CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 9, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ADOPT THE FY 2026/27 PROJECT LIST FOR THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, adopt the FY 2026/27 Project List for the Road Repair and Accountability Act of 2017 and authorize and direct the Director of Public Works to submit it to the California Transportation Commission (CTC) for eligibility to receive Road Maintenance and Rehabilitation Account (RMRA) funds.
DISCUSSION:
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), which is known as the Road Repair and Accountability Act of 2017. SB 1 was enacted to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local street systems. SB 1 funds the RMRA through an increase in gasoline fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees.
In order to be eligible for the RMRA funds, the statute requires cities and counties to provide basic annual RMRA project reporting to the CTC. One of the requirements prior to receiving funds each fiscal year is for the City to submit a list of projects adopted by Resolution and proposed to be funded with RMRA funds to the CTC by July 1, 2026.
Staff prepared the FY 2026/27 Project List for the Road Repair and Accountability Act of 2017, which includes three proposed projects and sixteen projects carried over (relisted) from the FY 2025/26 adopted list. Three neighborhood rehabilitation projects were completed from the FY 2025/26 adopted list. Partial RMRA funding will be applied to each project on the list. This list is based on an estimated revenue projection of $9,718,323 in FY 2026/27; should actual revenues fall short, construction work may be delayed or deferred to future years.
Since the CTC recommends that cities and counties include project funding information signage stating that “the project was made possible by SB 1 – The Road Repair and Accountability Act of 2017”, all of the projects on the list will notify the community and traveling public of this helpful and critically needed funding program.
Adopt the FY 2026/27 Project List for the Road Repair and Accountability Act of 2017 June 9, 2026
IMPACT ON THE BUDGET:
Public Works anticipates receiving an estimated amount of $9,718,323 in SB 1 funds from the RMRA in FY 2026/27. Revenue and expenditure appropriations are included in the Public Works Department’s Proposed FY 2026/27 Capital Improvement Program budget, which will be presented to City Council in June.
Respectfully submitted,
Rudy Emami
Director of Public Works
