CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: JUNE 23, 2026
FROM: POLICE DEPARTMENT
SUBJECT: FUNDING FOR THE NORTH SCHOOL MOBILE
ASSESSMENT RESOURCE TEAM (NSMART)
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve the Memorandum of Understanding (MOU) with the County of Orange and the City of Garden Grove for School Mobile Assessment Resource Team (SMART); accept funding in the amount of $305,732 under the Juvenile Justice Crime Prevention Act; and authorize the Chief of Police, or designee, to execute the MOU and all required documents and take the necessary actions to implement required documents.
DISCUSSION:
The Juvenile Justice Crime Prevention Act (JJCPA) has allocated funding for a program in Orange County known as the North School Mobile Assessment and Resource Team (NSMART). NSMART allows participation of multiple law enforcement agencies in the northern region of Orange County to combat threats of violence and violent crimes committed on, near, or impacting school campuses and communities.
The NSMART pilot program, launched on July 14, 2020, operates under a Memorandum of Understanding (MOU) between the Orange County Sheriff-Coroner Department and the Anaheim and Garden Grove Police Departments. Funded by the Juvenile Justice Crime Prevention Act (JJCPA), which requires annual renewal through MOU amendments and Juvenile Justice Coordinating Council (JJCC) funding approvals, NSMART prevents youth-related crime on or near school campuses by assessing threats, identifying at-risk youth, sharing intelligence, and coordinating multi-agency efforts.
Initially set to end December 31, 2021, it was extended through amendments, with the Fifth Amendment extending it to June 30, 2026, allocating up to $295,233 per agency for FY 2025-26. NSMART became a permanent program on February 24, 2022.
The program assesses threats of violence reported by school personnel or otherwise detected as trending from other incidents of violence in and around schools within or outside Orange County. The NSMART program works on the prevention of incidents or spread of violence in schools by quick responses to threats made by youths who are at high risk for being victims or perpetrators of acts that incite fear, discord and potential danger in the schools. The program aims to identify negative or destructive behavior in at-risk youths, so as to anticipate and prevent the occurrence of actual incidents of crime Funding for the FY 2026/27 NSMART Program

and violence in and around schools. NSMART works in the development and sharing of intelligence information between law enforcement and schools. The program refers arrested juveniles to community resources, family counseling or supervised probation.
The Anaheim Police Department assigns one investigator to the NSMART, ensuring prompt notification of incidents involving all Anaheim schools, including high schools, junior high schools, and elementary schools, and facilitating the sharing of critical information. By resolving incidents through the least intrusive means available, this position enhances the efficiency of restoring normalcy to the school environment. The investigator is assigned to the OCSD Headquarters location and works collaboratively as a team with other sworn officers assigned to the NSMART program. Under the MOU, OCSD provides a workstation, office phone, office supplies and laptop equipped with all the necessary report writing and investigation applications at no cost to the City. The program provides up to $305,732 annually towards the investigator’s annual salary and benefits, which total $316,488, with no additional reimbursement provided for equipment or supplies. The remaining $10,756 of the investigator’s annual salary and benefits is funded from the Police Department’s general fund.
IMPACT ON BUDGET:
Sufficient funds are included in the Police Departments’ proposed FY 2026/27 General Fund budget. There is no local match requirement.
Respectfully submitted,
Manny Cid
Chief of Police
