COUNCIL AGENDA REPORT
City of Anaheim
CONVENTION, SPORTS & ENTERTAINMENT
DEPARTMENT
DATE: JUNE 23, 2026
FROM: CONVENTION, SPORTS & ENTERTAINMENT
DEPARTMENT
SUBJECT: AGREEMENT BETWEEN CONTEMPORARY SERVICES
CORPORATION AND THE CITY OF ANAHEIM FOR EVENT
CROWD CONTROL SERVICES
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion,
1. Approve the Service Agreement, by and between Contemporary Services Corporation (CSC) and the City of Anaheim (City) to provide contract Event Crowd Control services at the Anaheim Convention Center (ACC) to supplement the Convention Center’s existing labor force at the proposed hourly rates for a three-year term with two additional one-year renewal terms, in an amount not-to-exceed $350,000 per contract year (cumulative contract amount not-to-exceed $1,750,000, with the majority of the costs being reimbursed by the tenants or promoters of the ACC and with the City’s costs in an amount not-to-exceed $15,000 per contract year); and
2. Authorize and direct the Executive Director of the Convention, Sports & Entertainment Department to execute the Agreement and any other related documents, including all actions necessary to implement and administer the Agreement and approve additional expenditures not to exceed twenty percent (20%) of the contract amount for extra work not included in the Scope of Work.
DISCUSSION:
The ACC hosts many different types of events each year and for some events, the ACC along with our Tenants or Promoters must hire outside peer group security to work alongside and or in addition to the ACC in-house crowd control personnel.
A Request for Proposals (RFP) was advertised through the City’s online bidding platform soliciting proposals from event crowd control service providers and a total of eight Agreement Between Contemporary Services Corporation and the City of Anaheim for Event Crowd Control Services June 23, 2026
responses were received. Responses were evaluated and graded on the following: experience providing services at the Anaheim Convention Center, experience at similar venues, staffing capacity, key personnel, and pricing. CSC’s proposal score was the highest of all proposals that were received.
Vendor proposals received and ranking are listed below:
1. Contemporary Services Corporation
2. Allied Universal Event Services
3. IPS Nationwide
4. Inter-Con Security Services, Inc.
5. All Star Security Services
6. Diversified Protective Services, Inc.
7. AM PM Nationwide Security Inc.
8. GuardNow Inc.
CSC is well qualified to provide event crowd control services and has been providing services to the ACC dating back to March 2007 on a non-exclusive basis and has the necessary experience, personnel, licensing, and insurance to perform the services that could be requested.
The proposed Agreement is for three years, which may be extended for two additional one-year terms, for a not-to-exceed amount of $350,000 per contract year, and $1,050,000 total for the initial three-year term. In almost all cases, the costs associated with event crowd control services provided for ACC events are reimbursed by the Tenant or Promoter and are not a cost borne by the ACC. The ACC will only hire CSC to supplement the existing ACC in-house crowd control personnel on rare occasions, which will not exceed $15,000 per contract year and bear the costs as part of the ACC’s approved annual budget.
IMPACT ON BUDGET:
There is no impact on the General Fund. Costs resulting from use of CSC will be charged to the applicable ACC Tenant or Promoter using CSC services. If CSC is utilized to supplement ACC in-house crowd control, these costs will be included in the Convention, Sports & Entertainment Department’s annual operating budget.
Respectfully submitted,
Tom Morton, Executive Director
Convention, Sports & Entertainment Department
