CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 9, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COOPERATIVE AGREEMENT BY AND BETWEEN THE

CITIES OF BREA, FULLERTON, AND ORANGE FOR THE

STATE COLLEGE BOULEVARD / THE CITY DRIVE

REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION

PROJECT
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve a Cooperative Agreement between the City of Anaheim and the cities of Brea, Fullerton, and Orange for the State College Boulevard / The City Drive Regional Traffic Signal Synchronization Project for the corridor from Cliffwood Avenue in Brea to Garden Grove Boulevard for a term through December 31, 2032, authorize a cost match in the amount not to exceed $940,572.70; and authorize the City Manager, or designee, to execute, implement, and administer the agreement.

DISCUSSION:

The partner agencies were successful in competing for $4,702,863.50 in grant funding for FY 25/26 through the OCTA Measure M2 Traffic Signal Synchronization Program, receiving $3,762,290.80 in grant funding with the minimum matching funds of 20% funded by the participating agencies for their portion of the project. On April 7, 2025, the OCTA Board of Directors voted to approve the funding allocation for M2 Project P applications, and the city of Anaheim agreed to act as the lead agency to oversee the design and implementation of the project. The project known as the State College Boulevard / The City Drive Regional Traffic Signal Synchronization Project will synchronize 58 signalized intersections along State College Boulevard from Cliffwood Avenue in Brea to The City Drive at Garden Grove Boulevard in the City of Orange. Anaheim has 23 signalized intersections included in the project requiring engineering, construction, and maintenance services totaling $2,321,440; $1,857,152 will be funded by M2 grant funding, and $464,288 will be the City’s required 20% cost match.

This Project will implement signal synchronization, also known as signal coordination, for twenty-three (23) Anaheim signals along State College Boulevard.

The Project will integrate a combination of fiber optic and communications devices and specific traffic signal designs, software, and programs to maximize traffic flow at different times of the day. It is not always possible to hit a green light at every intersection; however, traffic signal synchronization coordinates signals according to State College Blvd./The City Drive Regional Traffic Signal Synchronization Project Cooperative Agreement with Cities of Brea, Fullerton, and Orange

known congestion levels, allowing you to travel farther in less time by reducing stops. The Project will increase throughput, improve fuel economy, reduce vehicle delay, and travel times and reduce vehicle emissions. Similar projects by Public Works and OCTA have yielded a 15- 20% reduction in travel times. City of Anaheim will act as the lead agency and requires a formal cooperative agreement with the cities of Brea, Fullerton, and Orange to implement the Project.

IMPACT ON BUDGET:

Sufficient funding is included in the Public Works Department’s Proposed FY 2026/27 budget from restricted transportation funds, which will be presented to City Council in June.

Respectfully submitted,
Rudy Emami
Director of Public Works
