CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 9, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ANNUAL MEASURE M2 (OC Go) ELIGIBILITY SUBMITTALS ATTACHMENT (Y/N): YES ITEM # 20
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATIONS:

That the City Council:

1. By Resolution, inform the Orange County Transportation Authority (OCTA) that the City Council adopts a Local Signal Synchronization Plan (LSSP) that is consistent with OCTA’s adopted Regional Traffic Signal Synchronization Plan (RTSSP);

2. By Motion, adopt the Measure M2 (OC Go) Seven-Year Capital Improvement Program (CIP) for FY 2026/27 – FY 2032/33 and authorize staff to submit it to OCTA.

DISCUSSION:

Every year OCTA determines if local jurisdictions are eligible to receive Measure M2 (OC Go) formula and competitive funds by reviewing the required eligibility documentation submitted by local agencies. Net revenues generated from the ½ cent Measure M2 (OC Go) transportation sales tax are allocated to freeways, environmental programs, transit, traffic signal synchronization, and local roadway improvement projects. Formula funds, including Local Fair Share (LFS) and Senior Mobility Program (SMP) funds, are distributed to eligible local jurisdictions based upon ordinance-specified formulas.

To remain eligible to receive these funding sources in Fiscal Year (FY) 2026-27, local agencies, including the City of Anaheim, must submit the required Measure M2 (OC Go) eligibility documentation, which is discussed below.

Local Signal Synchronization Plan (LSSP)
The LSSP is a three-year plan that identifies street routes and traffic signals to be improved and coordinated on a multi-jurisdictional basis, consistent with OCTA’s Regional Traffic Signal Synchronization Master Plan (RTSSP). Projects include the coordination of traffic signals on Ball Road from Knott Avenue to Phoenix Club Drive, Euclid Street from SR-91 Ramps to Katella Avenue, Kraemer Boulevard from La Jolla Street to Frontera Street, State College Boulevard from Via Burton Street to Orangewood Avenue, and Weir Canyon Road from La Palma Avenue to Oak Canyon Drive. The attached Resolution (Attachment 1) confirms the City of Anaheim’s ongoing conformance with OCTA’s Measure M2 (OC Go) eligibility requirements Annual Measure M2 (OC Go) Eligibility Submittals

for the LSSP. Once approved, Attachment 1 will be submitted with the attached updated LSSP (Attachment 2) for final OCTA acceptance.

Seven-Year Capital Improvement Program (CIP)
The attached Seven-Year CIP project list (Attachment 3) is consistent with the City’s five-year CIP and includes all foreseeable transportation improvement projects for which the City will be the lead agency and will involve Measure M2 (OC Go) funding. Projects include: the rehabilitation of arterial streets such as Broadway from Anaheim Boulevard to East Street, roadway widening projects such as Lincoln Avenue from Evergreen Street to State College Boulevard, intersection improvement projects such as an eastbound right turn lane on Lincoln Avenue at Harbor Boulevard, accessibility projects such as the Citywide Safe Routes to School Sidewalk Gap Closure Program, and traffic signal improvement projects such as the Advanced Dilemma Zone Project, and Protected Left-turn Phasing at Intersections.

The submittal of the Measure M2 (OC Go) Seven-Year CIP does not commit the City of Anaheim to fund the listed projects. However, in order to be eligible to receive Measure M (OC Go) funding, including grants, projects need to be in the seven-year OC Go CIP. Staff identified approximately $1.1 billion in funded and unfunded projects over the next seven years.

Adoption of the Seven-Year CIP confirms the City of Anaheim’s ongoing conformance with OCTA’s Measure M (OC Go) eligibility requirements for the Seven-Year CIP, and once approved, it will be submitted to OCTA for final acceptance.

Approval of the recommendations contained in this staff report will continue the City of Anaheim’s Measure M2 (OC Go) funding eligibility through the next fiscal year (FY), FY 2026-2027.

IMPACT ON BUDGET:

There is no budgetary impact associated with these proposed actions and approvals.

Respectfully submitted,
Rudy Emami
Director of Public Works
