphalt concrete, preserving approximately 2.2 million square feet of local streets by applying slurry seal, repairing over 37,000 square feet of sidewalks, replacing damaged driveway approaches, replacing damaged curbs and gutters, and reconstructing 74 Americans with Disabilities Act (ADA) curb access ramps to meet the latest standards. The project will restore pavement surface integrity, improve ride quality, preserve existing pavement quality, and enhance the walkability of neighborhood sidewalks. The project also includes rehabilitation of the asphalt parking lots at Brookhurst Community Center and Pony Field Park, in partnership with the Community Services Department.

The engineer’s estimate for this scope of work was $10,700,000. The estimate was conservative due to staff’s uncertainty regarding the influence of global events on current asphalt and slurry seal material costs, which are petroleum-based products. However, the bid from R.J. Noble Company was found by staff to be responsive, competitive, and is within the available funding proposed in the Public Works FY 2026/27 Capital Improvement Program (CIP).

Construction is scheduled to begin in July 2026 and be completed by March 2027. Liquidated damages for this project shall be $11,000 per day.

ENVIRONMENTAL DETERMINATION:

Upon review of the CCR, staff recommends the City Council determine that the Project is Categorically Exempt from CEQA pursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of the CCR. Section 15301 allows for the repair, maintenance, or minor alteration of existing public improvements, and Section 15302 allows for the replacement or reconstruction of existing improvements that will be on the same site and will have substantially the same purpose and capacity. The proposed street improvements will be restoring, repairing, and preserving the existing roadway pavement located within the existing street right-of-way with no expansion of capacity. Staff will file the CEQA Notice of Exemption (NOE) upon approval by City Council.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This project is acknowledged as “Project Work” as defined in the CWA the city entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
