Bidder Total Bid
Blue Angel International LLC – Berkeley, CA $2,138,371.29* R.J. Noble Company – Orange, CA $2,387,461.00

The Public Works Department routinely utilizes asphalt concrete materials for street maintenance, pothole repairs, pavement rehabilitation, utility restoration, and other infrastructure maintenance activities throughout the City. To support these ongoing operations, the City solicited bids from qualified suppliers capable of providing asphalt Approve Agreement with R.J. Noble Company for the Purchase of Asphalt Concrete and other Paving Materials June 23, 2026
concrete products on a will-call and/or delivery basis, as well as recycling and disposal services for materials generated through maintenance operations.
Due to the temperature-sensitive nature of asphalt concrete, the solicitation required suppliers to maintain facilities within ten miles driving distance of the Public Works Operations Yard to ensure timely access to materials and minimize travel time for City crews. Contractors were also required to maintain operating hours and demonstrate sufficient production and receiving capacity to meet the City's operational requirements.
The contract includes the purchase of various asphalt concrete mixes, related materials, and the disposal or recycling of expended asphalt concrete. The solicitation requested unit pricing per ton for materials and disposal services. Estimated quantities were based on the City's anticipated annual requirements.
R.J. Noble Company has a history of providing reliable service to the City and has consistently met performance expectations under prior agreements.
The proposed agreement will be for an initial one-year term, with up to four optional one-year renewal periods. Prices for asphalt products subject to crude oil fluctuations may be adjusted quarterly, in accordance with the California Statewide Crude Oil Price Index (CSCOPI). There is no guarantee or implied commitment to purchase a specific quantity for the duration of the agreement.
Dumping fees and other non-indexed items will remain fixed during the initial one-year term.
After the base period price changes shall be negotiated but shall not exceed the most recent available 12-month period for the Los Angeles- Long Beach - Anaheim, CA Consumer Price Index (CPI) for All Urban Consumers.
A 15% contingency is recommended to address potential increases in operational needs due to unforeseen circumstances during the agreement period.
IMPACT ON BUDGET:
Sufficient funds are included in the Public Works Department's Proposed Fiscal Year 2026/27 budget, within the General and Gas Tax funds. The proposed FY 2026-27 budget is being presented to City Council consideration tonight. Future year renewals will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
