RECOMMENDATION:
That the City Council, by Motion, approve an agreement with Iteris, Inc. to provide traffic and intelligent transportation systems engineering services for the State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program (TSSP) Project, in a not-to-exceed amount of $995,784; authorize and direct the Director of Public Works, on behalf of the City, to execute the Contract and any other related documents, and to take such actions as are necessary to implement and administer the Contract; authorize and direct the Finance Director to execute the Escrow Agreement pertaining to contract retentions; and determine the Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the California Code of Regulations (CCR).
BACKGROUND:
The Public Works Department received $3,762,291 in grant funding from the Orange County Transportation Authority (OCTA) Measure M Regional Traffic Signal Synchronization Program for the State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program (TSSP) Project. The City of Anaheim, as the lead agency for this project, is in partnership with Caltrans, Brea, Fullerton, and Orange.
This project will provide signal timing coordination and upgrade signal systems for the 58 signalized intersections along State College Boulevard from Cliffwood Avenue in Brea to Garden Grove Boulevard in Orange.
In the City of Anaheim, the project will upgrade the fiber communication infrastructure, upgrade signal controllers and cabinets, upgrade video detection systems, and install CCTV cameras. The City has 23 signalized intersections on State College Boulevard from Via Burton Street to Orangewood Avenue. The City’s total project cost is $2,321,440 with a grant amount of $1,857,152 and a local 20% match of $464,288. 200 S. Anaheim Blvd.

Agreement with Iteris for the State College Blvd./The City Drive Regional Traffic Signal Synchronization Program (TSSP) Project June 9, 2026
DISCUSSION:
On February 26, 2026, the City issued a Request for Proposal (RFP) to provide traffic and intelligent transportation systems engineering services. The City received seven (7) proposals.
The proposals were reviewed and ranked by the evaluation team, which consisted of staff from the cities of Anaheim, Brea, Fullerton, and Orange. The evaluation team ranked the firms based on several factors: qualifications of the firm, staffing and project organization, relevant project experience and understanding, and cost. The ranking and their respective fee proposals are as follows:
Rank Fee Proposal
1. Iteris $ 995,784.00
2. Arcadis $ 1,099,471.00
3. AGA $ 1,172,935.00
4. Advantec $ 999,752.00
5. DKS $1,593,660.00
6. Michael Baker $ 725,490.00
7. TKE $ 598,316.70
The evaluation team selected Iteris, Inc. because its proposal has the best overall value that aligns with the project's needs and requirements. Iteris’ proposal demonstrated the strongest qualifications among the other proposals due to their successful implementation of previous TSSP projects and their involvement with OCTA’s Countywide Signal Synchronization Baseline Project. Staffing organization and key personnel were clearly defined, and their project understanding provided deeper insights into the corridor.
ENVIRONMENTAL DETERMINATION:
In accordance with CEQA (Public Resources Code Sections 21000-21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim, as Lead Agency, is required to determine if the Project is exempt from CEQA.
Upon review of the CCR, staff recommends that the City Council determine the Project is Categorically Exempt from CEQA pursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the CCR which consists of construction and location of limited numbers of new, small facilities or structures and specifically exempts water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction. After determining that this Project is Categorically Exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges to the decision.
