CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 9, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AS NEEDED CITYWIDE SEWER CONDITIONAL ASSESSMENT

SERVICES
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:
1) Approve the Professional Services Agreement (Agreement), in substantial form, between the City of Anaheim (City) and each of the following Consultant companies in the not-to-exceed amount of $750,000 per Work Order Package with a total not-to-exceed contract amount of $2 million per contract year per Consultant company plus a 10% contingency, for a three year term with two one-year optional renewals, for as-needed Citywide conditional sewer conditional assessment services to support the Department of Public Works:

AKM Consulting Engineers; Houston and Harris PCS, Inc.; Mattucci Plumbing, Inc.; (collectively, "Consultants"); and
2) Authorize and direct the Director of Public Works to execute each Agreement, and take any and all actions as are necessary to implement and administer the Agreements; and,
3) Authorize de minimis changes that do not substantially change the terms and conditions of the Agreements, so long as such changes are determined to be de minimis by the City Attorney’s Office.

DISCUSSION:

The City has approximately 590 miles of sewer pipelines ranging from 6 inches to 36 inches in diameter and 12,300 manholes. The Department of Public Works (Department) needs to accelerate our sanitary sewer inspection and conditional assessment program for cleaning efficiency in conformance with the Regional Water Quality Control Board (RWQCB) regulations, and to provide the identification of capital improvement needs and design assistance. The use of consultants benefits the Department by providing flexibility to meet current workload demands and resources to ramp up inspections, sewer cleanings, or Approve Professional Services Agreements for As-Needed Engineering and Design Services to support the Public Works Department June 9, 2026

respond to emergencies if needed. This ability to utilize consultants for production frees up the one City Closed-Circuit Television (CCTV) truck and staff to provide assistance to urgent city issues, emergencies, and specialty work.

On January 15, 2026, staff advertised a Request for Proposals (RFPs) for professional As- Needed Citywide Sewer Conditional Assessment Services through OpenGov and received responses from 10 consultant companies.

Upon evaluation of the proposals, the following 3 listed Consultant companies best met the service requirements of the Request for Proposals and are recommended for selection in accordance with Council Policy 4.1:

1. AKM Consulting Engineers

2. Houston and Harris PCS, Inc.

3. Mattucci Plumbing, Inc.

The recommended Consultants are required to have extensive technical experience in their respective areas of expertise and proper licensing and insurance to perform the required services in the State of California.

Although this Agreement does not guarantee work for any firm, multiple consultants are needed in order to complete the citywide sewer inspections in a reasonable timeframe. The award amount for each assignment will vary based on the specific drainage basin, schedule, and complexity. The maximum Agreement amount per Work Order Package will be $750,000, with a total not-to-exceed contract amount of $2 million per contract year per Consultant.

The attached Agreement is structured with the same terms and conditions as the past approved Agreements for the Department’s As-Needed Engineering Services. The Agreement term is for three years, with two one-year optional renewals for a total of five years.

This service supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, specifically Strategy No. 13 – “Address deferred and ongoing maintenance needs”.

IMPACT ON BUDGET:

Sufficient funding for this agreement is included in the Public Works Department’s FY 2026/27 Proposed Wastewater Fund budget, which will be presented to City Council in June.

Respectfully submitted,
Rudy Emami
Director of Public Works
