Re: Response to Recommendations of Grand Jury Report Entitled, "Connecting Orange County to LAX: Evaluating Transportation Options." Dear Judge Sheila F. Hanson:
The City of Anaheim respectfully requests an extension of time of six months from the public release date to respond to Recommendation R4 and Finding F2 contained in the Orange County Grand Jury report entitled "Connecting Orange County to LAX: Evaluating Transportation Options, " pursuant to California Penal Code Section 933. 05(b)(3). The City's response is currently due May 28, 2026. Recommendation R4 specifically contemplates action by September 30, 2026, directing the City to take action and directs staff to coordinate with the Orange County Transportation Authority (OCTA) and Los Angeles World Airports (LAWA) regarding a potential business case study for direct ARTIC-to-LAX service. Because the recommendation itself establishes a September 30, 2026 timeframe, additional time is necessary to allow for appropriate interagency coordination, evaluation of operational and financial considerations, and development of a comprehensive response consistent with the intent of the recommendation.
Accordingly, the City requests an extension of the response deadline to allow sufficient time for coordination with partner agencies. The proposed response will be presented to the Anaheim City Council for its consideration at the meeting of June 23, 2026.
