CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 9, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE AGREEMENT WITH UNITED ROTARY BRUSH

CORPORATION FOR RECONDITIONED STREET SWEEPER

BROOM SERVICES
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Approve Contract No. MA 106-499120 with United Rotary Brush Corporation to provide reconditioned street sweeper broom services for the Public Works Department, in the amount of $61,404.80 for an initial one-year term, with up to four (4) one-year optional renewals, for a cumulative combined amount of $307,024, plus applicable sales tax, Consumer Price Index annual increases, and a 10% contingency; and

2. Authorize the Purchasing Agent or their designee, to execute all necessary contractual documents and to exercise the renewal options, as appropriate, in accordance with Invitation for Bids No. 9879.

DISCUSSION:

The Public Works Department maintains the City’s fleet of street sweepers, consisting of fourteen (14) Tymco sweepers and two (2) Elgin Broom Bear sweepers, all of which require routine broom replacement to remain operational.

Street sweeper brooms are high-wear components that must be replaced frequently due to normal use. To manage costs and support sustainability goals, the City utilizes reconditioned brooms where feasible. Reconditioning involves replacing worn bristles while retaining the existing broom core, which extends the usable life of the component, reduces material waste, and provides a cost-effective alternative to purchasing new brooms.

The requested services include weekly pickup of used street sweeper brooms, inspection and evaluation, refurbishment in accordance with original equipment manufacturer specifications, return delivery of refurbished brooms, and recycling or disposal of non- restorable brooms.

The solicitation required bidders to provide fully loaded, fixed unit pricing based on estimated annual quantities of commonly used broom types. Unit prices were to include all costs necessary to perform the work, including pickup, transportation, labor, materials, refurbishment, delivery, and disposal or recycling of non-restorable items.

The solicitation was publicly advertised on the City’s bid portal. A total of 8,283 vendors were electronically notified, 225 viewed the solicitation, ten (10) vendors downloaded the bid documents, two (2) initiated bids, however, at the close of the solicitation only one (1) submitted a response due to the specialized nature of the services and the operational requirements.

Bidder Total Bid
United Rotary Brush Corporation, Olathe, KS $61,404.80
United Rotary Brush Corporation has a history of reliable service with the City and has consistently met performance expectations under prior agreements.

The proposed agreement will be for an initial one-year term, with up to four optional one-year renewal periods. Pricing will be fixed for the initial one-year term and shall be negotiated each year of the renewal periods but shall not exceed the most recent 12-month Consumer Price Index (CPI) for Labor for the Los Angeles–Long Beach–Anaheim, CA area. In the event that prices increase beyond the CPI, vendor must provide verifiable evidence from the manufacturer of the product to support a requested increase. It will be at the sole discretion of the City to accept or reject such an increase.

A 10% contingency is recommended to address potential increases in operational needs due to unforeseen circumstances during the agreement period.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department Fiscal Year 2025/26 budget, within the Sanitation Fund. Future year renewals will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
Purchasing Agent Public Works Director
