DATE: JUNE 23, 2026
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: ADOPTION OF A MEMORANDUM OF UNDERSTANDING

BETWEEN THE CITY OF ANAHEIM AND THE TEAMSTERS,
LOCAL 952
ATTACHMENT (Y/N): YES ITEM # 21
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, adopt a Memorandum of Understanding establishing the terms and conditions of employment for classifications represented by the Teamsters, Local 952, effective March 2, 2026 through March 3, 2029.

DISCUSSION:

The Memorandum of Understanding (“MOU”) between the City of Anaheim and the Teamsters, Local 952 (“Teamsters”), expired on March 1, 2026. Since February 2026, the City’s labor negotiator has worked under City Council authority to meet and confer with the Teamsters. The MOU presented for City Council consideration reflects the tentative agreement ratified by the Teamsters members on May 29, 2026.

The Teamsters represents approximately 102 part-time, event-based employees in 6 classifications serving the Anaheim Convention Center parking and security operations.

The majority of employees in the bargaining unit are in the classifications Parking Lot Attendant and Parking Lot Cashier. The remainder of the represented employees are employed as Parking Lot Captain, Parking Operations Lead, Part Time Security Officer, and Part Time Lead Security Officer.

Major provisions of the agreement include:
 Term of MOU: Three (3) years, effective March 2, 2026 through March 3, 2029.  Wages: A total wage increase of twelve percent (12%) over the three-year term of the contract:
o Six percent (6%) effective March 13, 2026;
o Three percent (3%) effective March 12, 2027; and
o Three percent (3%) effective March 10, 2028.
 Holiday Premium Pay: Addition of two (2) holidays:

 Graveyard Differential: Increase the graveyard shift premium from fifty cents ($0.50) to one dollar ($1.00), and extend the premium pay eligibility period by two (2) additional hours.
 Bereavement Leave: Provide up to five (5) paid shifts of bereavement leave (not to exceed forty (40) hours) and permit employees to use such leave for one (1) designated person per calendar year with whom the employee has a significant personal relationship.  Health & Welfare: A meet and consult within six (6) months following implementation of this MOU regarding the provisions of Article 11 – Health & Welfare.  Sick Leave Usage: Allow employees to use accrued paid sick leave in one-half (½) hour increments rather than two (2) hour increments and increase the annual usage cap from forty (40) hours to eighty (80) hours of accrued sick leave per calendar year.

A redline copy of the MOU reflecting the agreed changes is included with this report.

IMPACT ON BUDGET:

The impact of the Teamsters MOU is estimated to be $140,835 in Fiscal Year 2025/26 and $1,720,519 over the three-year term of the agreement. Sufficient funds are included in the Department’s budget for both FY 2025/26 and FY 2026/27 from Convention Sports and Entertainment Enterprise Funds.

Respectfully submitted,
Linda N. Andal
Human Resources Director
